<p>Job Description:</p> <p>Campus Title: Chief of Campus Police</p> <p>State Job Title: Executive Director</p> <p>Department: Public Safety</p> <p>Job Code: HA6210</p> <p>FLSA Status: Exempt</p> <p>Funding: 7115-0100</p> <p>Bargaining Unit: Non-Unit Professional (NUP)</p> <p>Job Type: Full-Time Permanent</p> <p>Timeframe: 52 Weeks</p> <p>Shift: Monday-Friday, 9am to 5pm (some nights and weekends required)</p> <p>Regular Days Off: Saturday and Sunday</p> <p>Supervision Received: Receives direct supervision from the Vice President of Enrollment Management, Marketing, and Student Affairs (EMMSA).</p> <p>Supervision Exercised: The Chief of Campus Police supervises a Captain, Lieutenants, Campus Police Officers, Dispatchers, Institution Security Officers, administrative staff, and student safety assistants.</p> <p>Salary: $115,000.00 to $122,000.00 Annually (Salary commensurate with education and experience)</p> <p>Internal Applicants Only</p> <p>General Statement of Duties:</p> <p>The Executive Director of Public Safety is the senior operational administrator for the department of Public Safety at Westfield State University. As Chief of Campus Police, the Executive Director is responsible for planning, organizing, supervising, managing and directing the activities of all police and public safety services and operations of the University. A steward of progressive community police engagement, the Executive Director develops campus outreach, education, and prevention programs related to public safety, advises campus administrators on compliance and liability issues related to campus safety, serves as a liaison with local, state, and federal law enforcement and emergency management agencies while ensuring that the principles of equity and equal opportunity are integrated within departmental actions. The Executive Director oversees the enforcement of federal, state, and local laws related to public safety on the campus. The Executive Director is responsible for the effective performance of public safety and its personnel, and the management of the department in concert with institutional policies, procedures and practices as well as the preparation and management of the public safety budget.</p> <p>Duties and Responsibilities:</p> <p>Duties include but not limited to:</p> <p>Essential:</p> <ul> <li>Ensures compliance with, and proper enforcement of, all criminal laws. </li><li>Directs the development, revision, recommendation, and implementation of all department policies, procedures, practices, and plans in compliance with University and Commonwealth regulations. </li><li>Plans and implements programs and activities designed to achieve the annual goals and objectives of the department of Public Safety as approved by the Vice President. </li><li>Promotes an interactive, positive relationship between the University Police Department and other departments or offices of the University, students, parents, faculty, and staff with the goal of building trust and strong working relationships between the department and the community. Maintains strong visibility on campus and participates in campus life. </li><li>Makes recommendations to the Vice President on the appointment, promotion, and termination of personnel under his/her supervision. </li><li>Coordinates law enforcement activities within the police department, including supervising, coordinating and conducting criminal investigations. </li><li>Oversees hiring and police training of all department staff, reviews and evaluates all personnel under their direct supervision, and promotes progressive community policing. </li><li>Administers the department of Public Safety budget. </li><li>Maintains departmental records in accordance with institutional policy and state statutes. </li><li>Provides for the dissemination of public safety information to approved institutional units and external agencies in accordance with approved campus policies, procedures, and state and federal reporting requirements, including Clery Act reporting obligations. </li><li>Coordinates with appropriate University personnel, the release of public safety information to the general public and/or media. </li><li>Provides the Office of the President with information related to the violation of public safety and/or criminal laws occurring on campus or involving campus personnel in a timely manner. </li><li>Coordinates communications of University public safety and security measures with federal, state, and local fire and law enforcement agencies in the performance of the duties described above. </li><li>Oversees the department's accreditation efforts. </li><li>Works with the Director of Emergency Management as needed and serves as a member of the University Emergency Response Team (ERT). </li><li>Serves the University on various committees, including the Student Threat Assessment Team (STAT) and the Bias Education Support Team (BEST), related to public safety awareness, issue prevention, and response initiatives. </li><li>Coordinates with the Office of HR, Title IX, & EO on administrative and criminal investigations at the intersection of our respective works. </li></ul> <p>Requirements:</p> <p>Required Qualifications:</p> <ul> <li>Internal Applicants Only </li><li>A minimum of ten years of police supervisory experience. </li><li>Bachelor's degree in related field. </li><li>Demonstrated effective managerial experience in law enforcement. </li><li>Certification as a law enforcement officer in Massachusetts. </li><li>Commitment to community outreach and partnerships. </li><li>Demonstrated skills in organizing and planning, with experience in policy development, police procedures, emergency operations, and budget management. </li><li>Direct experience in emergency planning and crisis management. </li><li>Ability to develop and maintain positive working relationships with a variety of constituencies. </li></ul> <p>Preferred Qualifications:</p> <ul> <li>Police supervisory experience within higher education. </li><li>Master's degree in related field. </li></ul> <p>Additional Information:</p> <p>Salary:</p> <p>Salaries for current Westfield State University employees and individuals currently working for the state of Massachusetts must be calculated individually in accordance with collective bargaining agreements as well as state policies.
