<p>Position Summary</p> <p>LOCATION: Madison, WI, certain positions with this Department may allow remote work for a portion of their work schedule, depending on the needs of the position and the work unit. This topic may be discussed in the interview process.</p> <p>SALARY: Starting salary will be $92,366 - $123,164 annually, with a State of Wisconsin benefits package.</p> <p>Job Details</p> <p>1) Drive project portfolio management including prioritization of projects, assignment and allocation of resources, expenditure authorization, and project management process compliance. 2) Oversee planning and execution for complex projects, and allocation of staff resources so they are distributed efficiently. 3) Maintain guidance over projects to confirm they are completed on time, within scope, to quality standards, and project deliverables are aligned with business objectives. 4) Lead, coach, and grow a cross-functional team of supervisors, project managers, architects, software engineers, and development teams. 5) Provide technical direction and guidance to ensure production of scalable, resilient software solutions. 6) Track and communicate software development key performance indicators (KPIs), including velocity, sprint burndown, release burndown, and defect ratio. 7) Engage with key stakeholders to represent software development interests, representing the development team at the CCAP Steering Committee meetings. 8) Facilitate collaboration and communication across teams, including other administrative offices, court system users, and business partners. 9) Ensure code quality and adherence to coding standards. 10) Remain up to date with industry best practices and emerging technologies. 11) Work with application support staff and the DevOps team to ensure all systems are documented, monitored, high availability, and adherence to service level agreements (SLAs). 12) Ensure development staff are adequately trained for application support and troubleshooting responsibilities. 13) Responsible for incident and problem management oversight, facilitating or performing root cause analyses, and driving swift recovery and remediation. 14) Contribute to the development of the court system technology strategy and roadmap, including the Judicial Branch Strategic Information Technology Plan and CCAP Annual plans. 15) Identify opportunities for innovation and process improvement. 16) Establish software development methodology so it is well-defined, is efficient as possible, and is well understood by all team members. 17) Sustain a robust application testing and quality assurance process. 18) Cultivate a culture of excellence and accountability.</p> <p>Qualifications</p> <p>Required: 1) 5 or more years' experience in application development with proven experience managing high-performing development teams. 2) Excellent knowledge of software project management methodologies, software quality assurance processes, and agile software delivery processes. 3) Good knowledge of software application design and user experience principles, software security policies and procedures, and DevOps. 4) Excellent skills in verbal, written, and interpersonal communication. 5) Ability to collaborative and cultivate teamwork across teams, lead a team and supervise staff, and effectively manage a project. 6) Extensive experience planning and implementing complex application development projects, supervising software development staff, and gathering & documenting business requirements and designing software applications. 7) Experience overseeing a custom software quality assurance operation. 8) Experience with strategic planning and organizational leadership.</p> <p>Preferred: 1) A Bachelor's Degree in Computer Science, Information Technology, Computer Engineering or related field. 2) Programming experience. 3) Experience with cloud services (Azure or AWS) and containerization (Docker, Kubernetes). 4) Project Management Professional, Scrum Master, Agile Certified Practitioner (ACP) in Project Management or similar certification.</p> <p>SPECIAL REQUIREMENTS:</p> <p>1) Employment will require a criminal background check. 2) Must meet the minimum standards for driving a state vehicle. 3) Must be able to travel throughout the State of Wisconsin with occasional overnights. 4) The Wisconsin Court System does not sponsor work visas.
