<p>Summary</p> <p>The recruitment for this position is open to internal King County Department of Local services employees only. This Special Duty Assignment will be expected to last through mid-October 2025.</p> <p>King County Road Services Division - Engineering Section is seeking a special duty assignment of a Drainage Engineer (Engineer III) to join our dynamic team! Our successful candidate will serve in a lead capacity in a multi-disciplinary team overseeing consultant designs for fish passage restoration projects delivered through contract construction. This position ensures that engineering designs align with the King County Road Standards and the King County Surface Water Design Manual, while integrating fish passage requirements into the design and construction of stream crossings. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.</p> <ul> <li>Lead a team of fish passage design engineers by planning, directing, and monitoring their daily work on fish passage projects. </li><li>Develop and maintain project schedules, budgets, and work plans to ensure timely and effective project delivery. </li><li>Serve as a liaison between consultants, construction contract administrators, maintenance supervisors, crew chiefs, design engineers, geotechnical and structural staff, environmental teams, and permitting agencies. </li><li>Prepare or manage the development of hydrologic reports, geomorphic assessments, hydraulic analyses and modeling reports, construction plans, specifications, special provisions, and cost estimates. </li><li>Review and approve drainage design reports, construction plans, specifications, and engineer's estimates. </li><li>Ensure all designs comply with the King County Road Standards, King County Surface Water Design Manual, and applicable local, state, and federal environmental regulations. </li></ul> <p>Experience, Qualifications, Knowledge, Skills</p> <ul> <li>Strong knowledge of civil engineering principles with demonstrated experience in drainage and fish passage design. </li><li>Experience with floodplain and hydrologic modeling tools such as HEC-RAS and MGS Flood, as well as geomorphologic analysis of streams and rivers. </li><li>Proven ability to design stormwater conveyance and treatment systems in compliance with regulatory and environmental standards. </li><li>Experience preparing and reviewing construction plans, specifications, and estimates for drainage and fish passage projects. </li><li>Familiarity with drainage and roadway feature maintenance, construction practices, design principles, and applicable standards. </li><li>Effective leadership skills, including the ability to manage and mentor staff, hold crucial conversations, and apply sound project management principles. </li><li>Demonstrated success working in and contributing to a diverse and inclusive team environment where differences are valued and respected. </li><li>Excellent organizational skills with the ability to manage a high volume of projects, prioritize competing tasks, and maintain attention to detail. </li><li>Strong problem-solving and conflict resolution skills. </li><li>Proficiency in Microsoft Office Suite, including Word, Excel, Project, and Access. </li></ul> <p>Additional Requirements</p> <ul> <li>A valid Washington State driver's license. </li></ul> <p>Desirable Requirements</p> <ul> <li>Professional Engineering license (PE) in the State of Washington </li></ul> <p>Supplemental Information</p> <p>WORKING CONDITIONS:</p> <ul> <li>Work in the field may require driving within the King County Road network while using street maps to determine and reach the field location </li><li>Work outdoors, which may require walking on uneven, rocky or rough ground, or working in inclement weather for extended periods of time </li><li>Field conditions will sometimes include being in the traffic environment to work outside for long periods of time </li><li>Work in the office requires sitting for long periods of viewing video monitors </li><li>Required to sit, talk, listen and hear; frequently required to use hands to finger, feel or handle writing instruments, computer and office supplies which require repetitive arm, wrist and hand movement </li><li>Specific vision abilities include close, distant, color and physical activity </li><li>Ability to work either an early or later schedule to provide adequate coverage of the Traffic Management Center </li><li>Ability to work in an office setting and conduct physical site inspections and evaluations, including during unfavorable and inclement weather conditions </li><li>Occasional work after hours conducting field work and signal timing implementation </li></ul> <p>INTERVIEW SCHEDULE: First review of applications will take place the week of 5/12/2025. Special duty opportunities are open only to current King County career service employees who have completed their initial probation. Special duty applicants must have approval from their current supervisor to accept an assignment. Current employees selected for special duty will be compensated based upon the provisions of the collective bargaining agreement, King County Personnel Guidelines, or Coalition Labor Agreement for their base assignment. The work associated with this position will be performed by teleworking, onsite work and meetings as needed. The responsibilities of this position will include regular and ongoing in-office work. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
