<p>Job Responsibilities</p> <p>The South Carolina Public Employee Benefit Authority (PEBA) is the administrator and co-trustee of retirement and insurance programs for over half a million active and retired public employees of the State of South Carolina and their dependents.</p> <p>Under limited supervision, this position responsible for developing robust data solutions that support business intelligence, analytics, and operational efficiency, to include implementing an overall organizational data strategy aligned with business processes, designing and managing the organization's data and connectivity architectures (client-server, distributed, cloud, file-based/embedded) and collaborating with cross-functional teams to ensure data is accessible, reliable, secure, and scalable.</p> <p>Job duties include:</p> <ul> <li> <p>Evaluating, analyzing, and normalizing data sources, data requirements, information needs, and data delivery requirements to develop a comprehensive and integrated data architecture that supports organizational needs. Designing data architecture for enterprise systems to provide optimal performance, security and future functionality.</p> </li><li> <p>Ensuring data security and protection through use of appropriate data classification systems, data governance policies, credential management systems, access controls, auditing, business continuity, and disaster recovery procedures. Directing the monitoring, auditing, enhancements, and optimization of data management systems to meet or exceed performance and availability goals.</p> </li><li> <p>Developing standards, specifications, policies, and procedures related to integrated data management systems. Ensuring the efficient flow of data between systems and applications. Maintaining data inventory including external data interfaces.</p> </li><li> <p>Ensuring data accuracy and integrity through the development of Quality Assurance and Quality Control procedures and data standards. Creating and managing process to analyze data and ensure the accuracy of data store within enterprise systems.</p> </li><li> <p>Working closely with database administrators to optimize database design for performance, scalability and security. Working with Application Developers to ensure data input validation is required for data being input into enterprise systems.</p> </li><li> <p>Developing and maintaining database documentation of data architecture, models and systems (i.e. metadata, data dictionary, technical specifications).</p> </li></ul> <p>Minimum and Additional Requirements</p> <p>A bachelor's degree in computer science, information systems or a related field and experience in systems development and maintenance, technical support, or the support of complex database management systems. An equivalent combination of education and related experience may be substituted for the required degree.</p> <ul> <li>Ability to manage multiple tasks and priorities to meet schedules and deadlines. </li><li>Ability to evaluates, analyzes, and normalizes data sources. </li><li>Ability to secure data including data classification, authorization, and auditing. </li><li>Ability to communicate in a clear and concise manner both orally and written. </li><li>Extensive knowledge of relational database models and enterprise architecture. </li><li>Extensive knowledge of data classification, security requirements, access control, logging and protection techniques. </li><li>Reliable, self-starter with a strong work ethic. </li></ul> <p>Additional Comments</p> <p>In addition to 13 paid holidays, this position is eligible for comprehensive insurance programs, retirement plans, and a generous paid leave program.
