<p>Export Control & Compliance Specialist</p> <p>Summary: Reporting to the Vice President of Operations, the Export Control & Compliance Specialist is responsible for ensuring that the organization adheres to industry standards, legal requirements, and regulations governing the export of goods and services. This includes compliance with laws such as the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), and the Defense Federal Acquisition Regulation Supplement (DFARS). They are responsible for reviewing customer and government documentation, operational practices, and implementing compliance strategies to ensure timely and accurate reporting and activities.</p> <p>Duties and Responsibilities: The primary duties consist of, but are not limited to, the following:</p> <ul> <li>Ensure compliance with ITAR, EAR, DFARS, and other applicable export control regulations. </li><li>Support the company's compliance with CMMC Level 1 and 2, and support the organization's handling of Controlled Unclassified Information (CUI) to implement and maintain the security controls based on the NIST SP 800-171 framework. </li><li>Maintain a thorough understanding of the regulatory environment and industry standards to ensure the organization's compliance. </li><li>Identify and assess compliance risks and develop strategies to mitigate them. </li><li>Review customer and government documents to ensure proper handling of sensitive export-controlled information. </li><li>Collaborate with internal teams to ensure accurate and timely processing of export compliance documents. </li><li>Maintain records of compliance-related activities, including licenses, approvals, and certifications. </li><li>Create and enforce compliance plans tailored to the organization's needs, including setting up and maintaining schedules for compliance tasks. </li><li>Ensure compliance plans are consistently followed and monitor progress toward established goals. </li><li>Provide training to employees on export control regulations and compliance requirements. </li><li>Stay informed about changes in laws, regulations, and industry standards and update internal policies and procedures as needed. </li><li>Conduct internal audits to ensure ongoing compliance with export control regulations. </li><li>Prepare reports for management and government agencies as required by applicable laws and regulations. </li><li>Respond to audit findings and implement corrective actions as necessary. </li><li>Collaborate with legal, operations, sales, and procurement teams to address export control compliance issues. </li><li>Work with external stakeholders, including government agencies and third-party auditors, to ensure compliance. </li><li>Monitor changes in export control regulations and ensure that the organization adapts accordingly. </li><li>Advise leadership on any new compliance requirements or changes in existing laws. </li><li>Administer the platform Procurement Integrated Enterprise Environment (a.k.a. PIEE and/or SPRS) in conjunction with DFARS Requirements. </li><li>Draft BIS/DDTC export licenses and agreements. </li><li>Maintain export compliance policies, procedures, and the Technology Control Plan. </li><li>Collaborate with HR to ensure policies & procedures are in place related to hiring non-US employees, including temporary workers. </li><li>Assist and maintain company Visa information for non-US employees hired in the USA and coordinate with ITAR/EAR licensing requirements. </li><li>Maintain Canadian Controlled Goods filings/updates. </li><li>Maintain supplier surveys related to compliance with requirements of: human trafficking, anti-bribery, EEOC, conflict minerals, etc. </li><li>Update, maintain, and keep current Bodycote registrations with System for Award Management (SAM) to include CAGE/UEI numbers for each location. </li><li>Assist with and maintain the Joint Certification Program (JCP) for each of the US plants as needed. </li><li>Review and gain approval for Powers of Attorney (primarily customs-related) and maintain a list with expirations. </li><li>Maintain and track Federal Firearms Licenses (FFL) for US facilities. </li><li>Coordinate investigations of matters that merit investigation under the compliance program; oversee follow-up and, as applicable, resolution to investigations and other issues generated by the compliance program, including development of corrective action plans, as needed (file voluntary disclosures for ITAR/EAR violations, etc.). </li><li>Perform other duties as assigned. </li></ul> <p>Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.</p> <p>Education And Experience</p> <ul> <li>Bachelor's degree in business, legal studies, international relations, or a related field. </li><li>Minimum 3 years of experience in export control compliance or a related field. </li><li>Minimum 3 years of experience in auditing, analytics, reporting, compliance, regulatory, or a related field. </li><li>In-depth knowledge of ITAR, EAR, DFARS, and other relevant export control regulations. </li><li>Experience in effectively communicating and presenting to various levels of the organization. </li></ul> <p>Knowledge/Skills/Abilities</p> <ul> <li>Certification in export compliance or related fields (e.g., Certified Export Compliance Professional - CECP). </li><li>Experience in a manufacturing or defense contracting environment. </li><li>Familiarity with government contracts and federal acquisition regulations. </li><li>Ability to assess and research policies/laws through various sources to gather a full understanding of pertinent information; ability to conduct extensive research and analyze various different types of data. </li><li>Demonstrated ability to report out findings in a concise manner and communicate/distribute to colleagues. </li><li>Excellent verbal and written communication skills to include interpersonal effectiveness to interact within all levels of the organization. </li><li>Ability to make recommendations to effectively resolve problems or issues by using judgment that is consistent with the standards, practices, policies, procedures, and federal, state, and local regulations. </li><li>Ability to prioritize and efficiently execute a high volume and broad scope of tasks within tight deadlines. </li><li>Strong sense of business ethics, including the ability to appropriately handle confidential information. </li><li>Strong organizational, analytical, and problem-solving skills. </li><li>Ability to collaborate with others to effectively fulfill assignments and support business needs. </li></ul> <p>Physical & Mental Demands: The following physical and mental demands consist of, but are not limited to, the following.</p> <ul> <li>Must be able to work in a sitting position for extended periods (at desk, while driving, and/or on airplane travel) in an office/industrial environment. </li><li>Manual dexterity to perform data entry functions. </li><li>Ability to bend, pull, stoop, and reach to perform functions. </li><li>Ability to lift 25-30 lbs. </li><li>May be exposed to heat, fumes, noise, and humidity, etc. </li><li>Must have the cognitive and mental capacity to perform essential job functions. </li><li>Must be able to communicate effectively orally and in writing. </li><li>Visual acuity to read documents, computer screens, files, etc. </li><li>Ability to hear in person and via phone. </li><li>While limited, some overnight travel may be required. </li></ul> <p>The statements herein are intended to describe the general nature and levels of the work performed by employees, but are not a complete list of responsibilities, duties, and skills required of personnel so classified.
