We provide legal advice as general counsel to agencies across State government, we represent State agencies, institutions of higher education, and employees sued in state and federal court for personal injuries, property damage, employment discrimination, and more.</p> <p>The Office of the Kansas Attorney General (OAG) is accepting applications to fill a Financial Analyst position in our Civil Litigation Division, Tobacco Enforcement Unit (TEU). The TEU enforces the terms of the Master Settlement Agreement, as well as state laws related to the manufacture, sale, distribution, and possession of cigarettes and other tobacco products in the State of Kansas. This position conducts audits of financial documents and tax reports of tobacco manufacturers, wholesalers, distributors and retailers of cigarettes and tobacco products to assure that tobacco product manufacturers, wholesalers, distributors and retailers engaged in the sale of cigarettes and tobacco products in the State of Kansas are compliant with all applicable state laws and regulatory requirements.</p> <p>PRIMARY DUTIES:</p> <ul> <li>Monthly auditing of cigarette and tobacco products tax reports. </li><li>Analyzing and calculating cigarette and tobacco products sales data and preparing reports for cigarette and tobacco product manufacturer certifications. </li><li>Tracking cigarette and tobacco products sales in the state and preparing detailed spreadsheets, flowcharts, reports and other documentation for use in support of enforcement and litigation. </li><li>Auditing of manufacturer escrow bank records and other financial information and preparing spreadsheets, flowcharts, reports and other documentation for use in support of enforcement and litigation. </li><li>Participating in field audits and investigations of cigarette wholesalers, distributors and retailers located within the state. </li><li>Utilizing data analysis experience and training to provide consultation to investigative and legal staff on accounting and auditing functions in cases under investigation and in litigation. </li><li>Working with agents of the Kansas Department of Revenue, agencies of other states and Native American tribes, and various federal agencies, including the Office of the U.S. Attorney and the Bureau of Alcohol, Tobacco and Firearms. </li><li>Testifying as an investigative witness in administrative or court proceedings resulting from enforcement and investigations. </li><li>Receiving a variety of assignments, including reviewing records, charting data and developing layouts of information, and computing a variety of statistical data. </li></ul> <p>Additional duties and responsibilities may be added to the position description at any time. Extensive professional auditing experience, as deemed by the Attorney General to be sufficient qualification to perform the assigned work, may be substituted for the required college study. </li><li>Excellent analytical skills and high attention to detail. </li><li>Strong proficiency in MS Office (Word, Excel, Outlook) and Adobe Acrobat </li><li>A valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State </li></ul> <p>Preferred Qualifications</p> <ul> <li>Familiarity with electronic case management system </li></ul> <p>Post-Offer, Pre-employment Requirements</p> <ul> <li>As a condition of employment, candidate(s) are subject to a pre-employment screening process to include a fingerprint and name-based criminal history records check and reference/background check of past and present employers. Employees of the OAG are required to protect against unauthorized access to such information, ensure the security and privacy of such information, and disclose any anticipated threats or hazards to such information. Employees must be very careful not to release this information to the public or to other individuals, including but not limited to OAG employees who have not been authorized or who do not have a legitimate organizational, departmental, or business need to know. Any questions regarding release of such information to another person should be directed to the employee's supervisor. </li><li>State of Kansas Tax Clearance Certificate. A valid Kansas Tax Clearance Certificate is a condition of employment for all employees of the Office of Kansas Attorney General. Applicants (including non-residents) who receive a formal job offer for a State job, are required to obtain a valid Tax Clearance within ten (10) days of the job offer.
