Applicants must be currently authorized to work in the United States on a full-time basis.</p> <p>Essential Job Responsibilities:</p> <ul> <li>Lead and manage human resources administrative and compliance processes. Serve as a liaison with State HR and PEBA, ensuring compliance and timely response to requests and requirements and maintenance of employees in the SCEIS system. </li><li>Coordinate all aspects of the recruiting and talent acquisition process, including job postings, screening, interviewing, hiring, and onboarding. Provide timely, professional responses to all applicants, as well as maintain accurate documentation. </li><li>Administer the annual performance evaluation and benefits enrollment processes, communicate with staff, ensure timelines and documentation are followed. Liaison with PEBA, to resolve issues and ensure accurate data. </li><li>Perform and maintain budgetary functions and activities in the computerized accounting system (SCEIS), including accounts payables/receivables, encumbrance of funds, allocation of expenditures, and verification of accuracy/legality/approval authorization. </li></ul> <p>Other Duties:</p> <ul> <li>Support HR activities in conjunction with employee relations, training, compensation, accommodations, and EEO compliance. Provide leadership with recommendations. </li><li>Perform procurement tasks and record keeping activities, including maintenance of personnel files. Maintain accurate and confidential employee records. </li><li>Support employee-engagement initiatives, communications and HR projects. </li><li>Assist with audits, reporting requirements, expense analyses, and policy updates. </li><li>Address performance concerns with staff and supervisors. </li><li>Serve as backup to CHRO and Administrative Manager, as needed. </li><li>Perform all other duties as required. </li></ul> <p>Minimum and Additional Requirements</p> <ul> <li>Bachelor's degree in human resources, business or other relevant discipline from an accredited college/university </li><li>A minimum of three (3) years of human resources, administrative or budgeting experience </li><li>Proficient in the use of Microsoft Office suite tools (Excel, Word, and PowerPoint) </li><li>Must be flexible and able to multi-task. Must be able to plan and organize work in an efficient and productive manner. Must be able to make effective decisions on priorities and recommendations. </li><li>Attention to detail, problem-solving and analytical skills </li><li>Ability to collaborate and build relationships internally and externally. </li><li>Effective written and oral communications skills. </li><li>Must be able to maintain confidentiality with personnel and agency matters. </li></ul> <p>Preferred Qualifications</p> <ul> <li>Experience with a state government agency, proficient experience with SCEIS systems in HR and procurement. </li><li>HR certification, such as SHRM-CP, SHRM-SCP, PHR or SPHR. </li></ul>
