<p>PRIMARY OBJECTIVE</p> <p>The City of Bloomington is seeking an individual to assist in maintaining accounting systems, policies, and procedures for the Housing and Redevelopment Authority (HRA) so that accurate financial information is available for the preparation of periodic financial reports.</p> <p>The HRA is a recognized Public Housing Authority (PHA) by the U.S. Department of Housing and Urban Development (HUD). The HRA manages various programs: rental assistance, housing rehabilitation loans, affordable rental units, and other development and redevelopment programs. The Bloomington City Council has delegated the HRA the authority to manage the City's Affordable Housing Trust Fund (AHTF), Local Affordable Housing Aid (LAHA), and federal Community Development Block Grant (CDBG) funds.</p> <p>CITY VALUES & EXPECTATIONS</p> <ul> <li>Models and contributes to a positive work environment, culture of communication, engagement and safety </li><li>Communicates effectively and respectfully with employees and the general public, including but not limited to those of diverse racial, ethnic, religious and socioeconomic backgrounds </li><li>Works cooperatively as a member of a team; develops and maintains effective working relationships with diverse coworkers and community members; consistently brings a high level of self-awareness and empathy to all personal interactions </li><li>Embraces the City's shared values and contributes towards accomplishing the City's vision and goals by being creative, innovative, continuously learning, and communicating clearly </li></ul> <p>Financial Accounting & Budgeting</p> <ul> <li>Assists in data collection, processing, reporting, and analysis of accounting and financial data to ensure that established systems, procedures, and service levels are maintained </li><li>Processes Housing Choice Voucher (HCV/Section 8) rent checks </li><li>Coordinates with HRA staff to ensure HCV portability reconciliation is maintained </li><li>Tracks security deposits and escrow payments related to rental programs </li><li>Ensures accurate coding of invoices by HRA staff </li><li>Monitors, records and reconciles rehab loans and confirms payoff amounts </li><li>Prepares journal entries, reconciles accounts, and initiates transfers between City and HRA on monthly basis </li><li>Reviews HRA bank reconciliation </li><li>Assists with closing procedures at month end and year end </li><li>Prepares monthly financial reports and reviews with HRA team </li><li>Tracks capital assets and depreciation as well as land held for resale </li><li>Assists in the preparation of the Annual Comprehensive Financial Report </li><li>Prepares workpapers for annual audit </li><li>Assists in preparation, analysis, discussion, and formulation of departmental budgets </li><li>Monitors and analyzes revenues, expenses, and deviations from budget and recommends, seeks approval for budget adjustments </li><li>Maintains data within ERP system and HRA software utilized </li></ul> <p>Grant Administration and Compliance</p> <ul> <li>Coordinates with HRA staff to ensure compliance with State, Federal, other grant regulations and guidelines </li><li>Records grant receipts and corresponding expenditures </li><li>Prepares and submits grant reports to ensure award requirements are met </li><li>Reconciliation of all grant revenues and corresponding expenditures for reporting on the annual Schedule of Expenditures of Federal Awards (SEFA) </li><li>Coordinate with HRA Staff to fulfill requests from auditors for the Single Audit (audit of Federal Awards) portion of the annual audit </li></ul> <p>Tax Increment Financing and Affordable Housing Trust Fund</p> <ul> <li>Records Tax Increment Financing (TIF) funding and initiates wires for PAYGO funding due to developers </li><li>Prepares TIF reports on annual basis </li><li>Collaborates with Affordable Housing Trust Fund (AHTF) team </li><li>Accounts for AHTF transactions and related bond payments </li></ul> <p>Collaboration and Communication</p> <ul> <li>Develop and maintain good working relationships with Finance and HRA teams along with external clients </li><li>Ability to convey financial information to the HRA Board </li><li>Performs other duties as assigned </li></ul> <p>KNOWLEDGE, SKILLS, & ABILITIES REQUIRED</p> <ul> <li>Ability to ensure work assignments are successfully completed and quality of work maintained </li><li>Possesses awareness, understanding and ability to implement new government accounting standards </li><li>Ability to set correct priorities in managing workload </li><li>Ability to provide quality input into the development of the annual financial report and annual budget </li><li>Ability to communicate effectively, both orally and in writing </li></ul> <p>MINIMUM QUALIFICATIONS</p> <ul> <li>Bachelor's degree in Accounting, Finance, Business Administration, or closely related field </li><li>Two years accounting work experience, within last three years </li><li>Experience working with computerized financial systems and spreadsheet applications </li><li>Intermediate Microsoft Excel skills </li></ul> <p>DESIRABLE QUALIFICATIONS</p> <ul> <li>Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO) </li><li>Governmental budget preparation work experience </li><li>Work experience with monthly and/or annual reconciliations </li><li>Knowledge of GAAP and governmental accounting standards </li><li>Work experience creating, entering journal entries, and reviewing financial statements </li><li>Work experience with a computerized General Ledger system </li><li>Governmental accounting experience </li><li>Work experience preparing an Annual Comprehensive Financial Report (ACFR) </li></ul> <p>SUPERVISION OF OTHERS</p> <p>This position does not supervise others.</p> <p>Anticipated Hiring Range: $84,754 - $89,895 Annually</p> <p>2025 Full Salary Range: $84,754 - $112,986 Annually</p> <p>Full-Time;
