As the State Energy Office, DOER is the primary energy policy agency for the Commonwealth. DOER supports the Commonwealth's clean energy goals as part of a comprehensive Administration-wide response to the threat of climate change. DOER focuses on transitioning our energy supply to lower emissions and costs, reducing and shaping energy demand, and improving our energy system infrastructure. To meet our objectives, DOER connects and collaborates with energy stakeholders to develop effective policy. DOER implements this policy through planning, regulation, and providing funding. DOER provides tools to individuals, organizations, and communities to support their clean energy goals. DOER is committed to transparency and education, supporting the accessible access to energy information and knowledge.</p> <p>Description:</p> <p>DOER is seeking an Electric Rate and Regulatory Policy Analyst within the Policy, Planning, and Analysis Division to coordinate the Department's policy efforts on utility regulation, ratemaking, and rate design to support decarbonization. As part of that role, the Analyst will support the development of policies that promote an equitable, affordable, and beneficial energy transition. The Analyst will be expected to incorporate considerations of impacts to low-income ratepayers and Environmental Justice (EJ) communities, in coordination with DOER's EJ Senior Lead when analyzing rates and policies and to provide recommendations to management that would advance equity and reduce energy burden. The Analyst will work under the supervision of the Deputy Director of Energy Supply & Rates.</p> <p>The Policy, Planning, and Analysis Division supports DOER through the development of planning documents, analysis, and policy rate design, clean energy supply, and energy resilience. The Policy Division participates in state electric and gas regulatory proceedings, including intervening in dockets related to electric system modernization planning and electric and gas rate cases to advocate for clean energy investments and rate design. The Division supports other electric and gas policy development and planning through data management and data analysis.</p> <p>The Electric Rate and Regulatory Policy Analyst's primary duties will include:</p> <ul> <li>Support policy development for DOER's regulatory strategies regarding performance-based ratemaking, infrastructure investment cost recovery and allocation, and rate design. </li><li>Coordinate DOER intervention in regulatory proceedings at the Department of Public Utilities (DPU) involving electric ratemaking as relevant to DOER's existing or emergent policy and programs including, but not limited to, base distribution rate cases and performance-based ratemaking plans, investigations (e.g. provision of basic service, rate design, municipal aggregation, etc.) as well as monitor other electric compliance filings including electric reconciliation, adjustment, and basic service filings. </li><li>Providing project management for docket interventions by coordinating with policy and legal staff and briefing upper management, and engaging with external stakeholders including other government agencies, utilities, non-profits, and others. </li><li>Coordinate with the Integrated Energy Planning Manager and Gas Policy Analyst on cost recovery and allocation frameworks to support long-term system distribution system planning and integrated energy planning. </li><li>Support interagency and external working groups, such as through the Massachusetts Electric Rate Task Force and Interagency Rates Working Group, on policy matters impacting electric rate design, ratemaking, and regulatory strategies, including time-varying rates, low-income discount rate, revenue decoupling, etc. </li><li>Draft DOER policy papers, analysis, and briefing decks for Department and Secretariat leadership. </li><li>Other duties as assigned. </li></ul> <p>Preferred Skills and Qualifications:</p> <ul> <li>Experience in energy policy, clean energy, or electric and gas utilities </li><li>Proficiency in writing policy memos, preparing slide decks, or other materials communicating complex concepts or technical information </li><li>Excellent analytical and effective problem-solving skills </li><li>Demonstrated experience managing complex projects and coordinating with internal and external parties </li><li>Strong skills in Microsoft Outlook, Excel, and Word </li><li>Excellent organizational and communications skills, including communicating complex issues to a broad range of stakeholders </li><li>Knowledge of the state's clean energy goals and utility ratemaking and the role of DOER in contributing to those goals </li><li>Working knowledge and interest in electric utility ratemaking and regulatory strategies and electric rate design </li><li>Ability to work with interagency teams, represent DOER programs and policies, and identify linkages with other policies and programs </li></ul> <p>Please provide a cover letter describing your interest in the position as part of your application, marked "as relevant" attachments. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*</p> <p>II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*</p> <p>III.
