<p>Description</p> <p>This position enforces local, state and federal laws pertaining to fire and life safety issues; implements public fire safety education and fire investigation programs conducts daily fire inspections; and performs related technical work as required. The incumbent works within a general outline of work to be performed, and develops work methods and sequences under general supervision.</p> <p>The work is considered medium-to-heavy in nature and involves walking, standing, climbing, balancing, stooping, lifting, pushing, pulling or raising objects and also involves exerting between 20 and 50 pounds of force on a recurring basis and 50 to 100 pounds of force on an occasional basis. The work requires the following physical abilities to perform the essential job functions: balancing, climbing, crawling, crouching, feeling, fingering, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.</p> <p>Work environment may involve exposure to fire hazards, extreme heat and/or cold, wet or humid conditions, extreme noise levels, vibration, fumes and/or noxious odors, airborne particles, traffic, moving machinery, electrical shock, heights, disease/pathogens, toxic/caustic chemicals, explosives; and is dynamic that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.</p> <p>Essential Job Functions</p> <ul> <li>Interprets life and fire safety codes, laws and regulations to engineers, architects, contractors, property owners and the general public; assists individuals with compliance issues as needed; </li><li>Schedules and performs annual inspections of existing public buildings and inspections of buildings under construction to reveal and rectify fire hazards, and prepares related records and reports; </li><li>Reviews plans for new construction and/or upgrades to ensure proper installation of fire safety devices and compliance with applicable codes; </li><li>Coordinates business license inspections; </li><li>Conducts special event inspections; </li><li>Conducts Certificate of Occupancy inspections; </li><li>Issues citations for code violations; </li><li>Issues permits for high-risk activities; </li><li>Investigates suspicious fires to determine origin and cause; preserves evidence and testifies in court for the prosecution of cases; </li><li>Compiles, analyzes and interprets data and information pertaining to fires; </li><li>Presents fire prevention / fire and life safety education classes for schools, businesses, civic and community groups, and the general public; </li><li>Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility; </li><li>Performs general clerical work as required, including but not limited to preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, attending meetings, etc.; </li><li>Responds to structural and other major fires and emergencies to perform fire suppression duties as required; </li><li>Attends training, conferences, seminars, and meetings to remain knowledgeable of modern fire prevention and inspection methods and administration; maintains required certifications; </li><li>Remains available 24 hours per day, seven days per week, for emergency response; </li><li>Performs other related duties as assigned. </li></ul> <p>Qualifications</p> <p>Minimum Requirements to Perform Work</p> <ul> <li>High school diploma or GED </li><li>Four (4) years of relevant prior experience </li><li>Valid South Carolina Class D Driver's License; </li><li>S.C. Firefighter certifications; </li><li>S.C. Fire Marshal certifications within one (1) year from date of hire or promotion </li></ul> <p>Knowledge, Skills, and Abilities</p> <ul> <li>Knowledge of mathematics involving the practical application of fractions, percentages, ratios and proportions; or measurements, logarithmic or geometric construction. May use algebraic solutions of equations and inequalities; descriptive statistics; deductive geometry, plane and solid, and rectangular coordinates; mathematical classifications or schemes; </li><li>Knowledge of personal computer equipment with skill in doing data entry and in the use of Microsoft Office 2000 preferred utilizing all software programs; </li><li>Ability to gather, organize, analyze, examine or evaluate data or information and may prescribe action based on such data or information; </li><li>Ability to persuade or influence others in favor of a service, point of view, or course of action; may enforce laws, rules, regulations or ordinances; </li><li>Ability to handle or use machines, tools or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, telephones or similar equipment; may service office machines, including adding paper and changing toner; </li><li>Ability to perform skilled work involving rules/systems with almost constant problem-solving; </li><li>Ability to read technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form; </li><li>Ability to perform specialized technical or entry-level professional work requiring general understanding of operating policies and procedures and their application to problems not previously encountered; application of specialized technical or professional principles and practices or the use of a wide range of administrative methods in the solution of problems; requires normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure; and </li><li>Ability to guide others, requiring frequent decisions affecting co-workers and others who depend on the service or product; works in a somewhat fluid environment with rules and procedures but with many variations from the routine. </li></ul> <p>The City of Columbia is proud to offer a complete benefits package to full-time employees.
