<p>The Division of Administration/Office of Human Resources has a vacancy. This position will be filled in the Operations/Benefits unit. </p> <p>The incumbent of this position is part of a full service human resources office and program for a group of very complex and highly visible entities that includes the Division of Administration (DOA), the Office of the Governor, the Board of Elementary and Secondary Education (BESE), University of Louisiana System Office, and various Executive Department agencies. Clientele include approximately 2,500 employees, classified and unclassified.</p> <p> AN IDEAL CANDIDATE SHOULD POSSESS THE FOLLOWING COMPETENCIES:</p> <ul> <li>Accepting Direction: The ability to be open and willing to follow guidance or instructions. </li><li>Communicating Effectively: The ability to convey information, ideas, and emotions using structured communication methods that promote understanding and engagement. </li><li>Demonstrating Accountability: The ability to take ownership of actions, behaviors, performance, decisions, and outcomes. </li><li>Following Policies and Procedures: The ability to follow, reinforce, adapt, or develop policies and procedures to maintain compliance with federal and state legal requirements, State Civil Service rules, and organizational policies. </li><li>Demonstrating Initiative: The ability to assess situations independently and take proactive steps to address them without being prompted or instructed by others </li><li>Displaying Professionalism: The ability to uphold workplace standards through consistent conduct, responsible communication, and consideration for others. </li><li>Focusing on Customers: The ability to understand and meet the needs, preferences, and experiences of internal and external customers. </li><li>Learning Actively: The ability to pursue learning, seek feedback, and integrate new knowledge to improve personal and professional performance. </li></ul> <p>The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:</p> <ul> <li>Overseeing the state's capital construction program </li><li>Working to provide state and federal grants for community development </li><li>Development of the state budget </li><li>Providing technology services </li><li>Giving agencies guidance in the state purchasing and contracting process as they seek goods and services </li><li>Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes </li></ul> <p>Three years of human resources experience; OR</p> <p>Six years of full-time experience in any field; OR</p> <p>A bachelor's degree.</p> <p>EXPERIENCE SUBSTITUTION:</p> <p>Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.</p> <p>The official job specifications for this role, as defined by the State Civil Service, can be found here.</p> <p>Job Duties:</p> <p>As a Human Resources Analyst, you will support organizational success by analyzing personnel data, administering HR processes, and ensuring compliance with employment policies, procedures, and regulations. In this role, you will:</p> <ul> <li>Process personnel and payroll actions including appointments, promotions, salary adjustments, transfers, reallocations, rehires, and separations in compliance with Civil Service rules and applicable laws. </li><li>Review and certify employee job, salary, organizational, and payroll data to ensure accuracy and policy compliance. </li><li>Serve as an E-Verify user by processing employment verifications and maintaining compliance with federal program requirements. </li><li>Conduct audits of agency timekeeping units to ensure compliance with payroll policies, procedures, and regulations. </li><li>Perform biweekly payroll data integrity reviews to verify accurate employee pay, deductions, and salary classifications. </li><li>Maintain and organize employee personnel records by ensuring all required documentation is accurately filed within electronic systems. </li><li>Provide operational HR support, attend meetings in the absence of HR leadership, and perform additional duties as assigned. </li><li>Counsel employees on benefits programs including health, life, supplemental insurance, retirement, and credit union participation. </li><li>Process and maintain employee benefits and ACA-related records in LaGov and OGB E-Enrollment systems. </li><li>Advise employees on retirement and DROP options, process retirement actions, and audit retirement enrollments for accuracy and compliance. </li></ul> <p>Position-Specific Details:</p> <p>Appointment Type: This vacancy may be filled by hiring a new employee or by promoting a current permanent status classified employee.
