<p>Open Until Filled</p> <p>Work Location: 1112 Manatee Ave West, Bradenton, Florida 34208</p> <p>Work Hours: This is a full-time executive leadership position with a flexible schedule that may include occasional evening or weekend commitments.</p> <p>Expected Starting Salary Range: $155,259.28 - $209,600.03</p> <p>Serves as a key member of the executive leadership team, assisting the County Administrator in implementing the directives, policies, and regulatory actions of the Board of County Commissioners. Provides strategic guidance on countywide initiatives and leads the development of innovative programs and projects that advance organizational goals. Plays a significant role in the development of County's annual operating and capital budgets, as well as long-range planning efforts.</p> <p>Note: This position has been designated by the Manatee County Commission as serving at the will and pleasure of the County Administrator. Employees so designated may be terminated at any time with or without cause.</p> <p>Working Conditions</p> <p> Typical indoor office environment. Sitting for long periods of time, working on computer. Lifting equipment or supplies up to 25 pounds alone and up to 50 pounds with assistance. Position requires visual acuity and depth perception, as well as ability to hear and identify sounds. Periodic high stress situations. Overnight travel occasionally required. Regularly required to work other than normal business hours.</p> <p>Essential Functions</p> <p>These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.</p> <p>Assists the County Administrator in carrying out directives, policies, orders, resolutions, ordinances, and regulations of the Board of County Commissioners.</p> <p>Acts on behalf of the County Administrator in their absence.</p> <p>Assists in overall operational oversight of County departments and services.</p> <p>Leads and conducts studies and research related to assigned programs and projects. Prepares key reports on County projects and programs. Maintains appropriate records.</p> <p>Offers strategic recommendations on the location and nature of County improvements.</p> <p>Participates in the preparation of the annual county operating budget, capital budget, and capital program. Performs periodic cost and productivity analyses to ensure efficient and appropriate use of funding.</p> <p>Negotiates contracts and agreements related to assigned projects.</p> <p>Attends and participates in meetings and work sessions of the Board of County Commissioners. Assists the County Administrator in the preparation of agenda items, reports, and other documentation needed for meetings and work sessions. Makes presentations to the Board of County Commissioners as requested.</p> <p>Confers with business and industry groups; community groups; state, regional, and local partners; and other stakeholders regarding County projects, programs, and best practices to promote strong relationships.</p> <p>Serves on boards, commissions, committees, and working groups within area of responsibility.</p> <p>Sets goals and objectives for assigned team members for achievement of operational results. Assigns work and delegates responsibilities to staff and monitors progress to ensure program and project goals are met.</p> <p>Hires, trains, coaches, appraises, and rewards assigned staff. Responds appropriately to employee complaints and issues. Cultivates strong working relationships and builds trust among team members.</p> <p>May monitor and evaluate the activities of designated department directors. May coordinate and direct activities of the County Administrator's office support staff.</p> <p>Reviews and recommends new methods and procedures to make operations more efficient. Performs considerable short-term and long-term planning, scheduling, and coordinating within area of responsibility. Develops, interprets and implements management policies for area of responsibility.</p> <p>Responsible for regulatory compliance to ensure that all work is completed in accordance with applicable laws and government regulations.</p> <p>Maintains knowledge and understanding of current best practices, trends, laws, and issues affecting area of expertise. Attends educational events that will increase professional knowledge and be otherwise beneficial to the County.</p> <p>Performs other related work (including weather or other extreme emergency duties) as required.</p> <p>Master's degree in Public Administration, Business Administration, Engineering or closely related field.</p> <p>Eight (8) or more years of progressively responsible public sector experience to include program and project management, governmental budgeting.</p> <p>Three (3) or more years of management experience at the senior level.</p> <p>Valid driver's license required with valid Florida driver's license required within 30 days of hire.</p> <p>Equivalent combinations of education and experience may be considered.</p> <p>Possession of one or more of the following certifications or advanced credentials is preferred:</p> <p>Doctorate in Public Administration, Business Administration or Juris Doctorate.</p> <p>International City/County Management Association Credentialed Manager (ICMA-CM)</p> <p>Certified Public Manager (CPM)</p> <p>Project Management Professional (PMP)</p> <p>Certified Government Financial Manager (CGFM)</p> <p>American Institute of Certified Planners (AICP)</p> <p>Licensed Professional Engineer (PE)</p> <p>Knowledge, Skills, and Abilities:</p> <p>Excellent organization, prioritization, analytical, and problem-solving skills in order to effectively manage area of responsibility and attain goals set.</p> <p>Able to resolve difficult and complex problems and situations.</p> <p>Expert knowledge and understanding of regulatory compliance necessary to successfully perform job responsibilities.</p> <p>Excellent knowledge and understanding of computer systems and software applications required to perform job responsibilities.</p> <p>Excellent verbal and written communication skills and interpersonal skills, including public presentation skills, in order to interact professionally and effectively with staff, elected officials, business leaders, the general public, and government regulators.</p> <p>Able to influence others regarding policies, practices, and procedures.</p>
