<p>The Yuhaaviatam of San Manuel Nation (YSMN) is a self-governing nation that has established tribal-managed governmental units to enhance and support services on the reservation. The San Manuel Tribal Gaming Commission (SMTGC) is the governmental unit created by tribal ordinance as the primary regulator of gaming within the SMBMI's jurisdiction, including the Yaamavá Resort and Casino (YRC). The YSMN includes the Surveillance department that is responsible for maintaining legal and regulatory compliance, ensuring a high level of game integrity, preventing fraud, waste and abuse, and safeguarding Tribal assets, employees and patrons.</p> <p>Under the direction of the Chief Gaming Regulator, the Vice President, Surveillance & Game Protection, is responsible for the strategic leadership of all aspects of the Surveillance department and is accountable for the surveillance infrastructure and operations throughout the enterprise. This position serves as a subject matter expert on the layout, implementation and management of surveillance equipment, operations and game protection within existing and new YRC developments, including the casino, hotel and related entertainment structures.</p> <p>The Vice President, Surveillance & Game Protection, functions as a senior regulator within the jurisdiction of the SMTGC, or as directed by the Tribe, ensuring the Surveillance department is in compliance with all applicable Federal, State, and Tribal laws and regulations pertaining to gaming.</p> <p>ESSENTIAL DUTIES AND RESPONSIBILITIES</p> <ol> <li> <p>Provides strategic direction and oversight for the design, development, operation, and support of the surveillance systems throughout the enterprise. Develops and implements results-driven strategic planning and execution by establishing departmental goals, objectives, and providing direction, guidance and support to ensure the successful operation of the Surveillance department.</p> </li><li> <p>Establishes and maintains a robust and effective data analysis program to identify or detect new and emerging threats, theft, fraud, embezzlement, or other illicit activity, as well as regular reviews of operational key business indicators in table games and slots with an emphasis on game protection.</p> </li><li> <p>Maintains an effective working relationship between SMBMI and its management team, as well as local and state representatives, law enforcement, California Bureau of Gambling Control, and National Indian Gaming Commission. Communicates with all department heads to improve efficiency and ensure problems are effectively and promptly resolved.</p> </li><li> <p>Supports the development, implementation and maintenance of effective standard operating procedures and controls in accordance with regulatory requirements to ensure the integrity of business operations and gaming activity, protection of company assets, and safety of employees and guests. Develops and implements key strategies, best practices, and tactics to provide specific solutions in addressing common threats to protect assets.</p> </li><li> <p>Oversees the notification to outside agencies, when unusual events or circumstances occur on property. Directs the coordination between applicable departments regarding matters that need further attention or investigation.</p> </li><li> <p>Selects, trains, develops, organizes, and motivates a highly effective qualified team capable of providing optimum support for the surveillance requirements of the enterprise.</p> </li><li> <p>Establishes standards and provides oversight for all surveillance equipment to ensure compliance with all legal and regulatory requirements. Leads efforts to ensure efficient and cost-effective surveillance operations based on research and recommendations for enhancements to surveillance and investigation technology.</p> </li><li> <p>Establishes and maintains detailed business continuity plans, to include, but are not limited to, operational processes, staffing levels and technological safeguards.</p> </li><li> <p>Develops and manages the Surveillance department annual technology, operating and capital expenditure budget to ensure it is consistent with enterprise strategic objectives and is within plan.</p> </li><li> <p>Assumes other responsibilities, duties, tasks and assignments that contribute to the mitigation or response to any public health emergency.</p> </li><li> <p>Performs other duties as assigned to support the e?cient operation of the department.</p> </li></ol> <p>SUPERVISORY RESPONSIBILITIES</p> <p>Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles.</p> <p>EDUCATION, EXPERIENCE AND QUALIFICATIONS</p> <ul> <li> <p>Bachelor's degree in Criminal Justice, Business Management, or a related field required.</p> </li><li> <p>Minimum twelve (12) years surveillance experience in a gaming environment, including extensive knowledge of casino table games and procedures, advantage play and cheats, slot operations and procedures, and cage operations and procedures, including count room required.</p> </li><li> <p>Minimum ten (10) years progressive management experience required.</p> </li><li> <p>Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.</p> </li></ul> <p>KNOWLEDGE, SKILLS AND ABILITIES (KSA)</p> <ul> <li> <p>Comprehensive operational and technical knowledge of surveillance and security systems required.</p> </li><li> <p>Must have an excellent grasp of casino regulatory internal minimum control standards, whether in commercial or Tribal gaming.</p> </li><li> <p>Must be culturally competent and effective in a multi-cultural environment.</p> </li><li> <p>Strong leadership and people management skills with the ability to communicate change effectively, overcome resistance, and build commitment required.</p> </li><li> <p>Must be able to effectively present information and respond to questions and/or concerns from leadership, staff, customers, public groups, regulatory agencies, and/or the Tribal Council.</p> </li></ul> <p>LICENSES, CERTIFICATIONS AND REGISTRATIONS</p> <ul> <li> <p>At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.</p> </li><li> <p>Certification as a Certified Surveillance Professional (CSP) is highly preferred.</p> </li><li> <p>Authorized Driver: Role requires operation or driving of Tribe-owned vehicles or driving patron vehicles. A valid driver's license with an acceptable driving record as determined by the insurance carrier is required.</p> </li></ul> <p>PHYSICAL REQUIREMENTS/ WORKING CONDITIONS - ENVIRONMENT</p> <p>The physical demands and working environment described here are representative of those that an employee encounters and must be met by an employee to successfully perform the essential functions of this job.</p> <ul> <li> <p>Primary work environment is in a climate-controlled office setting.</p> </li><li> <p>Work requires travel to attend meetings, trade shows, and conferences.</p> </li><li> <p>Incumbents may be required to work evening, weekend and holiday shifts.</p> </li><li> <p>Must be able to work in a fast-paced, high-demand environment.</p> </li><li> <p>Strength sufficient to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects and/or move up to 40 pounds occasionally.</p> </li><li> <p>Sedentary work: involves sitting most of the time.
