<p>Salary Range: $57,346 - $71,682</p> <p>This is an exempt position. Pay rates are based on education, skill, experience level and internal equity.</p> <p>Follow Your Calling, Find Your Career</p> <p>The Finance Department is a team of professionals that are tasked with functions including capital and debt planning, investments, accounting, payroll, procurement, grant management and payables along with providing additional fiscal support to departments across the County. The Ideal candidate will perform professional and complex accounting work involving the preparation and/or maintenance of financial or related records. This position, under minimal supervision, is responsible for establishing and maintaining financial records which may include budgets, expenditures, and revenues. Prepare, review, analyze, and submit a variety of complex and/or special reports, reconciliations, work papers, communications, schedules, tables, and/or statements to and from internal departments, financial institutions, and external agencies.</p> <p>POSITION SUMMARY</p> <p>Perform professional and technical accounting work for an assigned area or County department. This position, under general supervision, is responsible for preparing projections, financial reports and budget documents ensuring compliance with local ordinances and state statutes. This position is in the Finance Department-Department Financial Services Division, Revenue & Grants Management team. In partnership with other Accountants works with assigned County departments to prepare and monitor federal, state, and private grants.</p> <p>ESSENTIAL FUNCTIONS</p> <ul> <li>Prepare, review, analyze, and submit a variety of reports, reconciliations, communications, schedules, tables, and/or statements to and from internal departments, financial institutions, and external agencies </li><li>Resolve moderately complex reconciliations and account analysis problems requiring in-depth research </li><li>Audit, compile, calculate, and analyze a variety of financial data and transactions </li><li>Participate in developing and implementing financial procedures related to data accumulation, reporting, and archiving. </li><li>Maintain records of account entries by compiling and analyzing accounting activities </li><li>Oversee specific accounting operations, or a complex segment of the accounting function </li><li>Coordinate with other departments to assess needs and requirements for accounting matters </li></ul> <p>MINIMUM QUALIFICATIONS</p> <p>Experience: Minimum of three years in Accounting or Finance.</p> <p>Education: Bachelor's degree in Accounting, Finance or Business Administration</p> <p>Combination of relevant education and relevant experience accepted: Yes</p> <p>Licenses and Certifications</p> <p>May require a North Carolina or South Carolina Driver's License</p> <p>PREFERRED QUALIFICATIONS</p> <ul> <li>Strong preference for experience with state/federal grant management and reimbursement preparation. </li><li>Experience with accounts receivable and accounts payable </li><li>Experience with cash handling, recording cash receipts, and bank reconciliation </li><li>Experience with month & year end account reconciliations </li><li>Experience preparing financial reports </li><li>Financial systems experience, specifically AMS Advantage, BOA CashPro, OnBase systems are a plus </li><li>Excellent organizational, problem-solving, and communication skills </li><li>Intermediate to advanced level MS Excel skills, including Excel data mining </li><li>Ability to meet hard deadlines </li></ul> <p>KNOWLEDGE, SKILLS, AND ABILITIES</p> <p>Knowledge of</p> <ul> <li>Budgetary principles </li><li>Federal, State, and local laws, rules, and regulations </li><li>Governmental accounting procedures and principles </li><li>Arithmetic, algebra, geometry, calculus, statistics, and their applications </li><li>Economic and accounting principles and practices, the financial markets, banking and the analysis and reporting of financial data </li><li>Principles and processes for providing customer service </li></ul> <p>Skills</p> <ul> <li>Proficiency in financial analysis and financial reporting </li><li>Interpretation of financial documents </li><li>Qualitative and quantitative analysis </li><li>Understanding written sentences and paragraphs in work related documents </li><li>Talking to others to convey information effectively </li><li>Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems </li><li>Using mathematics to solve problems </li></ul> <p>Abilities</p> <ul> <li>Building Partnerships: Identifying opportunities and taking action to build strategic relationships between one's area and other areas, teams, departments, units or organizations to help achieve business goals </li><li>Communication: Clearly conveying information and ideas through a variety of media to individuals or groups in a manner that engages the audience and helps them understand and retain the information provided </li><li>Decision Making: Identifying and understanding issues, problems and opportunities; comparing data from different sources to draw conclusions; using effective approaches for choosing a course of action or developing appropriate solutions; taking action that is consistent with available facts, constraints, and probable consequences </li><li>Developing Others: Planning and supporting the development of individuals' skills and abilities so that they can fulfill current or future job/role responsibilities more effectively </li><li>Formal Presentation: Presenting ideas effectively to individuals or groups; delivering presentations suited to the characteristics and needs of the audience </li><li>Information Monitoring: Setting up ongoing procedures to collect and review information needed to manage an organization or ongoing activities within it </li></ul> <p>COMPUTER SKILLS</p> <ul> <li>Intermediate in various computer applications including Microsoft Office </li><li>Advanced in Microsoft Excel </li></ul> <p>REASONABLE ACCOMMODATIONS STATEMENT</p> <p>To accomplish this job successfully, an individual must be able to perform, with or without reasonable accommodation, each essential function satisfactorily.
