New hires are typically brought into the organization between $145,727 - $192,000/annually, based on experience and education. Employees work where needed, at a job site several days a week and off-site as needed. In this position, you can expect to work on-site at least three days per week at the Wellington E. Webb Municipal Building, 201 W. Colfax Ave., Denver, CO 80202. Employees must work within the state of Colorado on their off-site days.</p> <p>Who We Are & What You'll Do</p> <p>The Department of Transportation and Infrastructure (DOTI) Transportation Business Unit is seeking a highly qualified and collaborative leader to help lead the team and manage the delivery of DOTI's annual capital transportation project program. This portfolio includes approximately 75 active projects valued at more than $600 million. This role requires an exceptional people-leader who can mentor, empower, and guide a multidisciplinary team while fostering a collaborative, accountable, and supportive work environment.</p> <p>The Transportation Implementation (TI) team is responsible for delivering a diverse and complex set of design and construction projects. Core functions include project and program management, subject matter expertise, third-party coordination, contract oversight, One Build coordination, and more. Projects are delivered through varied procurement strategies and contract methods. The team includes supervisors, project managers, design and construction engineers, specialists, inspectors, and administrative support, supplemented with consultant staff augmentation.</p> <p>Representative project types overseen by this position include:</p> <ul> <li> <p>Mobility programs (bikeways, pedestrian facilities, ITS/traffic signals, transit infrastructure, etc.)</p> </li><li> <p>Safety initiatives (Vision Zero, Neighborhood Transportation Management Plans, Safe Routes to School, etc.)</p> </li><li> <p>Multimodal and complete streets projects</p> </li><li> <p>Large, complex projects (Vibrant, RISE and Elevate bond program projects, I-25 & Broadway Interchange, etc.)</p> </li><li> <p>Citywide deferred maintenance projects including bridge reconstruction</p> </li></ul> <p>The projects the TI team delivers originate from various sources including: Elevate, RISE, and Vibrant bond programs, Denver Moves Bicycles, Vision Zero, Denver Moves Pedestrians, or other planning level efforts. The TI team also partners closely with other City departments, external agencies, designers, contractors, and community stakeholders to implement projects.</p> <p>To enhance delivery and distribute workload effectively, the team is expanding its use of a hybrid project management model. Depending on complexity and delivery method, projects may be managed by a single project manager from design through construction or may transition between dedicated design and construction managers. This position will require someone with experience managing both design and construction project phases.</p> <p>This position will lead a multidisciplinary group of managers, supervisors, project managers, engineers, and inspectors, ensuring staff are supported and projects are aligned to deliver high-quality outcomes. The role includes staff leadership, cross-organizational collaboration, business planning, technical guidance, budgeting, and performance reporting. Reporting to the Division Director, this position supports Deputy City Engineer functions, responds to escalated project or organizational concerns, and elevates issues to the Director as appropriate.</p> <p>In this leadership role, you will directly contribute to making Denver safer, more equitable, and more connected by delivering transportation mobility projects and programs that benefit all residents and all modes of travel.</p> <p>Specifically, as a Senior Engineer Manager you will:</p> <ul> <li> <p>Lead the group responsible for delivering transportation projects, ensuring scope, schedule, budget, and quality requirements are met.</p> </li><li> <p>Serve as a public face with the transportation community (contractors, consultants, residents, and stakeholders) using effective communication and strong business relationship-building skills.</p> </li><li> <p>Provide strong, supportive people-leadership by managing staff performance, setting clear expectations, coaching regularly, recognizing excellence, and addressing performance issues proactively and constructively</p> </li><li> <p>Build and manage an effective, responsive, and accountable team and provide professional development opportunities to all staff to successfully innovate and implement best practices to serve the evolving goals of DOTI.</p> </li><li> <p>Foster collaborative and innovative partnerships with city, regional, state, and federal agencies, community groups, industry organizations, and the non-profit and private sectors to advance transportation initiatives. Occasional after-hours work for community meetings, special events support, and field observations may be required depending on project needs.</p> </li><li> <p>Oversee design and construction schedules, monitor progress, and ensure conformance to schedules, specifications, regulatory requirements, and contractual obligations. Provide on-time deliverables. Serve as a Project Manager In Charge on various projects.</p> </li><li> <p>Assist with managing and developing the TI Team's budget, including organizing and allocating funds for projects to accomplish annual goals and objectives.</p> </li><li> <p>Review and provide quality assurance on TI project design and construction procurements, supporting the Deputy City Engineer.</p> </li><li> <p>Respond to, investigate, and resolve escalated citizen and stakeholder complaints related to construction activities, project impacts, and service delivery, ensuring concerns are addressed professionally, equitably, and in alignment with City policies.</p> </li><li> <p>Other duties as assigned.</p> </li></ul> <p>What You'll Bring</p> <p>Our ideal candidate has some or all the following experience, skills, and characteristics:</p> <ul> <li> <p>A proven track record as a strong people-leader, with at least five years of supervisory experience in transportation engineering, developing staff, fostering team cohesion, and building a healthy, inclusive, team-oriented workplace culture.</p> </li><li> <p>Demonstrated leadership skills in mentoring, supervising diverse professionals from interns to PE licensed engineers while supporting both technical and professional growth</p> </li><li> <p>Strong analytical skills to oversee the engineering team to interpret and draw conclusions from a variety of data sources</p> </li><li> <p>Experience designing, reviewing and preparing bid documents and/or work orders, and managing construction projects for transportation infrastructure (roadways, bridges, sidewalks, bicycle facilities, intersection geometrics, pavement markings, signage, traffic signals, and operations.</p> </li><li> <p>Excellent organization and communication skills that strengthen team effectiveness and support delivery</p> </li><li> <p>A comprehensive understanding of federal, state, and City agency policies, standards, and systems.</p> </li><li> <p>Experience and comfort working within a matrix management environment.</p> </li></ul> <p>Required Minimum Qualifications</p> <ul> <li> <p>Education requirement: Bachelor's Degree in Engineering or Architecture.</p> </li><li> <p>Experience Requirement: Three (3) years of experience at the type and level of functional or operational management, which must have included supervising licensed engineers or architects.</p> </li><li> <p>Education/Experience Equivalency: No substitution of experience for education is permitted.</p> </li></ul> <p>Additional appropriate education may be substituted for experience requirements.</p> <ul> <li> <p>License/Certifications:</p> </li><li> <p>Requires a valid Driver's License at the time of application.</p> </li><li> <p>Requires registration as a Professional Engineer (PE) by the Colorado State Board of Registration for Professional Engineers at the time of application.
