<p>Hydaburg City School District</p> <p>Position Title: Business Manager</p> <p>POSITION SUMMARY</p> <p>Hydaburg City School District (HCSD) is committed to fostering excellence through culturally grounded, student-centered learning in a safe and supportive environment. The Business Manager is a critical district leader responsible for managing HCSD's financial systems and aligning resource allocation with strategic goals to ensure long-term sustainability and compliance. This position may be performed from an offsite location.</p> <p>REPORTS TO: Superintendent</p> <p>FLSA STATUS: Exempt</p> <p>LOCATION: Hydaburg, Alaska (Remote eligible)</p> <p>CONTRACT: 260-day contract, full-time</p> <p>KEY RESPONSIBILITIES</p> <p>Financial Management & Budgeting</p> <ul> <li> <p>Oversee all accounting operations including payroll, accounts payable/receivable, procurement, and employee benefits.</p> </li><li> <p>Develop, monitor, and adjust the annual district budget to reflect current enrollment, staffing, and programmatic needs.</p> </li><li> <p>Provide monthly financial reports to the Superintendent and Board of Education with clear narratives and projections.</p> </li><li> <p>Support grant and categorical fund management, ensuring allowable use and timely reporting.</p> </li></ul> <p>Audit & Compliance</p> <ul> <li> <p>Coordinate annual independent financial audits.</p> </li><li> <p>Ensure compliance with Alaska state statutes, federal regulations (e.g., EDGAR, Title programs), and district policies.</p> </li><li> <p>Manage records retention and financial transparency practices.</p> </li></ul> <p>Funding and Grant Oversight</p> <ul> <li> <p>Maintain fiscal oversight of all federal and state grants (e.g., Impact Aid, Title I-IV, FSCS).</p> </li><li> <p>Support application, budgeting, and invoicing for E-Rate and other funding programs.</p> </li><li> <p>Ensure internal controls and documentation for allowable and allocable use of funds.</p> </li></ul> <p>Procurement, Risk Management & Asset Protection</p> <ul> <li> <p>Lead procurement processes, contracts, vendor relationships, and bid compliance.</p> </li><li> <p>Manage insurance coverage for property, liability, and workers' compensation.</p> </li><li> <p>Track and safeguard all district assets and inventory.</p> </li></ul> <p>Human Resources & Payroll Coordination</p> <ul> <li> <p>Support employment processing, pay equity, and adherence to collective bargaining agreements.</p> </li><li> <p>Manage benefit enrollment and payroll schedules; coordinate with state retirement systems (e.g., TRS/PERS).</p> </li></ul> <p>Strategic Leadership & Communication</p> <ul> <li> <p>Advise the Superintendent and Board on financial strategy and long-range planning.</p> </li><li> <p>Provide financial guidance to school leadership and departments to support data-driven decisions.</p> </li><li> <p>Attend board meetings, work sessions, and budget hearings as needed.</p> </li></ul> <p>Equity & Cultural Responsiveness</p> <ul> <li> <p>Promote financial decisions that ensure equity and culturally responsive practices in line with HCSD's mission.</p> </li><li> <p>Support community engagement and transparency in budgeting processes.</p> </li></ul> <p>QUALIFICATIONS</p> <ul> <li> <p>Bachelor's degree in Accounting, Business Administration, or related field (Master's or CPA preferred).</p> </li><li> <p>Minimum of 5 years in financial management, with 3 years in public school or governmental accounting.</p> </li><li> <p>Knowledge of Alaska public school finance and DEED reporting systems preferred.</p> </li><li> <p>Proven leadership in supervising finance teams and coordinating cross-functional tasks.</p> </li><li> <p>Strong communication, analytical, and organizational skills.</p> </li><li> <p>Proficiency in QuickBooks, Excel, and Alaska state reporting systems (e.g., OMB, DEED, E-Grants).</p> </li></ul> <p>HOW TO APPLY</p> <p>Submit a cover letter, résumé, and three professional references to:</p> <p>Robert Freeman, Director of HR</p> <p>Email: rfreeman@hydaburg.k12.ak.us</p>
