<p>Position Type:</p> <p>Collector of Revenue</p> <p>Date Posted:</p> <p>11/26/2025</p> <p>Location:</p> <p>Annex Building</p> <p>  Additional Information: Show/Hide</p> <p>Town of Vernon Department: Finance</p> <p>Title: Collector of Revenue Division: Collection of Revenue</p> <p>Bargaining Unit: Director's Independent Unit Salary: $89,168.07 - $105,402.46</p> <p>General Statement of Duties: Directs and administers the statutory and ordinance responsibilities of the office including the planning, organizing and supervision of the billing and collection of real, motor vehicle, personal property, and WPCA taxes, transfer station permits, parking tickets, and Bolton Lakes Regional WPCA use and assessments.</p> <p>Supervision Received: Receives oral and written policy direction from the Finance Officer. Plans, organizes and directs work according to statutory authority, and in accordance with an established collection cycle and Town ordinances. Works with considerable independence. Reports goals accomplished to the Finance Officer.</p> <p>Supervision Exercised: Provides general supervision to administrative and support staff. Oversees and provides training and development for staff members. Evaluates and recommends personnel actions for staff members.</p> <p>Essential Job Functions: Organizes and supervises the preparation and processing of annual property tax statements. Oversees water and sewer use charges and assessments, including Bolton Lakes Regional WPCA quarterly use, annual assessment bills and payoff statements . Assigns work to Assistant and administrative clerical staff in receiving, reconciling, and depositing weekly or monthly tax collections and charges on a daily basis in an automated collection system. Coordinates with data processing staff on evaluation of applications in computer system, and participates in updating system as necessary. Supervises bank services in performing 'Lock Box' tasks and responsibilities. Implements collection procedures for delinquent tax payers. Initiates enforcement procedures against delinquent non-payers. organizes and conducts real estate tax sale auctions. Confers with Town Attorney on collection and delinquent matters. Processes daily deposit and reconciliation reports. Regularly reviews collection policies and procedures to insure operating efficiency. Coordinates with Assessor the recording of new or amended property information. Reconciles Rate Book with Assessor's Abstract annually. Prepares suspense lists for Town Council action. Prepares narrative and statistical reports for the Finance Officer, the external auditor, and the State Department of Policy and Management. Maintains delinquent motor vehicle database with the State Department of Motor Vehicles on regular basis. Recommends operating budget for office. Administers approved budget. Performs other related duties as assigned. Regular and punctual attendance.</p> <p>Other Job Functions: Organizes, maintains, and updates automated and manual filing system for the retention of required information and records. Provides information to attorneys, banking officials, and the general public regarding tax policies and procedures. Prepares information news releases and speaks to public or private groups regarding Town tax information.</p> <p>Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must be able to concentrate on detail with constant interruption, attend to task for 45-60 minutes at a time.</p> <p>The noise level in the work environment is usually quiet, to moderately loud.</p> <p>MINIMUM QUALIFICATIONS</p> <p>Knowledge, Skills and Abilities Required: Knowledge of laws and ordinances governing the Town's tax collection system. Knowledge of accounting and bookkeeping principles and practices. Knowledge of office management procedures. Knowledge of tax assessment policies and procedures; working knowledge of land records and other related legal instruments. Ability to draw conclusions or approaches to problems to implement solutions; excellent oral and written communication and presentation skills with emphasis on ability to discuss tax and sewer policies, procedures and statutes to lay persons such as boards, commissions and the public. Ability to lead and supervise staff; ability to foster relationships and deal effectively with officials, business owners, outside agencies, employees and the general public; ability to prepare concise written reports; ability to publicly present reports in a clear and concise manner, must be able to maintain a high degree of confidentiality and ethics. Must be computer proficient with the ability to learn software programs specific to the job. A Police background check will be required.</p> <p>Experience & Training: Bachelor's degree in accounting, business administration, public administration, or a closely related field, with at least five (5) years of experience in municipal collection, office accounting, or any similar experience, with two (2) of these years in a management position. Any equivalent combination of education and related experience.
