<p>Job Responsibilities</p> <p>Serves as the State Road Construction Engineer overseeing the Road Construction and DBE/SBE Field Technical Assistance Divisions of the Director of Construction Office. Provides oversight to the Road Engineers that are responsible for assisting District and Headquarters personnel in all matters related to construction or contract administration. Provides oversight to the DBE/SBE Field Technical Assistance Engineer & Advisors that are responsible for assisting DBE's and SBE's with technical issues related to road and bridge construction.</p> <p>Reviews change orders, request for overruns, status of final estimates, Special Provisions, request for extensions, contractor claims and value engineering proposals and makes recommendations as needed.</p> <p>Provides guidance for alternative delivery projects during the preconstruction phase to include assistance in developing RFQ and RFP documents, contract special provisions, costs, constructability reviews and project completion dates.</p> <p>Investigates problems and provides special reports for projects assigned to the Director of Construction office.</p> <p>Assists with the review of Special Provisions, contract time calculations, and DBE goal setting.</p> <p>Attends conferences and meetings with contractors, engineering firms and SCOOT personnel concerning work progress and other construction and engineering matters.</p> <p>Represents the DOC's office on various committees including, but not limited to, research committees, AGC subcommittees and Quality Improvement committees.</p> <p>Provides expert testimony in litigation cases, as necessary. Performs other related duties as assigned.</p> <p>Minimum and Additional Requirements</p> <p>A bachelor's degree in Engineering and eight (8) years of engineering work experience. Necessary Special Requirement: Registration as a Professional Engineer by the South Carolina State Board of Registration for Professional Engineers and Surveyors. A valid motor vehicle operator's license is required.</p> <p>The physical demands for the essential functions involves sitting or standing at a desk for extended periods of time. This position may require occasional travel. May require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards.
