<p>Salary Grade</p> <p>Case Western Reserve University is committed to providing a transparent estimate of the salary range available for this position at the time of its posting. The salary range is between $52,705 and $66,672, depending on qualifications, experience, department budgets, and industry data.</p> <p>Employees receive more than just a paycheck. University employees enjoy a comprehensive benefits package that includes excellent healthcare, retirement plans, tuition assistance, paid time off, and a winter recess.</p> <p>Job Description</p> <p>POSITION OBJECTIVE</p> <p>Working independently, the Training and Workforce Planning Manager will be responsible for the design, implementation, and management of comprehensive training and professional development programs. This includes conducting workforce analysis, identifying skill gaps, team-building, process improvement, strategic planning, innovative workforce strategies, assisting in reorganization efforts, and acting as a mediator.</p> <p>ESSENTIAL FUNCTIONS</p> <p>Training and Development</p> <ul> <li>Design, implement, and evaluate training programs and development initiatives to enhance organizational capability and leadership effectiveness that support faculty, staff, supervisors, and administrators. Assist the Training Manager with the design and facilitation of the university's staff training and professional development opportunities, both in person and remotely (e.g., webinars, Zoom, etc.) (15%). </li><li>Design and facilitate team-building activities and change management workshops to enhance team cohesion, communication, and adaptability in response to organizational restructuring. Also, develop customized training programs to address the specific needs of the staff (10%). </li><li>Conduct comprehensive client needs analysis; identify and assess training needs within the university; develop and customize team-building programs tailored to the unique needs and goals of each team; lead and facilitate team-building activities, workshops, and retreats. Determine education, training, and development priorities based on assessed needs, business impact, and available resources. Consult with managers and supervisors and/or conduct surveys and focus groups. Assess the work environment's readiness to support specific training or development needs to address issues. Design, develop, and implement a variety of training products and promotional materials. Evaluate training effectiveness to ensure that the course meets its objectives and is measured and evaluated to understand how learning impacts business results (7%). </li><li>Facilitate instructor-led workshops designed to develop or enhance an employee's knowledge, skill, or ability level in the areas of job performance enhancement, interpersonal and/or human relations areas (5%). </li><li>Research and develop new training techniques and suggest enhancements to existing training programs. Source and implement technology to improve training administration, supplement or replace classroom training, and support performance improvement (5%). </li><li>Evaluate the effectiveness of training programs through feedback, assessments, and performance metrics to continuously improve offerings (2%). </li><li>Manage the internal marketing, promotions, communication, and publications for the Professional Development Center's training, programs, and services. Assist with vendor management, facility reservations, registration, communications, and evaluation of program effectiveness. Ensure high-level goals are achieved (3%). </li><li>Develop and maintain a comprehensive list of professional development opportunities across campus, as well as specific outside resources (e.g., LinkedIn Learning, Academic Impressions, etc.) that address career growth with hard and soft skills. Identify opportunities to partner with other departments on campus to enhance offerings and bring expertise on emerging topics (3%). </li><li>Assist with the preparation of annual HR university events (e.g., Employee Appreciation Day, Staff Service Awards, Professional Development Day, Party on the Quad, etc.) and actively participate in these events on the day of the event (7%). </li><li>Maintain content on the Human Resources Professional Development Center's website (3%). </li><li>Collaborate with schools and staff groups (e.g., Human Resources Administrators, Staff Advisory Council, etc.) to identify training and workforce development needs (5%). </li><li>Prepare and present data reports as needed (including monthly and quarterly reports and annual data) (2%). </li></ul> <p>Staff Support / Mediator</p> <ul> <li>Work with staff and supervisors through a respectful process of problem resolution and maintain constructive relationships in the work environment as needed. Conduct