<p>This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Salisbury VA Medical Center (VAMC) in Physical Medicine & Rehabilitation Service (PM&R). The position has the responsibility for directing and coordinating the administrative, operational and planning activities for Physical Medicine & Rehabilitation.</p> <p>The incumbent serves as an Administrative Officer (AO) to the Service Chief with the responsibility of providing or obtaining a variety of management services essential to the direction and operation of the organization. The position is responsible for administrative management of Physical Medicine & Rehabilitation (PM&R) Service with final authority resting with the Chief of Physical Medicine and Rehabilitation.</p> <ul> <li>Assists in strategic planning, creating and maintaining statistical data for decision-making purposes, monitoring clinical programs, developing and updating policies pertaining to the administrative and operational activities for Physical Medicine & Rehab Service </li><li>Develops methods and tools to evaluate program activities and effectiveness </li><li>Performs analytical trending and evaluates work associated with PM&R </li><li>Performs staff support work in short and long-range planning efforts </li><li>Advises and assists the Chief, PM&R or designee in the planning, development, and operations of PM&R programs </li><li>Provides technical expertise in the field of health care planning and comprehensive advice and assistance to the Chief, PM&R or designee regarding possible need for revision of regulations and policies governing planning activities </li><li>Develops PM&R Memoranda and/or policies as required by VHA Directives and Handbooks and other accrediting bodies (Joint Commission, CARF) </li><li>Responsible for the development and implementation of policies and procedures for the program </li><li>Performs special studies on PM&R programs, workload, clinic utilization and productivity </li><li>Makes recommendations to PM&R leadership regarding necessary human resources, equipment, and space, to effectively support the mission of PM&R </li><li>Supports planning efforts in the implementation of new logistical arrangements aimed at improving services </li><li>Responsible for assessing program or service inquiries and to arrive at timely and acceptable solutions and recommendations </li><li>Collects and compiles data in preparation of numerous reports for review on a weekly, monthly and quarterly basis </li><li>Responsible for analytical, evaluative, and developmental or advisory work </li><li>Responsible for assuring that all reports are completed and submitted in a timely manner </li><li>Assists the Chief, PM&R in analyzing manpower needs, methods, and procedures in utilizing staff for maximum efficiency </li><li>Performs administrative work assisting the Chief, Assistant Chief, and supervisors in working through the disciplinary process andgrievance procedures including the written documentation involved </li><li>Provides employees with information regarding regulations and procedures intended to improve operations, interpretations of regulations in order to facilitate operations, and acting as the focal point within the Service for the solution of the most difficultoperational and administrative problems, or other intradepartmental questions which may arise </li><li>Makes final recommendations/commitments as to budget, planning, personnel, acquisitions and overall administrative management </li><li>Serves on appropriate Service and Medical Center administrative and clinical committees </li><li>The incumbent maintains Human Resource (HR) records for PM&R to ensure that all essential elements are included in the employee's service folder </li><li>Administratively responsible for HR management functions including recruitment, initiating classification, staffing, employee relations, the performance appraisal process, employee awards, pay/leave administration, training, travel, EEO programs, worker's compensation, and performing necessary research related to human resource management </li><li>Assists managers and staff in projecting staffing needs and writing position descriptions and functional statements </li><li>Incumbent monitors licensure and renewals of workers and performance appraisal due dates and processes </li><li>Acts as the liaison with the HR office concerning personnel-related matters </li><li>Assists in the formulation and execution of the PM&R annual budget including salaries, travel, supplies, equipment, and all other general operating expenses </li><li>The incumbent has full delegated responsibility to perform staff functions by conducting surveys of space utilization, manpower utilization, position management, equipment utilization and fiscal management </li><li>Incumbent assembles and compiles budget information and maintains running account of funds allocated and expended. </li><li>Gathers and analyzes budget projects and oversees all phases of budgeting within administrative requirements and manages control points. </li><li>Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
