<p>JOB DESCRIPTIONCity of Allentown</p> <p>Position Description</p> <p>Class Title: Deputy Director of Human Resources</p> <p>Grade Number: 18N</p> <p>Department: Human Resources</p> <p>Union: No</p> <p>GENERAL PURPOSE</p> <p>The Deputy Director of Human Resources serves as a strategic leader supporting the Director in advancing modern, data-driven, and service-focused public sector HR operations. This position supports the oversight of HR reporting, workforce analytics, labor relations strategy, and compliance functions while strengthening departmental capacity through mentorship, performance alignment, and implementation of standardized best practices to ensure a high-performing and cohesive HR team.</p> <p>SUPERVISION RECEIVED</p> <p>Works under the supervision of the Director of Human Resources.</p> <p>SUPERVISION EXERCISED</p> <p>Exercises general supervision over the Human Resources Department staff, providing leadership, coaching, and performance oversight as directed by the HR Director while promoting accountability, collaboration, and high service standards.</p> <p>ESSENTIAL DUTIES AND RESPONSIBILITIES</p> <p>Supports the management of the human resource department to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed.</p> <p>Partners with the HR Director to develop and implement strategic HR initiatives aligned with City priorities.</p> <p>Provides strategic leadership development and implementation of short and long term plans. Collects and analyzes data for studies, reports, and recommendations that support informed decision-making.</p> <p>Leads the development, analysis, and presentation of wide-ranging HR reports, workforce analytics, labor metrics, and compliance dashboards for senior leadership.</p> <p>Analyzes trends related to staffing levels, turnover, absenteeism, overtime, compensation, and labor costs to support data-driven decision-making.</p> <p>Ensures that assigned areas of responsibility operate within approved budgets. Monitors expenditures and implements cost control measures to maintain sound fiscal management. Prepares annual budget requests and oversees the effective use of funds, personnel, materials, facilities, and time within HR Department.</p> <p>Contributes to workforce planning initiatives by preparing and analyzing labor cost projections and personnel forecasts to support strategic decision-making</p> <p>Assists in developing and refining work procedures, schedules, and workflow. Reviews and standardizes processes to improve operational efficiency and effectiveness.</p> <p>Provides clear direction and guidance to staff; assigns responsibilities and reviews work to guarantee accuracy, quality, and compliance with applicable policies and procedures.</p> <p>Provides guidance and oversight in the resolution of employee complaints and formal grievances, ensuring compliance with collective bargaining agreements and city policies.</p> <p>Provides strategic leadership in labor relations matters, including contract interpretation, grievance review, investigatory oversight, arbitration preparation, and representation of management in employment-related proceedings.</p> <p>Assist with the preparation of a variety of studies, reports and related information for decision-making purposes.</p> <p>Provides oversight into recruitment and selection activities to ensure compliance with civil service rules, equal employment opportunity standards, and city hiring policies.</p> <p>Supervises the development and delivery of new employee orientation to ensure alignment with organizational standards, policies, and culture.</p> <p>Oversee administration and compliance of employee benefits programs and related personnel documentation, ensuring adherence to applicable laws, collective bargaining agreements, and municipal policies while maintaining data integrity and audit readiness.</p> <p>Leads labor market benchmarking and compensation analysis initiatives to support competitive wage structures, financial sustainability, and strategic labor negotiations.</p> <p>Oversee employee separation processes, including required documentation and exit interviews, to ensure compliance and identify trends impacting retention and workforce stability.</p> <p>Supports the selection and oversight of external vendors providing employee services, including training, employee assistance, and outplacement programs.</p> <p>Oversee workforce demographic data collection and governmental reporting, including EEO and other required compliance filings, ensuring accuracy and regulatory adherence.</p> <p>Oversee the planning, implementation, and administration of employee benefits programs, ensuring compliance with applicable laws, collective bargaining agreements, and city policies.</p> <p>Provides oversight of employee benefits communications, ensuring timely, accurate, and compliant dissemination of information regarding health, retirement, leave, and other employer-sponsored programs.</p> <p>Coordinates formal notification of benefits changes to labor representatives in accordance with collective bargaining agreements.</p> <p>Analyzes internal benefits policies and external municipal benchmarks to ensure programs remain competitive, compliant, and fiscally responsible.</p> <p>Provides strategic analysis and recommendations regarding employee benefits program design and modifications to ensure compliance, competitiveness, and long-term sustainability.</p> <p>Ensures operational oversight of personnel record management and processing functions to maintain accuracy, confidentiality, and compliance with applicable laws and policies.</p> <p>Advises department leadership on local, state, and federal employment regulations, ensuring policies and practices remain compliant and aligned with legal guidance.</p> <p>Collaborates with legal counsel on employment-related matters to mitigate organizational risk and ensure regulatory adherence.</p> <p>Oversees development and maintenance of HR systems and reporting structures to support compliance, audit readiness, and executive decision-making.</p> <p>Ensures proper maintenance, analysis, and reporting of legally required employment records in compliance with applicable laws, regulatory agencies, and governing authorities.</p> <p>Studies of legislation, arbitration decisions, and collective bargaining contracts to assess industry trends.</p> <p>Maintains a high standard of professional service delivery to employees, leadership, and the public.</p> <p>Performs related work as may be required.</p> <p>DESIRED MINIMUM QUALIFICATIONS</p> <p>Education and Experience:</p> <p>Graduation from an accredited four-year college or university with a degree in human resources, public administration, business management or a closely related field preferred, and five (5) years of experience in a human resources capacity or related experience in the public sector environment.</p> <p>PHR, SPHR or IPMA-CP certification preferred.</p> <p>Knowledge, Skills and Abilities:</p> <p>Thorough knowledge of public sector human resources administration, civil service systems, and collective bargaining environments.</p> <p>Thorough knowledge of employee classification, compensation and benefits, recruitment, selection, training, and labor relations; working knowledge of risk management and safety practices.</p> <p>Skill municipal budget preparation, policy development, personnel administration, and HR information systems.</p> <p>Ability to prepare and analyze comprehensive reports; ability to carry out assigned projects to their completion</p> <p>Ability to communicate effectively verbally and in writing; ability to establish and maintain effective working with elected officials, department heads, labor representatives, and employees; and administer a comprehensive human resource system in a public sector environment.</p> <p>TOOLS AND EQUIPMENT USED</p> <p>Requires frequent use of personal computer systems including Microsoft Office applications, HRIS platforms, database and spreadsheet software, and standard office equipment.</p> <p>PHYSICAL DEMANDS</p> <p>The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
