<p>The Facilities Security & Emergency Administrator is responsible for overseeing all aspects of security, fire/life/safety, and emergency planning and response within Adams County government facilities. This role will serve as primary point of contact regarding the Fire/Life/Safety program coordinated among all FFM-managed properties and will work closely with local, state, and federal agencies to ensure compliance with all safety, security, and emergency response regulations. The Facilities Security & Emergency Administrator will direct security operations, manage operational budget, supervise contract and proprietary security personnel, develop and implement emergency response plans, and ensure that all facilities are equipped with the necessary safety/security measures to protect employees, visitors, and assets.Administer and Coordinate Security and Emergency Operations: </p> <ul> <li>Administer and oversee security operations for all FFM-managed facilities, including contractor oversight, policy development, and coordination of emergency response strategies across fire, medical, active threat, and natural disaster scenarios. </li></ul> <p>Serve as Fire/Life Safety Coordinator: </p> <ul> <li>Ensure compliance with fire codes, NFPA standards, OSHA regulations, and life safety protocols; conduct regular inspections and manage corrective actions in coordination with regulatory agencies. </li></ul> <p>Manage Emergency Response Planning: </p> <ul> <li>Develop, maintain, and regularly update the County's Emergency Response Plan (ERP); coordinate with departments and emergency services to ensure effective incident preparedness. </li></ul> <p>Act as Incident Command Lead: </p> <ul> <li>Serve as the primary point of contact during emergencies and lead Incident Command efforts, including participation with the Adams County Office of Emergency Management during regional activations. </li></ul> <p>Conduct Risk Assessments and Audits: </p> <ul> <li>Perform ongoing facility security audits and risk assessments; identify vulnerabilities and implement mitigation strategies to enhance physical and operational safety. </li></ul> <p>Maintain Safety Infrastructure and Systems</p> <ul> <li>Oversee maintenance, testing, and compliance of fire alarms, suppression systems, evacuation plans, and life safety equipment across facilities. </li><li>Coordinate with External Agencies. </li><li>Liaise with law enforcement, fire departments, and other regulatory bodies to ensure alignment on protocols and maintain readiness for joint emergency response. </li></ul> <p>Oversee Contractor Performance and Training</p> <ul> <li>Direct and monitor contract security providers; ensure that personnel are properly trained and equipped to fulfill emergency and daily operational needs. </li></ul> <p>Develop and Lead Training Initiatives</p> <ul> <li>Design and implement safety and emergency preparedness training, including drills for fire evacuation, active shooter, and other critical events. </li></ul> <p>Drive Strategic Safety Initiatives</p> <ul> <li>Propose and implement enhancements to physical and technological security infrastructure, aligned with industry best practices and County strategic goals. </li></ul> <p>Ensure Compliance and Maintain Documentation</p> <ul> <li>Ensure adherence to local, state, and federal safety regulations; maintain records of inspections, incidents, trainings, and compliance reports for audit and leadership review. </li></ul> <p>Support Budgeting and Resource Planning</p> <ul> <li>Manage and monitor budgets related to safety operations, training, emergency response systems, and contractor services, ensuring fiscal responsibility and resource readiness. </li></ul> <p>Perform related duties and responsibilities as assigned.</p> <p>Supervisory Responsibility: </p> <ul> <li>Provides oversight of contracted service providers, including quality assurance and appropriate training, in conformance with existing County standards and Facility Operations Policies and Procedures. </li></ul> <p>Leadership, Collaboration, and Teamwork: </p> <ul> <li>Ability to provide guidance and oversight to contracted security services throughout multiple locations effectively. </li><li>Experience leading teams and leveraging influence to create and support an inclusive, accountable culture, aligning team goals with organizational objectives. </li><li>Proven ability to collaborate with a variety of internal and external stakeholders including local law enforcement, fire departments, emergency services, and county leadership to develop and implement security and emergency management strategies. </li></ul> <p>Interpersonal and Communication Skills:</p> <ul> <li>Strong verbal and written communication skills for presenting security strategies, protocols, and performance metrics to senior officials, emergency services, and external agencies. </li></ul> <p>Crisis Management and Problem Solving: </p> <ul> <li>Expertise in managing emergency situations effectively, coordinating resources, and remaining calm under pressure. Ability to act decisively in high-stress situations while maintaining legal compliance and ensuring safety. </li><li>Ability to make sound decisions in stressful situations and analyze complex security risks, emergencies, and incident response scenarios, applying critical thinking to develop effective strategies. </li></ul> <p>Government Regulations Knowledge: </p> <ul> <li>In-depth understanding of government regulations related to fire/life safety, emergency preparedness, and facility security. Familiarity with OSHA, NFPA, FEMA, and local/state laws governing public safety in government facilities. </li></ul> <p>Technology Proficiency:</p> <ul> <li>Proficiency in security software, surveillance systems, incident management software, and other technologies related to security and emergency management. </li></ul> <p>Strategic Vision:</p> <ul> <li>Ability to think strategically and implement long-term solutions for improving security infrastructure, emergency preparedness, and facility safety in a government setting. </li></ul> <p>Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. Years of experience may substitute for a degree, on a year-to-year basis. A typical way to obtain the knowledge and abilities would be as follows:</p> <p> </p> <p>Experience: </p> <ul> <li>Minimum of 4 years of experience in security operations, emergency response, fire/life safety, or a combination of law enforcement and private security roles, including 2 years of experience working in a security capacity within private industry or government operations. </li><li>Hands-on experience conducting fire/life safety inspections and applying fire codes, emergency management principles, and incident response protocols. </li><li>Experience overseeing or coordinating physical and electronic security systems, including access control, CCTV, alarm systems, and emergency communication tools. </li><li>Demonstrated experience collaborating with local, state, or federal agencies on emergency planning, regulatory compliance, and incident management. </li></ul> <p>Education & Training:</p> <ul> <li>Bachelor's degree, Emergency Management, Fire Protection, Security Management, or a closely related field is required. </li><li>8 years' relevant experience may substitute the degree. </li></ul> <p>License & Certificate: </p> <ul> <li>Possession of or the ability to obtain a valid Colorado Driver's License </li><li>Possession of or the ability to obtain within 90 days of hire OSHA 30-Hour General Industry Certification </li><li>Certified Emergency Manager certification is preferred. </li><li>NFPA Certification such as Fire Inspector I/II is preferred. </li></ul> <p>Background Check: </p> <ul> <li>Must pass a criminal background check. </li><li>Background check will include a Motor Vehicle Check. </li><li>Candidates may be required to pass an intensive background process through the Adams County Sheriff's Office. </li></ul> <p> </p> <p>Other: </p> <ul> <li>This position may require occasional evening, weekend, and holiday work, especially during emergencies or special events. </li><li>Must be able to respond to emergencies after hours, as needed. </li><li>The position may require travel between county facilities and coordination with external agencies. </li></ul>
