<p>Nature of Work</p> <p>Under general direction of the Office Director, in the Department of Human Services, Bureau for Family Assistance, Division of Family Assistance Policy. The Program Manager 2 position will perform complex administrative, professional, and supervisory work administering the programs in the Family Assistance unit. The manager has statewide responsibility for planning, development, direction, coordination, and administration of the agency's efforts for SNAP, SNAP E&T, DSNAP, SEBT, LIHEAP, 20% Utility program, Burial, Refugee and Tel-Assistance and Link-Up programs. Responsibilities and essential duties include (1) development of State Plans, policy and procedures for program administration of those listed above; (2) federal coordination and collaboration; (3) contract development, legislation, and oversight; (4) preparation of Grant requirements for programs and oversight of initiatives; (5) development of consumer and public awareness information for publications; (6) technical assistance and policy interpretation of counties and agencies, (7) assist in preparation of fiscal notes and preparation of legislative updates; (8) preparation of plans and reports.</p> <p>The Program Manager 2 will assist with budget analysis and financing recommendations for program activities. The Manager provides administrative and supervisory oversight for program and support staff. The complexity level is evidenced by a variety of problem-solving demands and programmatic decisions which have both short and long-term impact on Families and Children receiving these services. Issues can be controversial in nature and require skills to persuade others, negotiate and educate others on the program. The job entails considerable and complex collaboration with other Bureaus, State Agencies, Community organizations and businesses to create a seamless service delivery system.
