<p>The NYC Department of Probation (DOP) is a world leader in working creatively and effectively engaging with people under court-mandated community supervision. Through innovative partnerships with people and organizations throughout New York City, DOP provides opportunities for those on probation to access services and opportunities that positively impact their life trajectory. Following the best current data on "what works," staff at DOP engage in meaningful relationships with those on probation to enhance community safety and decrease recidivism.</p> <p>The New York City Department of Probation (DOP) is seeking a visionary and experienced Deputy Commissioner of Information Technology (IT) to provide strategic leadership and oversight of the department's IT operations and digital transformation initiatives. This senior executive role will be responsible for ensuring that DOP's IT infrastructure, applications, and services effectively support public safety, operational efficiency, and equitable service delivery across a workforce of approximately 1,000 employees.</p> <p>The Deputy Commissioner of IT will lead the development, execution, and continuous improvement of the agency's IT strategies, working closely with executive leadership, agency stakeholders, and citywide IT partners to ensure systems are secure, resilient, and aligned with DOP's mission and citywide IT standards. This individual will also oversee the implementation of technology solutions that are scalable, cost-effective, and compliant with federal, state, and local regulations.</p> <p>Responsibilities include, but are not limited to, the following:</p> <p>Strategic Leadership & Vision</p> <ul> <li>Provide executive-level leadership and direction for DOP's IT functions, ensuring alignment with the agency's core mission of promoting public safety, justice reform, and community engagement. </li><li>Develop and implement a comprehensive IT strategy and roadmap, ensuring technology decisions reflect equity, transparency, and accessibility while also prioritizing security and compliance. </li><li>Serve as the primary IT advisor to executive leadership on all matters concerning digital transformation, systems modernization, data governance, and IT operations. </li></ul> <p>IT Operations & Infrastructure Oversight</p> <ul> <li>Oversee all aspects of DOP's IT operations, including network infrastructure, systems administration, enterprise applications, cybersecurity, cloud services, and service desk support. </li><li>Ensure that mission-critical systems, data platforms, and applications are secure, highly available, and performant, meeting both operational and regulatory requirements. </li><li>Lead efforts to modernize DOP's technology environment through initiatives that support business continuity, disaster recovery, and efficient service delivery. </li></ul> <p>Cybersecurity, Compliance & Risk Management</p> <ul> <li>Spearhead the development, implementation, and ongoing monitoring of cybersecurity policies, practices, and procedures in alignment with NYC Cyber Command, NYS ITS, CJIS, NIST, and other relevant frameworks. </li><li>Ensure that all systems adhere to stringent data privacy, access control, and compliance requirements, with a focus on maintaining the confidentiality and integrity of sensitive probation data. </li><li>Lead risk assessments, vulnerability management, and incident response strategies, ensuring a proactive approach to mitigating emerging cybersecurity threats. </li></ul> <p>Project & Portfolio Management</p> <ul> <li>Lead the planning, execution, and delivery of complex technology projects, ensuring adherence to scope, timelines, budget, and performance objectives. </li><li>Establish and manage a comprehensive project portfolio that prioritizes initiatives based on agency needs, technology risk assessments, and regulatory mandates. </li><li>Champion the adoption of project management best practices and methodologies, ensuring effective cross-functional collaboration and alignment. </li></ul> <p>Enterprise Applications & Data Integration</p> <ul> <li>Oversee the implementation and optimization of enterprise applications, including case management systems, data analytics platforms, and productivity tools. </li><li>Collaborate with program leaders, interagency partners, and IT teams to ensure that technology solutions meet the operational needs of DOP and facilitate data-sharing with other city agencies in a secure and efficient manner. </li><li>Ensure the agency's data strategy includes consistent data governance, integrity, and transparency. </li></ul> <p>Vendor & Contract Management</p> <ul> <li>Direct the procurement, management, and performance oversight of IT vendors, contractors, and service providers to ensure service delivery excellence. </li><li>Oversee the development of IT contracts and ensure compliance with city procurement policies, including software licensing, hardware acquisition, and vendor performance standards. </li><li>Monitor and optimize IT vendor performance and negotiate contracts to ensure favorable terms and cost-efficiency. </li></ul> <p>Team Development & Leadership</p> <ul> <li>Lead, mentor, and develop a high-performing multidisciplinary IT team, including system administrators, network engineers, security experts, project managers, and service desk staff. </li><li>Foster a culture of equity, innovation, continuous improvement, and accountability within the IT division. </li><li>Ensure that all team members are adequately trained and prepared to meet the agency's evolving technological and operational needs. </li></ul> <p>Interagency Collaboration</p> <ul> <li>Serve as the primary liaison between DOP and city/state agencies such as NYC OTI, NYC Cyber Command, and NYS ITS on shared systems, IT security compliance, and data integration efforts. </li><li>Collaborate with external stakeholders to ensure DOP's IT systems meet public safety standards, comply with regulatory mandates, and support cross-agency technology initiatives. </li><li>Maximum salary is not guaranteed. </li></ul> <p>DEPUTY COMMISSIONER OF IT - 95614</p> <p>Minimum Qualifications</p> <p>.</p> <p>Preferred Skills</p> <p>Education: o A bachelor's degree in Computer Science, Information Systems, Information Technology, or a related field is required. A Master's degree in a relevant field is highly preferred. Experience: o At least 10 years of progressively responsible IT management experience, including at least 5 years in a leadership role overseeing a large IT department in a government, public safety, or public sector environment. o Demonstrated experience leading complex IT initiatives, including network infrastructure, enterprise systems, cybersecurity, cloud technologies, and service management in a mission-critical environment. o Proven success in managing large-scale projects and interagency collaborations, particularly in the context of public safety or government technology services. Certifications: o CISSP (Certified Information Systems Security Professional), CISM (Certified Information Security Manager), or equivalent security certifications required. o Additional certifications in IT project management (e.g., PMP), cloud technologies, or ITIL are highly desirable. Knowledge & Skills: o Strong understanding of cybersecurity frameworks (CJIS, NIST, HIPAA, etc.), cloud technologies, and regulatory compliance. o Expertise in data governance, cloud service management, and IT risk management. o Excellent leadership, communication, and stakeholder engagement skills, with a proven ability to manage and inspire diverse teams. o In-depth knowledge of government IT procurement processes, contract management, and vendor relationship management. o Ability to manage competing priorities, effectively allocate resources, and maintain high levels of service while driving innovation and operational efficiency.
