In particular, the position supports the California Home Visiting Program (CHVP) aimed at promoting positive parenting and child development through evidence-based home visiting models. Supported by decades of research, home visits by a trained professional during pregnancy and in the first few years of life improve the lives of children and families by preventing child abuse and neglect, supporting positive parenting, improving maternal and child health, and promoting child development and school readiness. Giving children a solid start in their first few years of life increases the opportunity for a brighter, more prosperous future.</p> <p>The Health Program Specialist I (HPS I) works under the direction of the Health Program Manager I (HPM I), of the CHVP Program Quality and Equity (PQ&E) Unit within the Child and Adolescent Health Branch. The incumbent functions as a highly skilled, technical, program consultant responsible for planning, coordinating, and administering the Maternal, Child, and Adolescent Health (MCAH) Division's CHVP. The incumbent performs duties in the full journey level capacity relating to program quality assurance, technical assistance, Scope of Work development and monitoring, needs assessment, and meeting planning components. The HPS I serves as a liaison for partner communication and interagency efforts to coordinate the program activities across departments. This position requires the incumbent to function independently; communicate effectively; facilitate group processes for resolution of issues; provide effective consultation/technical assistance; and maintain/develop skills related to home visiting and Title V programs. Up to 15% of in-State travel is required.</p> <p>This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH's Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.</p> <p>Travel may be required for this position.
