<p>Job Description</p> <p>The HR Manager of Organizational Development & Training is a critical role responsible for designing, developing, and implementing comprehensive organizational development strategies and training programs for all administrative staff across CTtransit's three locations (Hartford, New Haven, and Stamford). This position will play a key role in fostering a culture of continuous learning, professional growth, and organizational effectiveness, aligning with CTtransit's strategic goals and operational needs.</p> <p>Examples of Duties</p> <ul> <li> <p>Training Needs Analysis: Conducts thorough company-wide training needs assessments for administrative staff across all locations to identify skill gaps, performance deficiencies, and development opportunities.</p> </li><li> <p>Program Design & Development: Design, develop, and deliver innovative and engaging training programs, workshops, and learning initiatives covering a wide range of topics, including but not limited to:</p> </li><li> <p>Leadership and management development</p> </li><li> <p>Communication skills</p> </li><li> <p>Customer service excellence</p> </li><li> <p>Conflict resolution</p> </li><li> <p>Team building</p> </li><li> <p>Performance management</p> </li><li> <p>Diversity, equity, and inclusion</p> </li><li> <p>Technology and software proficiency (relevant to administrative roles)</p> </li><li> <p>Onboarding for administrative staff</p> </li><li> <p>Curriculum Development: Create and update training materials, including presentations, participant guides, job aids, e-learning modules, and other resources to support effective learning.</p> </li><li> <p>Facilitation & Delivery: Deliver engaging and interactive training sessions, utilizing various instructional techniques and adult learning principles.</p> </li><li> <p>Organizational Development Initiatives:</p> </li><li> <p>Support the development and implementation of organizational development initiatives, such as succession planning, career pathing, and talent management strategies.</p> </li><li> <p>Contribute to change management efforts by developing communication plans and training to support new processes or systems.</p> </li><li> <p>Facilitate team-building activities and workshops to improve departmental collaboration and effectiveness.</p> </li><li> <p>Evaluation & Metrics: Working with the AGM of Administration, Director of Human Resources and General Legal counsel to establish metrics and evaluation methods to assess the effectiveness and impact of training programs and OD initiatives. Analyze data and provide recommendations for continuous improvement.</p> </li><li> <p>Develops online and in-person training programs for company supervisors, managers, and other employees, including training required by law, and delivers training as appropriate.</p> </li><li> <p>Stay Current: Keep abreast of best practices, trends, and innovations in organizational development, adult learning theory, and training technologies.</p> </li><li> <p>Stakeholder Collaboration: Partner closely with department heads, managers, and HR colleagues across all locations to understand their unique training and development needs and ensure alignment with organizational objectives.</p> </li><li> <p>Responds to inquiries for information from employees, senior leadership, and/or external partners as needed.</p> </li><li> <p>Coordinates and schedules meetings with staff, consultants, and external partners as needed.</p> </li><li> <p>Develops a thorough working knowledge of union contracts, and company policies and procedures.</p> </li><li> <p>Assists the Divisional HR Managers with any labor or recruitment matters systemwide.</p> </li><li> <p>Assists the HRIS Manager and other HR Managers in processing employee life cycle changes (e.g. hires, terminations, promotions, transfers, title/schedule changes), including drafting appropriate communications and updating files in HRIS.</p> </li><li> <p>Assists the Employee Benefits Manager with any benefits administration matters as needed.</p> </li><li> <p>Work cooperatively with all levels of personnel.</p> </li><li> <p>Attends in-service training, seminars or other opportunities for professional development as made available by the Agency. Provides training for Agency personnel as required. Actively participates in staff meeting, trainings, etc.</p> </li><li> <p>Manages the coaching, training, discipline and/or commendations for any first level administrative employees as assigned.</p> </li><li> <p>Manages and participates in the selection and interview process for all administrative positions in the Hartford Division and other divisions as needed.</p> </li><li> <p>Travels and provides support to other departments and divisions with HR, Finance and other administrative related functions as needed.</p> </li><li> <p>Serves as a backup to the Director of Human Resources or other Divisional HR Managers as needed.</p> </li><li> <p>Assist other departments and divisions as assigned.</p> </li><li> <p>Other duties and responsibilities as assigned.</p> </li></ul> <p>Qualifications</p> <ul> <li>A bachelor's degree with major course work in Human Resources Management, Organizational Development, Education, Organizational Psychology, Public Policy & Administration or a related field and five (5) years of relevant work experience is required. </li><li>An equivalent combination of education and work experience on a year-for-year basis can be substituted for the 4-year degree requirement. </li><li>An advanced degree in Human Resources Management, and/or a PHR, SPHR, SRHM-CP, or SHRM-SCP is preferred. </li><li>A minimum of three (3) years of leadership experience is required. </li><li>Experience working in a union environment, interviewing, hiring, training, employee development, employee discipline up to and including termination. </li><li>Ability to handle sensitive and confidential information with discretion. </li><li>Ability to quickly master all internal software programs and new HRIS and timekeeping systems. </li><li>Ability to prioritize projects and have excellent communication (written and oral) interpersonal skills, tact and diplomacy. Ability to work both independently and in a team environment. </li><li>Knowledge of the advanced principles of supervision, knowledge of progressive discipline processes, including demonstrated ability to communicate clearly, build commitment to goals, offer instruction, with excellent written and verbal communication skills, interpersonal skills, tact and diplomacy. </li><li>Ability to work in a fast-paced environment, to multitask, manage multiple employees, ability to conduct training when necessary. </li><li>Customer-focused and capable of relating well at all levels of the organization. </li><li>Impeccable judgment and high personal/professional integrity. </li><li>Flexible availability including nights and weekends as needed to support a 3-shift 24/7/365 operation. </li><li>A valid driver's License is required.
