<p>POSITION SUMMARY:</p> <p>Under direction performs work of moderate difficulty in planning, coordinating and supervising the work of skilled, semi-skilled and unskilled personnel engaged in the maintenance, repair and construction of City facilities; performs related work as required.</p> <p>ESSENTIAL JOB FUNCTIONS: </p> <ul> <li>Supervises and assigns work to skilled, semi-skilled and unskilled personnel engaged in the maintenance, repair and construction of City facilities. </li><li>Makes cost estimates. </li><li>Determines how work is to be done and assigns work to proper personnel. </li><li>Assigns maintenance of fire protection devices in City service buildings. </li><li>Enforces safety rules and eliminates job hazards; inspects work to determine progress and conformance to standards. </li><li>Inspects buildings to denote need and extent of necessary repairs. </li><li>Inspects plumbing and electrical fixtures, heating and cooling systems and determines extent and cause of defect. </li><li>Works closely with private and City utilities concerning problems with City buildings. </li><li>Works closely with and observes private contractors hired to repair and remodel City buildings and those performing security, custodial, equipment maintenance and other related services. Recommends specifications for new equipment and vehicles. </li><li>Requisitions materials, supplies and equipment. </li><li>Prioritizes work that qualifies for CIP funding, estimates costs for various projects, prepares specifications and bid packages. </li><li>Monitors progress of CIP projects, reviews and approves bills for payment. </li><li>Coordinates work being done by contractors on assigned projects. </li><li>Meets with representatives from other City departments, governmental agencies and private businesses to coordinate and schedule work for special projects. </li><li>Assists in preparation of annual budget. </li><li>Reports personnel problems. </li><li>Assists in records maintenance and the preparation of payroll and reports. </li><li>Inspects equipment to insure working order. </li><li>Responds to public complaints concerning damage to private property by City employees or equipment. </li><li>Interacts with Law Department to obtain information about damage complaints, provides documentation and estimates costs for repairs. </li><li>Hears employee complaints and grievances and adjusts and/or recommends disposition of same. </li><li>Initiates disciplinary actions. </li><li>Participates in the interview process for potential employees and makes recommendations for appointments. </li><li>May operate a personal computer for record retrieval. </li></ul> <p>REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:</p> <p>Knowledge of:</p> <ul> <li>Building maintenance, repair, construction and remodeling methods and practices. </li><li>Electrical, plumbing and HVAC methods and practice. </li><li>City-owned facilities. Skilled trades functions. Tools, equipment and material of the trades. </li><li>Occupational hazards and safe work practices. </li><li>Supervisory practices. </li><li>Work rules and the union agreement. </li><li>Federal requirements (ADA and EPA) concerning building standards. </li><li>Modern record keeping procedures. </li><li>City's purchasing and accounting procedures. </li></ul> <p> Skill in:</p> <ul> <li>Assigning and supervising work of subordinates; considerable skill in coordinating </li><li>Coordinating job assignments and necessary materials. </li><li>Establishing and maintaining effective working relationships with others. </li><li>Reading blueprints and specifications. </li><li>Preparing time and material job estimates. </li><li>Verbal and written communications. </li></ul> <p>REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:</p> <ul> <li>Graduation from high school or General Educational Development (GED) Tests equivalency. </li><li>Journeyman status in a major trade area (plumbing, electrical, welding, or heating and air conditioning) </li><li>Four (4) years of journeyman level experience in one of the above building construction trades or building maintenance trades, of which one (1) year must have been at the supervisory level. </li></ul> <p>PREFERRED EDUCATION, EXPERIENCE AND CERTIFICATIONS:</p> <ul> <li>None </li></ul> <p>PHYSICAL DEMANDS:</p> <p>The physical demands described within this job description must be met by an employee to successfully perform the essential functions of this job.
