Required to be on call for public health emergencies as needed.</p> <p>Overview</p> <p>The City of Corpus Christi is seeking an Assistant Director of Public Health who is an innovative leader with a strong background in clinical programs, policy and healthcare administration. This role will assist in the planning, administering, managing, and monitoring of core programs and services for the Public Health District and serve as second in command to the Director of Public Health. The incumbent will bring strong working knowledge of core public service programs and will work directly with State and Federal government agencies, various Boards and key community health partners of our community. The ideal candidate must be passionate and committed to public service, public health and the community.</p> <p>Responsibilities and Duties</p> <ul> <li>Supervise administrative staff by coordinating the hiring, orientation, training, development and evaluation of all administrative staff as well as review all staff evaluations department wide on behalf of the Director. </li><li>Provide administrative and technical consultation by discussing barriers and issues with Public Health Administrators, providing leadership in decisions, consulting with Director to communicate recommendations, and implementing Health District policy and procedure changes. </li><li>Perform administrative duties by preparing reports, memos, conduct special studies and generate routine correspondence. </li><li>Provide recommendations to weekly City Manager report, act as direct report for staff meetings, Public Health committee/board meetings; oversee budget/financial status, personnel status report, policy and procedure changes and unit cost/service delivery research. </li><li>Oversee the development of the department budget and budget process by coordinating and facilitating all budgetary tasks, reviewing preparation with all Public Health Administrators, and provide assistance on justification, format, and data input. </li><li>Review and approve all budget submittals for final approval by the Director of Public Health for city, county, and grant budgets. </li><li>Direct and participate in the preparation and submission of grant proposals by reviewing existing resource effectiveness, justifying adequate budget preparation, and coordinating emergency allocation based on Health Department needs. </li><li>Responsible for the planning of department activities by reviewing City and County monthly budget reports, state/federal grant budgets during Request for Proposals (RFP) phase and expenditures from all sources prior to distribution. </li><li>May be asked to perform other duties as assigned. </li></ul> <p>Knowledge, Skills and Abilities</p> <ul> <li>Requires a high level of analytical thinking and understands the community based impacts of various organizational decisions </li><li>Must be able to develop strategies for addressing goals and objectives; make fiscal and administrative decisions with multiple competing priorities </li><li>Must have effective interpersonal and communication skills </li></ul> <p>Qualifications</p> <ul> <li>Requires a Master's degree; concentration in Public Health or other Heath Related field highly preferred </li><li>Candidates with a Master's degree in Public Administration (MPA) with combined health experience will also be considered </li><li>Minimum of seven (7) years of management experience with at least 5 years in public health </li><li>A valid driver's license is required. Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire </li></ul> <p>Other Information:</p> <p>Benefits</p> <p>The City offers an excellent benefit package that includes:</p> <ul> <li>Texas Municipal Retirement System - TMRS is a required retirement plan for all full-time employees. Each employee automatically contributes 7% of their total compensation (this increased from 6% to 7% effective January 1, 2019). The City will match employee contributions 2 to 1 during retirement. </li><li>Medical/dental/vision/life coverage for employees and their eligible dependents. </li><li>Vacation - 88+ hours per year </li><li>Personal leave - 40 hours per year </li><li>Sick leave - 96 hours per year </li><li>Voluntary 457b deferred compensation plan </li><li>Seven (7) Holidays </li><li>Flexible Spending Account </li><li>City Employee Health & Wellness Clinic </li><li>City Employee Fitness Center </li><li>Learning & Development Academy </li><li>Tuition Reimbursement Programs </li></ul> <p>Basis of Rating</p> <p>Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview.</p> <p>Closing Statement</p> <ul> <li>Selected applicants must be able to pass a background investigation and a pre-employment drug test. </li><li>Any position that lists a minimum qualification for education level and/or license/certification will require the applicant to provide proof of documentation if selected for hire into the position with the City of Corpus Christi. </li><li>In the event of an emergency, employees are required to work to provide for the safety and well-being of the general public, including the delivery and restoration of vital services. </li><li>This position is classified as "Safety Sensitive".
