As a member of the Library's management team, this role is instrumental in maintaining efficient, patron-centered service. Key responsibilities include overseeing circulation operations at the Serramonte Main Library: supervising and supporting staff, managing schedules, and ensuring a high standard of customer service. The Circulation Manager also collaborates with managers across all four Daly City library locations, contributes to committee work, supports program planning and implementation related to circulation services, and completes special projects as assigned.</p> <p>DEFINITION</p> <p>Under the general supervision of a Librarian II, Librarian III or Library Services Manager, this position is responsible for coordinating a library program area such as Circulation, Programming, Outreach and Marketing, or Technology Support and Training. This is the highest level of the Library Assistant series and is distinguished from the next lower class by the higher level of responsibility, including coordinating services system-wide and training and supervising staff.</p> <p>EXAMPLES OF DUTIES</p> <p>Plan and coordinate the operation of the circulation desk; perform circulation desk duties including checking materials in and out as necessary; train and supervise Library Assistants, Aides, and Pages; assist in the formulating and enforcing local library policies and procedures; may represent the City library on committees dealing with procedures for conducting cooperative library activities throughout the County; maintain the currency of policy and procedure manuals for both intra-library and inter-library activities; assure that subordinate staff operate in accordance with current policies and procedures; schedule work and maintain adequate staffing level; compile weekly timesheets and certify their accuracy; monitor job performance and prepare written evaluations; interpret library policy to patrons and subordinates; assist library patrons in locating and using library materials; answer basic reference questions referring higher level or more complicated questions to appropriate staff; identify and correct operational problems; resolve patron complaints or disputes; report in a timely fashion when problems with equipment or physical plant occur; plan and host library events; promote the library at public events; design promotional materials; plan and implement the maintenance of library computers and other technology; coordinate with third-party vendors, City, and Peninsula Library System information systems staff; troubleshoot technology malfunctions; plan and provide training on the use of technology to staff and patrons; and other related duties as required.</p> <p>MINIMUM QUALIFICATIONS</p> <p>Knowledge of: Public library purposes, practices, conventions, techniques, and terminology; modern office and library procedures and methods including microcomputer applications and library automation; business math; and principles of supervision.</p> <p>Ability to: Exercise initiative, tact, leadership, and independent judgment; interact with and relate effectively to people of different ages, socioeconomic status, and ethnic background; maintain appropriate public service demeanor; work effectively without close supervision; make sound judgments and decisions within established guidelines; employ principles and techniques of supervision; operate and troubleshoot library equipment and contact service providers as needed; keyboard at a speed necessary for successful job performance; work with numbers and alphabet accurately; communicate clearly and effectively both orally and in writing; perform such physical tasks as lifting and moving library materials, stooping, reaching, and walking up and down stairs; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.</p> <p>Education: High school graduation or equivalent and possession of an AA degree or completion of two years (50 semester units) of college level courses. Library experience may be substituted for the required education on a year-for-year basis.</p> <p>Experience: Three years of full time public library employment at the Library Assistant II level or equivalent.</p> <p>License: Possession of a valid Class C California Driver's license.</p> <p>Ideal Candidate</p> <p>Education: High school graduation or equivalent and possession of an AA degree or completion of two years (50 semester units) of college level courses. Wage Supplements</p> <p>Effective November 1, 2023 the City's monthly contribution towards the Cafeteria/Flexible benefits wage supplement shall be:</p> <p>No Coverage $500.00</p> <p>Employee Only 100% of Employee Only CalPERS Kaiser Rate</p> <p>Employee + 1 95% of Employee +1 CalPERS Kaiser Rate</p> <p>Employee+ Family 95% of Employee + Family CalPERS Kaiser Rate</p> <p>From the Wage Supplement Dollars, employees must purchase the following qualified benefits:</p> <ul> <li>City-sponsored dental/orthodontic insurance </li></ul> <p>Maximum annual dental benefit $2,500 Non-PPO/ $2,600 PPO</p> <p>Maximum lifetime orthodontia $2,500</p> <p>Monthly premium of $141.10 effective 1/1/2025</p> <ul> <li>City-sponsored life insurance ($50,000) </li></ul> <p>Monthly premium at the current coverage rate of $0.225 per $1K.</p> <p>C. City-sponsored Short/Long Term Disability Insurance</p> <p>Monthly Premium: $35.00</p> <p>City Pays: $26.50 per employee</p> <p>Employee Pays: $ 8.50 ($4.25 biweekly for 24 pay periods)</p> <p>D. Vision Reimbursement Plan</p> <p>Employees and their dependents are eligible for a maximum of $200.00 per year per family for frames or lenses. The reimbursement may be requested every 12 months.</p> <p>II RETIREMENT - PERS 3% At Age 60</p> <p>3% @ Age 60 for Classic Members Effective 01/01/2013; Third Level of 1959 Survivor Benefit, One Year Final compensation, annual cost of living allowance (3%); Pre-Retirement Optional Settlement 2 Death Benefit.</p> <p>2% @ Age 62 for New Members Effective 01/01/2013; Three Year Final Compensation</p> <p>Employer contribution: 43.10% effective 7/01/25</p> <p>Employee contribution: 8.00% for Classic and New Members</p> <p>The City pays 0% of employee contribution. In lieu, the City provides 414h, a one-time, irrevocable option for employee to elect to have his or her mandated PERS member contribution picked up by the City. Electing this option authorizes the City to designate the mandatory contribution on a tax-deferred basis.</p> <p>III EDUCATION EXPENSES: Employees may be reimbursed for educational expenses with prior department head approval and with proof of successful completion of the course.</p> <p>IV STANDBY PAY: $50 daily standby rate to eligible employees.</p> <p>V. SUPPLEMENTAL ASSIGNMENT PAY</p> <ul> <li>Employees who are designated by their department and assigned to operate a vehicle(s) requiring a valid Class A California driver's license shall receive supplemental assignment pay at the rate of $145.00 a month. </li></ul> <p>Effective 9/30/23, the current amount of certification pay from a flat dollar amount will be converted to a percentage and implemented as follows. At no time will a member's total amount of certification pay exceed 15% of base pay:</p> <p>VI TWO HOURS PERSONAL LEAVE: The City provides affected employees two hours of personal leave to be taken at any time during the calendar year that is agreeable to the employee and the employee's department head in lieu of the employee taking two hours of holiday time off on the Friday before Easter. Said two hours personal leave shall be taken each year pursuant to the above conditions and shall not accrue from year to year.</p> <p>VII Retiree Health Benefits</p> <p>The retiree health benefit for all employees hired on or after November 14, 2022 shall be limited to the PEMHCA minimum.</p> <p>For employees hired on or after November 14, 2022, the City shall contribute $50 per month to the current Mission Square retiree health savings account.</p> <p>VIII HOLIDAYS: 12 paid holidays per year</p> <p>IX VACATION: Employees accrue vacation days after completion of service years reflected below.
