The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position. Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below:</p> <ul> <li>Supervises a traffic sign fabrication crew, or the field operations of a pavement marking crew, or the field operations of a sign installation and maintenance crew by scheduling, assigning, and reviewing work, providing training and counseling, and evaluating performance. </li><li>Trains others in sign fabrication, sign installation, or pavement marking duties. </li><li>Operates pavement marking equipment such as small and medium paint stripers, pre-melters, bituminous machine, pavement markings grinder, thermoplastic machines, and generators to apply traffic control markings on roadways in accordance with work orders, blueprints, MUTCD and Florida Department of Transportation (FDOT) manuals. </li><li>Loads, maintains, and repairs road marking equipment such as small and medium paint stripers, pre-melters, bituminous machine, pavement markings grinder, thermoplastic machines, and generators to ensure proper operation of equipment. </li><li>Operates equipment such as electric/hydraulic die cutters, and computerized graphic printer/plotter, to fabricate traffic control signs and street markers. </li><li>Uses the silk screen process to fabricate signs in accordance with MUTCD and FDOT standards by using Mylars, and a 5000-watt light to expose the print of traffic signs on a screen; and, then using a vacuum table to print the positive or negative image to the sign blank. </li><li>Interprets work orders and associated blueprints, draws sketches, and calculates measurements to determine materials needed. </li><li>Selects traffic control signs, determines appropriate sign locations, and installs signs on roadway easements. </li><li>Sets up barricades for road closures in accordance with FDOT manuals. </li><li>Listens to and refers to appropriate staff citizens' complaints; compiles reports; and attends meetings to receive and disseminate information. </li><li>Drives pickup truck to and from work sites, loads and unloads supplies and equipment, and performs minor safety and operational checks. </li><li>Performs other related duties as required. </li></ul> <p>Job Specifications</p> <ul> <li>Knowledge of MUTCD and FDOT Traffic Standards applicable to the application of roadway markings, sign fabrication, sign installation, or road closures. </li><li>Knowledge of the operation and maintenance of roadway marking, sign fabrication, or sign installation equipment. </li><li>Knowledge of the preparation and application of materials used to mark roadways and fabricate signs. </li><li>Knowledge of high school level mathematics. </li><li>Knowledge of basic drafting symbols and terminology. </li><li>Skill in operating and performing minor repairs on small and medium paint stripers, pre-melters, bituminous machine, pavement markings grinder, thermoplastic machines, and generators. </li><li>Skill in using sign fabrication tools and equipment such as squeeze roller applicators, electric/hydraulic die cutter, hot ovens, silk screening equipment, and a computerized graphic printer/plotter. </li><li>Skill in using sign installation tools and equipment such as wrenches, posthole diggers, core drilling machines, signpost extractors, electric saws, and jackhammers. </li><li>Skill in identifying discrepancies between work order or blueprint dimensions and actual road dimensions. </li><li>Ability to read and understand aspects of blueprints, survey maps and work orders that describe the tasks to be performed. </li><li>Ability to apply pavement markings, to fabricate signs or to install signs. </li><li>Ability to follow oral and written instructions. </li><li>Ability to follow established procedures. </li><li>Ability to work effectively with others. </li><li>Ability to communicate effectively both orally and in writing. </li><li>Ability to operate and perform minor maintenance on equipment. </li><li>Ability to use computer terminals to accurately make sign details. </li></ul> <p>Physical Requirements</p> <ul> <li>Work is generally outdoors and may occur during moderately adverse conditions to include weather, traffic, dampness, exposure to storm water and wastewater flows and atmospheres. </li><li>Involves physical activities that require considerable use of arms and legs and moving the whole body, such as climbing, lifting, balancing, walking, stooping, and handling of materials </li><li>Lift and carry equipment for periods of short duration but repeatedly over the course of a day (occasionally requires heavy lifting). </li></ul> <p>Work Category</p> <ul> <li>Medium Work - Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. </li></ul> <p>Minimum Qualifications Required</p> <ul> <li>Graduation from high school or possession of a GED Certificate; AND </li><li>Two years of experience operating pavement marking equipment, or fabricating traffic signs, or installing traffic signs; </li></ul> <p>OR</p> <ul> <li>An equivalent combination of training and experience that would reasonably be expected to provide the job-related competencies noted above; AND </li><li>Possession of a valid Driver's License; AND </li><li>IMSA (International Municipal Signal Association) Traffic Sign Level II. </li></ul> <p>Additional Requirements for Some Positions</p> <ul> <li>FDOT MOT (Maintenance of Traffic) Intermediate Level Certification </li></ul> <p>Emergency Management Responsibilities</p> <p>In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.</p> <p>Career Progression</p> <p>Employees in this classification that acquire the competencies and minimum qualifications for the next tier will be able to apply for promotional opportunities through a competitive selection process. Employees will not automatically be upgraded to the next tier. Reclassifying a position is based on business need and financial impact and is not based solely on the job competencies or qualifications of the incumbent.</p>