analysis and recommend solutions to specific individual problems or cases. Provide accurate information to all involved parties to ensure that all are aware of applicable complaint procedures. Answer questions of a substantive nature on mediation. Provide written notification to the parties and conduct timely follow-up to assure commitments resulting from mediations are met. Analyze the underlying forces and practices that cause problems and recommend corrective measures to eliminate the root cause. Follow established policies and procedures for conducting mediation. Develop and present ideas or processes to gain acceptance and participation by unreceptive audiences (5%). </li></ul> <p>Workforce Planning</p> <ul> <li>Conduct workforce analysis to identify skills gaps, staffing trends, and potential challenges (5%). </li><li>Collaborate with other areas in Human Resources on recruitment, retention, and succession planning efforts to support long-term workforce stability (7%). </li><li>Serve as a consultant in the reorganization and restructuring process of departments and/or management centers. Analyze demographics to ensure legal compliance with ADEA/EEO and other federal, state, and local laws. Participate in reorganization notifications to affected staff when necessary (10%). </li><li>Conduct research to identify best practices for training and workforce planning (5%). </li></ul> <p>NONESSENTIAL FUNCTIONS</p> <ul> <li>Participate in training sessions, staff meetings, and team projects (<1%). </li><li>Serve as a university representative for the Human Resources department in expertise (<1%). </li><li>Provide feedback and recommendations annually on Professional Development policies and procedures (<1%). </li><li>Perform other duties as assigned (<1%). </li></ul> <p>CONTACTS</p> <p>Department: Daily frequent contact with the Professional Development staff. Regular contact with Human Resources staff.</p> <p>University: Daily contact via phone, in-person, and e-mail with schools, departments, and staff throughout the university.</p> <p>External: Regular contact with vendors as appropriate.</p> <p>Students: Little to no contact with students.</p> <p>SUPERVISORY RESPONSIBILITIES</p> <p>No direct supervisory responsibility.</p> <p>QUALIFICAITONS</p> <p>Experience: 3 or more years of related experience in adult learning related to teaching and delivery of educational materials.</p> <p>Education: Bachelor's degree in a related field (such as Organizational Development, Management, Human Behavior, Psychology, Sociology, Communication, Public Relations, or a related field) required. Coaching certification and mediation experience is a plus.</p> <p>REQUIRED SKILLS</p> <ul> <li>Familiarity with training and adult learning concepts, practices, and procedures. </li><li>Ability to develop and implement effective training programs; utilize sound instructional design principles and tools to create effective and engaging webinars, online courses, and instructor-led courses. </li><li>Ability to conduct effective client needs assessment and evaluation methodology. </li><li>Ability to form effective partnerships with clients and establish rapport with others. Fosters team spirit and cooperation. </li><li>Exceptional mentoring and training skills. </li><li>Excellent oral and written communication skills required. Ability to communicate clearly and provide timely and accurate information. </li><li>Excellent interpersonal skills. Ability to listen and communicate with professionalism and courtesy. Encourages open expression of ideas and opinions. </li><li>Strong customer service skills; models and reinforces customer service behaviors and treats others with respect and courtesy. </li><li>Excellent problem resolution skills. Able to deal with frequent change, delays, or unexpected events. </li><li>Demonstrates accuracy, thoroughness, and attention to detail; seeks to improve and promote quality. </li><li>Working knowledge of Microsoft Office applications (i.e., Word, Excel, PowerPoint); prefer knowledge of HR information systems (i.e., PeopleSoft and/or Oracle HR database system) and Drupal web page maintenance. </li><li>Ability to work independently and as part of a team. </li><li>Demonstrated history of successful support, education, and advocacy for all students, aligned with the values, mission, and messaging of the university, while adhering to the staff policy on conflict of commitment and interest. </li><li>Ability to meet consistent attendance. </li><li>Ability to interact with colleagues, supervisors, and customers face to face. </li></ul> <p>WORKING CONDITIONS</p> <p>General office working environment.</p> <p>Hybrid Eligibility</p> <p>This position is eligible for hybrid work arrangement up to two remote days per week at the discretion of the department.
