<p>Job Responsibilities</p> <p>The South Carolina Office of Regulatory Staff (ORS) represents the public interest of South Carolina in utility regulation for the major utility industries - electric, natural gas, telecommunications, water/wastewater, and transportation - before the Public Service Commission (PSC), the court system, and state and federal regulatory bodies. Additionally, the ORS houses the state's Energy Office, Broadband Office, Digital Opportunity Department, Equipment Distribution Program (EDP), and has responsibility for oversight of railroad safety and natural gas pipeline safety in South Carolina.</p> <ul> <li>Performs outreach consistent with the Marketing and Communications for EDP and Lifeline. Outreach may include Mini-Presentations; Presentations; Office Visits and Exhibits. Serves as primary SCEDP and Lifeline program presenter and exhibitor at approved outreach conferences, meetings; communicates program information to each entity as appropriate and provide efficient follow up, seeks opportunities to continually improve programs outreach efforts. </li><li>Creates, plans, and organizes marketing opportunities; organizes and implements outreach strategies to increase customer growth and program awareness; maintains Dynamics 365 with SCEDP outreach contacts. Prepares articles for submission to newsletters and magazines for distribution. Responds to program inquires; designs materials, presentations, and displays appropriate to the target audience </li><li>Implements SCEDP and Lifeline strategies to evaluate effectiveness of outreach/marketing efforts; collects and summarizes data; communicate effectively with staff to determine trends, patterns, and areas of needed focus and/or reallocations of outreach/marketing efforts; seeks opportunities to continually improve outreach/marketing efforts. Assists with projects designed to compile information for reporting purposes; develops monthly and quarterly activity reports on an as needed basis; ensures accuracy of reports </li><li>Acts as backup to other staff during absences, as needed and perform other duties as required. </li></ul> <p>South Carolina is a great place to live and work! Must have experience utilizing American Sign Language (ASL). Strong organizational, technical, and time management skills. Possess a sense of urgency and individual responsibility to work effectively with changing priorities. Maintain high degree of personal and professional ethics at all times.</p> <p>Preferred Qualifications</p> <ul> <li>Excellent communication and interpersonal skills and the ability to maintain strong relationships within a diverse community. </li><li>Strong organizational and multi-tasking skills. </li><li>Ability to analyze complex problems, interpret operational needs, and develop integrated, creative solutions. </li><li>Ability to write for internal and external audiences. </li><li>Strong communication skills both verbally and in-writing with the ability to communicate to large groups of people. </li><li>Demonstrated ability to maintain confidentiality. </li><li>Knowledge of telecommunications equipment. </li><li>Ability to meet applicable deadlines. </li><li>Mastery of Microsoft Office products (Excel, Word, SharePoint, Dynamics 365 and Outlook) </li></ul> <p>Additional Comments</p> <p>Position requires some travel, out of town lodging, and attendance at night meetings. Must possess a valid driver's license. All ORS employees are required to attend ethics training annually for continued employment. All ORS employees are prohibited from owning equity in regulated utilities, unregulated communications providers, or their contractors. Must be able to lift 40 pounds and climb a 10 foot ladder. Employee's hours will be 8:30 am - 5:00 pm, Monday - Friday minimum, and office presence is required. ORS offices are located in Columbia, SC.</p>
