<p>Sunrise St. Pete is the City of St. Petersburg's initiative for its allocation of Community Development Block Grant-Disaster Recovery (CDBG-DR) funds from the U.S. Department of Housing and Urban Development (HUD). The City of St. Petersburg will receive $159.8 million in CDBG-DR to support long-term recovery efforts from the storms Idalia (August 2023) and Helene (September 2024). The Community Development Block Grant Program (CDBG) is used by the United States Department of Housing and Urban Development (HUD) to provide grants to states, cities, and counties in a variety of forms. The CDBG-Disaster Recovery (DR) is a one-time appropriation made after natural disasters to assist communities by providing decent housing and a suitable living environment and expanding economic opportunities, primarily for low and moderate-income persons.</p> <p>This is grant-funded, professional, technical, and analytical work in supporting federally funded disaster recovery programs including Sunrise St. Pete, the City of St. Petersburg's initiative for its $159.8 million allocation of Community Development Block Grant-Disaster Recovery (CDBG-DR) funds from the U.S. Department of Housing and Urban Development (HUD), through compliance analysis, documentation review, system administration (IDIS, Neighborly, Oracle), financial controls, monitoring activities, procurement coordination, data integrity, performance reporting, and adherence to 2 CFR 200, HUD FR-Notices, and all applicable federal, state, and city regulations. Work includes research, applied methodology, design, development, recommendation and implementation, and review and evaluation of existing and/or new or improved operational plans, programs, or procedures to enhance management and program efficiency. Work is performed under the general direction of an administrative supervisor who reviews work through observation, conversation, conferences, the analysis of prepared reports and recommendations and the evaluation of results achieved.</p> <p>Salary: $61,736 - $98,425</p> <p>Close Date: 12-26-2025 (11:59 PM)</p> <p>To Qualify</p> <p>Minimum Qualifications. Applicants must:</p> <ul> <li>Have a valid high school diploma or GED equivalency. </li><li>Have previous experience supporting computer software. </li><li>Have previous experience preparing detailed reports, summaries, and recommendations, based on the analysis of research data, for management efficiency studies. </li><li>Be able to compile and analyze financial and operational data from available sources and disseminate findings as necessary. </li><li>Have advanced knowledge of Microsoft Office Suite especially Word and Excel. </li><li>Be able to use available statistical packages or software programs and coordinate the development of systems and procedures to monitor and improve departmental operations. </li><li>Be able to design and develop automated control reporting systems for use in analyzing operational procedures and evaluate performance data on a continuing basis and conduct periodic reevaluations of prior analyses. </li><li>Be able to consult with departmental personnel to determine data and information to accumulate a database for assigned projects. </li><li>Be able to efficiently and effectively work as part of a team. </li><li>Be able to communicate effectively, clearly, and concisely, orally and in writing. </li><li>Acknowledge this position is designated as Emergency Critical (EC) and if hired into the position, an applicant must be immediately available to the department before, during, and after a declared emergency and/or disaster. </li></ul> <p>Desirable Qualifications.
