Vehicle inspection is required and review of assets are important. </p> <p>This position supervises all aspects of the VAT team, which includes writing performance evaluations, coaching, training staff on operational activities and interpersonal expectations, and monitoring work volumes and trends. It is expected that the position will review daily operations and make recommendations to improve performance and throughput.</p> <p>The position will be required to act as an agent of the Department of Revenue for State Fleet Management related business with direct access to DRIVES and representation of fleet needs. This position evaluates the need for vehicles to meet issues of denied repairs due to mechanical and accident costs, short-term and/or additional program needs, and vehicle upgrades.</p> <p>The position understands vehicle specifications and can match agency requests to vehicle needs. The position is responsible for finding sources to obtain vehicles and then negotiate the acquisition of appropriate used vehicles. This includes management of an inventory of vehicles ensuring that vehicles are evaluated, prepared and ready for assignment in a timely manner.</p> <p>The position is responsible for all information input and reporting using a fleet management database system, including vehicle assignment and rate structure for billing. The vehicles managed must have current registrations, keys, credit card, license plates, and emissions certification.</p> <p>Organizes and tracks all vehicle disposal and remarketing including sales information, title processing and replacement updates. Oversee the responsibility for maintaining all vehicle titles - file, track, and the physical accountability of titles. This position is the lot manager of all vehicles in the lot. Vehicles are not allowed to enter/exit without this person's knowledge. Position drives cars and light trucks on a regular basis.</p> <p>A summary of the duties and responsibilities will include, but are not limited to, the following:</p> <p>Vehicle Needs Assistance</p> <ul> <li> <p>Analyze requests for vehicles for both short & long-term assignments by type of vehicles, vehicle utilization and agency budget requirements. Analyze, investigate and recommend how to distribute used vehicles for statewide agency needs.</p> </li><li> <p>Includes funding considerations, vehicle specifications, vehicle life cycle criteria, etc. Short & long-term vehicle needs are based on uneconomical repairs, accident totals, seasonal need, additional program vehicles or change in type of vehicle. Locate, prioritize and offer a different vehicle when current vehicle is not meeting agency needs or repairs to current vehicle are denied--when cost does not justify repairs. Consideration must be given to funding limitations, vehicle specifications, and mission requirements, vehicle life cycle criteria etc. Identify alternatives for meeting customer vehicle needs when unavailable from Fleet.</p> </li><li> <p>Access FMIS database, and assign or unassign vehicles to customers, change status in database to reflect who is leasing vehicle, when vehicles are returned and where they are physically located. Calculate vehicle rates using a formula, for billing purposes. Schedule vehicle transports, pick-up and drop off vehicles by driving cars and light trucks to various lots.</p> </li></ul> <p>Vehicle Inventory Maintenance</p> <ul> <li> <p>Control vehicle inventory in response to agency vehicle requirements. Perform a monthly inventory of vehicles on lot to ensure all are accounted for.</p> </li><li> <p>Ensure used vehicles in Fleet Management's vehicle lot have current registrations, emissions, and license plates. If the vehicle needs to be re-registered, coordinate with the Department of Revenue.</p> </li><li> <p>Update and maintain current FMIS database to reflect automobile status after changes are made to vehicle lot. Match vehicle to agency's needs. Update Vehicle Status and perform general evaluation of roadworthiness for possible reassignment or auction.</p> </li><li> <p>When customers come to pick up vehicles; assemble keys, credit cards, current registration, and insert for pouch and place in vehicle. Prepare vehicle pouch required to be in each vehicle, and explain contents, rules & regulations governing vehicle use to customer. Answer questions regarding vehicle use, and take additional time, if necessary, to ensure customers are educated enough about their vehicle arrangement to drive off the lot.</p> </li></ul> <p>Vehicle Disposal</p> <ul> <li> <p>Prepare all vehicles for disposal if the vehicles meet the criteria for disposal. Schedule and coordinate efforts required for public and internet auctions. Ensure all data and records are in order, including keys, titles, emissions, and other paperwork. Generate auction activity reports for the reconciling of auction sales results and further processing by the accounts payable unit.</p> </li><li> <p>Position analyzes auction results for optimizing value of return on vehicle disposals. Maintain data on vehicle sales by agency, type of vehicle, and sale amounts so it can easily be accessed when requested by management.</p> </li><li> <p>Control all vehicle titles for Fleet Management Program. Ensure vehicles have valid titles. Maintain title database in CARS FMIS to reflect where title physically is located, type of title, and prepare title for sale at auction. "Keeper of the titles" duties involve securing titles to prevent access by unauthorized personnel. Maintain general knowledge of the Department of Revenue's rules and regulations.</p> </li></ul> <p>Manage Vehicle Allocation Team</p> <ul> <li> <p>Coordinates and monitors the workflow of the Vehicle Allocation Team including, but not limited to, the performance of vehicle ordering and process flow, vehicle on-boarding, evaluations leading to vehicle reassignment or disposal.</p> </li><li> <p>The completion of the bids process from specs to award, leading to vehicle orders and the receiving process following the 10-day prep to assignment. And title and vehicle file management. E-tests on vehicles, lot maintenance, and the overall team building required for an effective operation. Grant leave and submit time sheet for 3 subordinate FTE and provide performance evaluations.</p> </li><li> <p>A Human Resources Analyst will only review the work experience/job duties sections of the online job application to determine whether you meet the minimum qualifications for the position for which you are applying.
