<p>San Mateo County Health's Environmental Health Services Division is seeking a dynamic leader, experienced in Cross Connection Control for water systems, as well as regulation of small drinking water systems and monitoring of bacteria of recreational water, for its Cross Connection Control Specialist IV position (Environmental Health Specialist IV).</p> <p> </p> <p>The current vacancy is a regular position in the Environmental Health Services Division located in San Mateo, CA, but will travel/drive throughout the county to perform the duties of the position.</p> <p> </p> <p>Under general supervision, the Cross Connection Control Specialist IV (Environmental Health Specialist IV) provides lead direction in performing various county-wide environmental health inspection and enforcement activities, plans, coordinates and administers various day-to-day activities pertaining to the County's Cross Connection Control Program; coordinates, monitors and performs cross connection control activities, including the sanitary surveys of facilities where backflow prevention devices may be required; oversees the County's backflow prevention assembly database; investigates and identifies compliance issues; and communicates with program member water purveyors and regulatory agencies as required. In addition, the Cross Connection Control Specialist IV provides lead direction for County regulated small drinking water systems, and for monitoring of bacteria at beaches, creek mouths and other natural recreational waters within the County.</p> <p> </p> <p>Candidates must be a California Department of Public Health, Registered Environmental Health Specialist (REHS) in good standing. A copy of a current California certificate as Registered Environmental Health Specialist (REHS) may be submitted by attaching to the online application. </p> <p> </p> <p>The ideal candidate will:</p> <ul> <li>Have experience in planning and implementing Environmental Health programs. </li><li>Have and maintain certification as a Cross Connection Control Specialist from an appropriate accrediting agency. </li></ul> <p> </p> <p>The Division of Environmental Health ensures a safe and healthful environment in the County's 20 cities and unincorporated areas through education, monitoring and enforcement of a variety of regulatory programs, as well as ongoing services to the community.</p> <p>NOTE: The eligible list generated from this recruitment may be used to fill future extra-help, term, unclassified, and regular classified vacancies.</p> <p>Duties may include, but are not limited to, the following: </p> <ul> <li>Investigate valves and fittings to determine cross-connection hazards; instruct consumers to install adequate backflow prevention devices; perform tests to be sure the devices are in proper working condition. </li><li>Conduct surveys, collect and analyze data, including diagrams of cross connections, to verify compliance with state and local law. </li><li>Notify the State Division of Drinking Water of corrective actions and compliance schedules as required by state law. </li><li>Consult with, and explain cross connection control requirements, to property owners, managers, contractors, government agencies and the general public. </li><li>Coordinate Cross Connection Control Program activities with City and County departments and outside agencies including the Planning and Building Departments and Fire Departments. </li><li>Prepare and maintain records and files including field test data, surveys, cross connection locations, approved backflow assembly inventories, etc. Maintain a log of customer contacts and inspections. </li><li>Compose correspondence, prepare forms and write reports relating to the Cross Connection Control Program, including enforcement actions as necessary. </li><li>Oversee certified testers. </li><li>Inspect and provide outreach and education to small drinking water systems (up to 14 service connections). </li><li>Coordinate the sampling and reporting of weekly beach and creek mouth bacteria levels. </li><li>Perform other related duties as assigned. </li></ul> <p>County Status: An applicant must have been a County of San Mateo employee in San Mateo County Health with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential and Management extra-help/limited term, SEIU or AFSCME represented extra-help/limited term position prior to the final filing date.</p> <p>Knowledge of:</p> <ul> <li>The area of specialty, including its scientific background, technology, principles, methods, investigative techniques and problems. </li><li>Laws, regulations and codes governing the assigned area of specialization. </li><li>Sanitation provisions in the Health and Safety Code. </li><li>Government agencies, community organizations and business establishments as they relate to environmental health. </li></ul> <p>Skill/Ability to:</p> <ul> <li>Plan, direct and coordinate a program of research, study, investigation and enforcement in the specialized area of responsibility. </li><li>Interpret laws, regulations and data. </li><li>Define difficult problem areas, analyze complex data and make valid recommendations. </li><li>Advise and instruct others on compliance requirements in specialized area. </li><li>Enforce local ordinances and state law. </li><li>Work independently. </li><li>Keep complex and accurate records. </li><li>Speak effectively and make public presentations. </li><li>Prepare clear, concise reports and correspondence. </li><li>Establish and maintain cooperative working relationships with others. </li></ul> <p>Education and Experience:</p> <p>Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:</p> <p>Three years of journey level experience as a Registered Environmental Health Specialist, including one year of experience in a regulatory agency in the designated option: </p> <p>Option l - Water, Sewage, Land Use and Cross Connection Control</p> <p>Licensure/Certification:</p> <ul> <li>Possession of a California certificate as Registered Environmental Health Specialist. </li><li>Employees specializing Cross Connection Control must obtain certification as a Cross Connection tester within 6 months of appointment. </li></ul> <p>Departmental Promotional Only. Only current County of San Mateo employees in San Mateo County Health with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help/limited term, position prior to the final filing date may apply.</p> <p> </p> <p>Responses to the supplemental questions must be submitted in addition to our regular employment application form. Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination.
