Orange County Government is committed to providing equal opportunity in employment and services to all individuals.</p> <p>Job Description</p> <p>General Functions</p> <p>Manages and oversees the Benefits, and Wellness section within the Human Resources Division. Provides leadership in the design, development and implementation of County Benefits, Wellness and Work-life programs. This position provides expert advice and counsel to County senior management regarding benefits and work-life issues. Resolves difficult and complex issues relating to HR programs, policies, procedures and performance. Work requires independent judgment and is performed under the general supervision of the Human Resources Section Manager.</p> <p>Representative Duties/Assignments</p> <ul> <li>Partners with the Countys Medical Oversight Committee and the Countys Benefits consultant in the development, design and maintenance of the Countys self-funded medical plan to ensure that it is financially sound and continues to provide a valuable benefit to employees. </li><li>Oversees the self-funded plans financial reconciliation for the Board of County Commissioners (BCC) and agencies covered by the medical plan. </li><li>Monitors the cost and usage of benefit plans, wellness and work-life programs on an on-going basis and developing recommendations as appropriate. Coordinates the efforts of internal staff with external vendors and provides oversight, technical support, and auditing of data and fund transfers to external vendors and plan providers. </li><li>Plans and administers events and programs that meet the wellness strategy of County. Research requests for new programs, assesses feasibility, and makes recommendations to ensure the implementation of successful, targeted events impacting employees mental and physical wellness. Coordinates the management of small and large-scale events; research vendors, options, pricing structures, etc. </li><li>Directs the benefits and wellness team in preparing for and conducting benefits information sessions, annual open enrollment, wellness screenings, health improvement initiatives, ongoing benefits education, communications efforts and related activities throughout the year. </li><li>Works closely with benefits consultants to review programs and negotiate contracts, prepare and complete Requests for Proposals (RFPs), select new providers, confer with the Medical Plan Oversight Committee and brief officials on benefits plans. </li><li>Administers multiple Benefits and Wellness services contracts. Establishes and maintains effective working relationships with plan providers and their representatives. </li><li>Works with the Deferred Compensation Oversight Committee, the Deferred Compensation provider, Florida Retirement System and related Benefits providers on the design and delivery of programs targeted to engage, educate and improve employee financial wellness. </li><li>Meets with the Human Resources Senior staff to review initiatives, address new human resources needs and actions, develop work plans and assignments and group plans and actions. </li><li>Performs other related duties as assigned. </li></ul> <p>Minimum Qualifications</p> <p>Bachelors degree from an accredited institution in Health Care Administration, Human Resources Management, Business, Public Administration, or a closely related field and six years of professional level human resources experience in benefits administration to include three years supervisory/large project management experience.</p> <p>Preferences</p> <ul> <li>Masters degree from an accredited institution in specified areas of study. </li><li>Professional certification in benefits or a related area. </li><li>Experience in a role that includes plan design and implementation benefit plans and health incentive programs. </li><li>Experience administering a self-insurance Healthplan in a governmental environment </li><li>Advance knowledge and understanding of the Florida Retirement System (FRS) for Employers </li></ul> <p>Application Deadline</p> <p>Open Date: 05/09/2025</p> <p>Close Date:</p> <p>This posting is subject to close without prior notice.</p> <p>Salary Information</p> <p>Pay Grade: 023 - From $44.24 to $57.51</p> <p>FLSA Status: Exempt</p> <p>Placement based on Education and Experience</p> <p>Benefits</p> <ul> <li>10 paid holidays andup to 2 floating holidays annually. </li><li>18 days paid time off per year. </li><li>Longevity bonus based on years of service. </li><li>6 days of paid TERM (sick) time annually. </li><li>Low-cost medical, dental, vision, additional life insurance. </li><li>Free basic life, long term disability, and employee assistance for all the family members effective on day one. </li><li>Participation in the Florida Retirement System. </li><li>Employee assistance program includes multiple free one on one sessions with licensed counselors and online tools for legal advice, financial planning, personal life balance, etc. </li><li>Free access to Wellworks gyms and OrangeCounty Recreation Centers. </li><li>Free onsite wellness coaching, including dietician and nurse. </li><li>Tuition reimbursement program. </li><li>Earn service time to forgive student loans. </li></ul> <p>Disclaimer: Benefits mayvary for employees under collective bargaining agreements.</p> <p>For more information on Benefits visit - https://www.ocfl.net/EmploymentVolunteerism/EmployeeBenefits.aspx</p> <p>Veterans Preference</p> <p>If you are claiming Veterans' Preference, you are responsible for providing the required eligibility documentation by the closing date of the posting.
