We are expanding our international market opportunities to support our business and financial goals by focusing on partnerships with international customers. This involves developing local industrial capabilities in line with sovereign industrial policies and expectations. Key aspects of this strategy include:</p> <ul> <li>Development of local supply chains. </li><li>Establishment of military industry partnerships. </li><li>Utilization of national military industry talent. </li><li>Transfer of technology, Intellectual Property, tools, and processes to the global industry. </li></ul> <p>These initiatives are crucial for enhancing collaboration and ensuring that Raytheon meets the specific needs and expectations of its international partners, contributing to the overall growth and success of the company in the global Defense and Aerospace environment.</p> <p>In this role you will be responsible for executing Raytheon's global industrialization strategy and aligning it with our contemporary global supply chain strategy, relevant Strategic Business Unit / product strategies, roadmaps, and country specific industrialization strategies. The mission objective is to develop, capture, and execute key strategic offset and localization programs which improve top and bottom-line growth for the business by enabling future contract awards and improving the return on the associated investment.</p> <p>In this role, you will be aligning with a cross-functional team responsible for several strategic projects. These projects are coordinated across various Strategic Business Units (SBUs) and involve collaboration with Operations and Supply Chain (OSC), Requirements & Capabilities (R&C), Contracts, Global Trade, and Finance teams. The current pipeline of Offsets and Localization projects in the proposal phase exceeds $15 billion in obligation value, with an additional forecast of approximately $20 billion in the long-range plan.</p> <p>Our highly talented team is located across the world embedded within our strategic business locations throughout the US, Europe & the Middle East North Africa (MENA).</p> <p>This Hybrid role will be based in the US and must be located near a major Raytheon Site, Woburn, MA; McKinney, TX; Tucson, AZ; Farmington, CT or Arlington, VA.</p> <p>No relocation assistance is available.</p> <p>International travel for occasional global customer engagements greater than one week in duration across Raytheon's global markets including MENA, Asia, and Europe.</p> <p>What You Will Do:</p> <ul> <li> <p>Manage the coordination and development of industrialization concepts and proposals, supporting negotiation of industrialization agreements, establishing strategic industrial partnering agreements, and coordinating associated global supply chain arrangements.</p> </li><li> <p>Execute all phases of the global industrialization program lifecycle in support of those strategies and plans that enable supply chain, product and country industrialization opportunities in Raytheon's global market including but not limited to:</p> </li><li> <p>Project Concept Development</p> </li><li> <p>Proposal Development</p> </li><li> <p>Contract Negotiation and Award</p> </li><li> <p>Support Program Execution</p> </li><li> <p>Collaborate with relevant Raytheon functions, landed companies / program teams, and existing commercial consortiums to identify, develop and mature industrial partnerships that support execution of global industrialization initiatives.</p> </li><li> <p>Support landed companies and capture/program teams in developing relationships with local customers and industry stakeholders, as well as USG authorities, to enable delivery of our global industrialization initiatives.</p> </li><li> <p>Interface regularly with both internal and external customers along with executive leadership.</p> </li><li> <p>Ensure program growth, accurate forecasting, estimate at completion, and internal monthly reporting.</p> </li></ul> <p>Qualifications You Must Have</p> <ul> <li>Typically requires a Bachelor's and a minimum of 12 years prior relevant experience, or an Advance Degree in a related field and a minimum of 10 years' experience. </li><li>Earned Value Management Systems (EVMS) Certified. </li><li>Experience with proposal (Submit Gate) leadership and management, specifically creating winning Management, Cost and/or Technical Proposals, Basis of Estimates (BOEs) or Industrial Partnership Agreements & Plans (IPAs & IPPs). </li><li>Experience interfacing with customers at all levels. </li><li>Expert knowledge of the international offset and localization market with the ability to identify best practices and how to best utilize within in the company. </li><li>The ability to obtain and maintain a U.S. government issued security clearance is required. </li><li>U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance. </li></ul> <p>Qualifications We Prefer</p> <ul> <li>Bachelor's degree in engineering. </li><li>Ability to establish and maintain strong customer relationships to sustain and grow business. </li><li>Program Management Experience (P&L ownership) </li><li>PM Level 4 Certification or equivalent external certification. </li></ul> <p>What We Offer</p> <ul> <li>Our values drive our actions, behaviors, and performance with a vision for a safer, more connected world. The salary range provided is a good faith estimate representative of all experience levels.
