<p>The purpose of this position is to perform professional level work supporting departmental budgeting, financial reporting, and grant assistance. This position also provides support for program management and performs administrative duties. This class works under close supervision according to set procedures.</p> <p>The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.</p> <ul> <li>Plans, coordinates and maintains an efficient accounting system, including accounts payable and receivable, and accounting functions. </li><li>Processes purchase requisitions and purchase orders. </li><li>Reviews and forwards requisition payments for final approval. </li><li>Compiles periodic financial statements and reports related to department or division financial activity. </li><li>Reconciles and classifies p-Card expenditures, records receipts and distributions. </li><li>Assists with the preparation and monitors departmental grants. </li><li>Plans, organizes, develops, reviews, and revises accounting forms, fiscal statements, controls, information systems, and procedures to promote efficient financial records. </li><li>Monitors and tracks annual budget expenditures. </li><li>Prepares stormwater fee adjustments and reviews municipalities stormwater fees reports. </li><li>Prepares reports for the Stormwater Utility Board. </li><li>Performs related work as assigned. </li></ul> <p>EDUCATION AND EXPERIENCE REQUIREMENTS:</p> <ul> <li>Requires an Associate's degree, vocational technical degree or specialized training that is equivalent to satisfactory completion of two years of college education. </li><li>Over four years and up to and including eight years of finance, accounting, budgeting or related experience or an equivalent combination of education, training, and experience. </li><li>GAAP Certification, Budget and Management Certification and/or Government Finance Officer Certification, preferred. </li><li>Must possess and maintain a valid state driver's license with an acceptable driving history. </li></ul> <p>All applicants tentatively selected for a position with Beaufort County Council will be required to submit to urinalysis to screen for the illegal use of drugs and to a background check prior to appointment. Employment is contingent upon clearing both the drug screening and background investigation.</p>
