<p>The final salary and offer components are subject to additional approvals based on Cook County Health (CCH) policy. Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at CCH. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.</p> <p>LOCATION: John H. Stroger, Jr. Hospital</p> <p>JOB SUMMARY</p> <p>Directs studies and coordinates all technical, logistic and administrative supervision of within John H. Stroger, Jr. Hospital and Provident Hospital Laboratory Services. Responsible for the overall operation of Laboratory Services consisting of highly complex service lines including Automation line, Chemistry, Hematology, Immunology Coagulation, Transfusion Services, Anatomic Pathology, POCT, Pre-Analytical processes or Laboratory Quality Management governance. This will include, but not limited to, budget, expenditures, contracting, and methodologies of test performance, testing performed at sites, systems flow, regulatory compliance and quality management and reporting. Assists supervisors with hiring, training, competency assessment and setting productivity expectations. Works proactively with Section Chiefs, Division Chair, Scientific Consultants, Supervisors and the Senior Director of Laboratory Medicine. Works in partnership with other Managers, Laboratory and Nursing staff to ensure effective and timely services. Has knowledge of the above services areas and ability i to analyze and effectively manage and plan laboratory services, detailed metrics, reports and future projects. May assume primary responsibility for special tasks and projects as assigned. Intervenes on behalf of upper management in a variety of matters as directed. Proficient in reviewing, updating and writing policies and procedures. Knowledge and ability to perform clinical testing, troubleshooting, and in-services for staff.</p> <p>This position is exempt from Career Service under the CCH Personnel Rules.</p> <p>General Administrative Responsibilities</p> <p>Collective Bargaining</p> <ul> <li>Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals </li><li>Participate in collective bargaining negotiations, caucus discussions and working meetings </li></ul> <p>Discipline</p> <ul> <li>Document, recommend and effectuate discipline at all levels </li><li>Work closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements </li><li>Initiate, authorize and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreements </li></ul> <p>General Administrative Responsibilities continued</p> <p>Supervision</p> <ul> <li>Direct and effectuate CCH management policies and practices </li><li>Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements </li></ul> <p>Management</p> <ul> <li>Contribute to the management of CCH staff and CCHs' systemic development and success </li><li>Discuss and develop CCH system policy and procedure </li><li>Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements </li><li>Work with Labor Relations to discern past practice when necessary </li></ul> <p>Typical Duties</p> <ul> <li>Is responsible for overall quality, operations, activities, and staff within Laboratory Services. </li><li>Maintains regulatory compliance with supervisory and medical staff. </li><li>Integral member of laboratory leadership. Participates in planning, implementation and monitoring of laboratory initiatives. Consults with leadership. </li><li>Implements and monitors productivity monitors across Automation Line, Chemistry, Hematology, Immunology, Coagulation, Transfusion Services, Anatomic Pathology, POCT, Pre-Analytical processes or Laboratory Quality Management governance. Reviews reports and takes action to follow-up deficiencies in operations. </li><li>Participates in the overall planning, development and implementation of administrative and technical programs and policies covering the Laboratory Services. Directs the execution of diverse and highly complex system workflow, testing and procedures. Establishes criteria, formulates standards, assesses program effectiveness and investigates and analyzes unusual conditions, problems or issues. Resolves critical problems and brings them to the attention of upper management. Effectively recommends personnel actions and staffing which may impact on the department. </li><li>Maintains personal contacts with other managers and staff within the laboratories and work towards standardization of methodologies, instrumentation workflows and to discuss and formulate approaches to common needs and concerns. Functions as a member of the management staff to confer and meet in all matters pertaining to accreditation standards and regulatory guidelines and requirements. Exercises sound judgment in carrying out the directives of the Senior Director of Laboratory Medicine. </li><li>Represents the Department at professional seminars or on hospital committees. </li><li>Performs all administrative and technical responsibilities with high efficiency and integrity. Analyzes and recommends changes to budget, cost efficiencies, equipment purchases, and personnel actions including hires, transfers and promotions. </li></ul> <p>Minimum Qualifications</p> <ul> <li>Must qualify as a MEDICAL TECHNOLOGIST* as defined by the Illinois Clinical Laboratories Code (111. Adm. Code 450.420), with a Bachelor's degree in an applicable scientific field (Must bring original transcripts at time of interview) </li><li>Minimum of twelve (12) years, full time professional work experience. At least six (6) years of which must include administrative, technical, and supervisory oversight for the delivery of clinical laboratory services of a highly complex or specialized nature, or as otherwise related to area of assignment </li><li>ASCP, AMT, or NCA Certification as a Medical Technologist. (Must provide proof at time of interview) </li></ul> <p>Preferred Qualifications</p> <ul> <li>Advanced degree in an applicable scientific field </li></ul> <p>Knowledge, Skills, Abilities and Other Characteristics</p> <ul> <li>Thorough knowledge of all systems, equipment, and procedures utilized within a highly complex laboratory </li><li>A thorough and extensive knowledge of professional, safety, governmental and other regulatory requirements applicable to the clinical laboratories. Skill in assisting at a highly responsible level with preparation for various regulatory agencies and in meeting prescribed standards associated therewith </li><li>Knowledge in the use of Microsoft Office including Excel and PowerPoint </li><li>Knowledge of Lean & Six-Sigma, working problems through and issues through A3 tool and project management </li><li>Ability to supervise and direct professional and support staff engaged in the performance of highly complex laboratory tests and procedures. Ability to demonstrate a thorough knowledge of Laboratory principles, practices and methodology involved and a mastery of subject matter sufficient to effectively provide testimony or other expert opinion under a variety of circumstances </li><li>Ability to work effectively in collaboration with and in the supervision of others </li><li>Ability to develop and monitor quality monitors </li><li>Ability to train and plan, direct, coordinate, and supervise activities or technical and clerical staff </li><li>High degree of decision-making ability to address unknown conditions, resolving critical problems, formulating standards and writing procedures/policies for the section </li><li>Ability to work within broad guidelines requiring independent decision-making, complimented by sound judgment in determining when to bring difficult or unsolvable problems to other senior staff or supervisors as necessary </li><li>Ability to perform effectively in carrying out duties of a predominantly administrative and supervisory nature on behalf of the Cook County Health Senior Director of Laboratory, where applicable, or other senior management </li><li>Ability to communicate verbally and in writing with supervisors, medical staff and other personnel within, as well as outside laboratories; ability to discuss in technical terms, new approaches to common needs and interests concerning delivery of services to patients and other departments </li><li>Ability to maintain the confidentiality of patient related materials in compliance with HIPPA requirements </li><li>Ability to supervise and coordinate laboratory information systems services, or the use of PCs, middleware and other devices as needed </li></ul> <p>Knowledge, Skills, Abilities and Other Characteristics continued</p> <ul> <li>Ability to investigate and render opinions in disciplinary matters and represent the department in disciplinary or grievance hearings </li><li>This position occasionally requires various types of physical exertion including, but not limited to climbing, lifting, pulling, pushing, prolonged standing, operating laboratory equipment and other devised, or moving moderate to heavy weight. The incumbent is responsible for adherence to all hospital and department specific safety requirements.
