The KCC, is a multi-faceted agency responsible for regulating public utilities including electric, natural gas, telecommunication, as well as motor carriers, oil and gas pipelines and oil and gas production activities. The Commission's headquarters is in Topeka with the central Conservation office in Wichita and four Conservation district offices located in Dodge City, Wichita, Chanute and Hays.</p> <p>About the Position</p> <p>Who can apply: Minimum of three (3) years of experience in state-level government relations, preferably within a state agency or as a senior legislative staff member.</p> <p>Classified/Unclassified Service: Unclassified</p> <p>Full-Time/Part-Time: Full-Time</p> <p>Regular/Temporary: Regular</p> <p>Work Schedule: M-F 8-5</p> <p>Eligible to Receive Benefits: Yes</p> <p>Veterans' Preference Eligible: Yes</p> <p>Search Keywords: KCC, Topeka, Shawnee, Legislative Liaison</p> <p>Compensation: $65,000 - $75,000</p> <ul> <li>Salary can vary depending upon education, experience, or qualifications. </li></ul> <p>Employment Benefits</p> <p>Comprehensive medical, mental, dental, vision, and additional coverage</p> <p>Sick & Vacation leave</p> <p>Work-Life Balance programs: parental leave, military leave, jury leave, funeral leave</p> <p>Paid State Holidays (designated by the Governor annually)</p> <p>Fitness Centers in select locations</p> <p>Employee discounts with the STAR Program</p> <p>Retirement and deferred compensation programs</p> <p>Visit the Employee Benefits page for more information…</p> <p>Principle Responsibilities:</p> <ul> <li>Serves as the agency's legislative liaison; coordinating with agency leadership to monitor the legislature throughout the year. </li><li>Participate as part of the agency's legislative team and interface with members of the legislature, the Governor's office, lobbyists, and Commissioners. </li><li>Research legislative issues, bills, and/or amendments and work with agency staff to collect necessary information to draft legislative positions and amendments. </li><li>Position may coordinate with agency staff to estimate fiscal/agency impact reports for proposed legislation, including fiscal notes as requested by Division of Budget. </li><li>Maintains knowledge of how legislation interacts amongst other proposed bills, existing law, and agency policies. </li><li>Responsible for bill tracking and communicating the status of relevant bills at both the State and Federal level. </li><li>Monitor issues that may affect the KCC during the legislative interim, including attending legislative hearings, and developing and implementing strategic legislative session agenda. </li><li>Maintains knowledge of legislative counterparts in other agencies/states that could be of interest to KCC. </li><li>Completes research and drafts talking points, web content and information sheets at the direction of the Director of Public Affairs. </li><li>Works with KCC staff to respond to Legislative inquiries regarding agency matters. </li><li>Assists with staffing public hearings and other events as requested. </li><li>Serves as backup to the Public Affairs Director in responding to media inquiries and preparing press releases as needed. </li></ul> <p>Required Skills and Qualifications:</p> <ul> <li>Minimum of three (3) years of experience in state-level government relations, preferably within a state agency or as a senior legislative staff member. </li><li>Experience drafting legislation; </li><li>Knowledge of legislative process; </li><li>Ability to comprehend legislation, regulations, statutes, etc.; </li><li>Must possess excellent verbal and written communication skills; </li><li>Proofreading, editing, attention to detail; </li><li>Experience with content management programs used for developing web content and Microsoft Office. Working knowledge of InDesign and Photoshop is helpful. </li><li>Proven ability to maintain professional, productive relationships with officials from all political parties. </li></ul> <p>Post-Offer, Pre-employment Requirements:</p> <p>Kansas Tax Clearance Certificate: A valid Kansas Tax Clearance Certificate is a condition of employment for all employees of the State of Kansas.
