<p>Under direct supervision, performs field inspections, surveying, materials testing, and project design for construction projects and public works projects. Ensures compliance with Iowa Department of Transportation (Iowa DOT) specifications, administers right-of-way (ROW) permits, conducts audits, and supports the efficient execution of County projects. Supports various projects by collecting and analyzing traffic and engineering data while preparing detailed drawings, maps, and reports for infrastructure development.</p> <ul> <li>Operates survey equipment and conducts topographic and construction surveys in subdivision, roadway, sanitary sewer, drainage, and bridge projects. </li><li>Ensures contractors follow approved plans and use certified materials per IOWA DOT and/or SUDAS specifications. Assists with pay estimates, project audits, and materials documentation review, performing internal audits for DOT compliance; prepares authorizations for vouchers and progress reports. </li><li>Performs laboratory and field testing of aggregates, soil samples, and asphalt concrete, evaluating suitability, safety, and effectiveness for construction and maintenance projects. </li><li>May assist with preparing preliminary and final construction plans for culverts, bridges, grading, paving, drainage, and sanitary sewer projects; estimates material costs and quantities, maintains field notes, and performs drafting and mapping using CAD and manual methods. </li><li>Reviews and inspects any permits related to County ROW. </li><li>Monitors and troubleshoots the general operative conditions of sanitary sewer and water drainage systems. </li><li>Collets and analyzes traffic and engineering data to support road construction and improvement recommendations; develops roadway sign recommendations; specifies size, type, and layout for lighting, signing, pavement markings, delineators, mileposts, and traffic control devices in accordance with federal guidelines. </li><li>Responds to public inquiries related to erosion, drainage, and contractor operations, developing solutions with contractors and property owners. </li><li>Performs related duties as assigned. </li><li>Knowledge of civil engineering theories related to soils, drafting, construction, surveying, materials testing, and field inspections. </li><li>Knowledge of survey methods, procedures, instruments, and basic hydraulics as applied to roadway, water and sewer systems </li><li>Knowledge of engineering measuring devices, instruments, laboratory, and sampling equipment and materials sampling techniques, terms, and symbols. </li><li>Knowledge of all phases of construction inspection and project monitoring related to civil engineering projects. </li><li>Knowledge of mathematics including geometry, algebra, and trigonometry. </li><li>Knowledge of basic principles of physical sciences. </li><li>Knowledge of the care and use of pertinent tools, equipment, and facilities. </li><li>Ability to prepare and maintain accurate records. </li><li>Ability to inspect the work of others. </li><li>Ability to keep field survey notes, make detailed sketches, and compile written reports. </li><li>Ability to interpret and read engineering plans and specifications. </li><li>Ability to make accurate mathematical and engineering calculations. </li><li>Ability to effectively apply the techniques of computer aided drafting. </li><li>Ability to utilize computer word processing and spreadsheet development software to prepare reports. </li><li>Ability to communicate effectively both verbally and in writing. </li><li>Ability to move equipment and/or samples of construction products, weighing up to 75 pounds over a variety of rough terrain. </li><li>Ability to perform inspection and survey work in all types of weather conditions. </li><li>Ability to establish and maintain effective working relationship with other County employees, contractors, representatives of other agencies and the general public, fostering a collaborative and professional work environment. </li><li>Graduation from high school and two years training in civil engineering, construction management or related, and </li><li>Two years of field engineering work experience, including proven abilities as an instrument operator of a field survey party and as a construction inspector, or </li><li>Four years of field engineering work experience, including proven abilities as an instrument operator of a field survey party and as a construction inspector, or </li><li>Any equivalent combination of training and experience that will have provided the required knowledge, skills, and abilities. </li></ul> <p>Special Requirements:</p> <ul> <li>Candidate must be able to obtain an Aggregate Inspection Certificate, Portland Cement Concrete Plant Certificate, and Asphalt Concrete Plan Certificate within six months of hire. </li><li>Candidate must pass a post-employment offer physical examination and physical capacity testing to ensure candidate meets the essential physical requirements of the position. </li><li>A drug screen is required prior to final offer of employment. </li><li>A criminal background check is required. </li><li>A valid State of Iowa driver's license is required. </li></ul> <p>Polk County is committed to providing a work environment that is representative, at all levels, of the citizens we serve.
