<p>Type:Full TimeSalary/Pay Rate:$60,000-$72,000/yearPosted Date:05/29/2025</p> <p>Recycling Division</p> <p>Position Summary</p> <p>Position is responsible for planning, implementation, and monitoring of solid waste disposal methods. Position promotes the recovery of reusable materials through recycling. Position is responsible for the administration of mandated programs and state grants. Position operates under the authority of the State Solid Waste Management Act; provides for environmentally safe disposal of Solid Waste. Position partakes in Clean Community Association of New Jersey Recyclers (ANJR) and coordinates Clean Community activities related to the county road system and litter abatement education. Position develops and implements recycling initiatives and education outreach to schools, civic organizations, and the general public. Position contracts for outside professional services for collection and disposal of residentially generated hazardous materials at collection events. Position is responsible for compliance with all state and federal record keeping requirements. Prepares the annual recycling report for 10 Somerset County towns and as such must possess the Certified Recycling Professional (CRP) certification.</p> <p>Essential Functions</p> <ul> <li>Directs and coordinates activities concerned with solid waste disposal. </li><li>Assists in ensuring that solid waste, recycling, and composting activities are in compliance with public health and environmental considerations and regulations and laws. </li><li>Responsible for educating, planning, and directing the County Solid Waste Advisory Council according to New Jersey State Statutes. </li><li>Administers amendments to the County Solid Waste Management Plan. </li><li>Plans, schedules, inspects sites and contracts for outside professional services for the collection and disposal of residentially generated hazardous waste, assuring compliance with all state and Federal requirements. </li><li>Prepares bid specifications, review of bid documents and recommends contractors for Household Hazardous Waste Disposal program and solid waste consultants. </li><li>Preparation of an operational budget; determines resource needs (monetary and equipment), allocating resources, and accounting for their effective use. </li><li>Consults with concerned officials for the purpose of expanding and improving the composting and recycling activities to make them more effective. </li><li>Supervises and participates in the preparation and distribution of informational materials to promote recycling and composting programs and to stimulate resident participation. </li><li>Addresses business, fraternal, educational, and civic groups concerning the goals of the programs and to enlist their support, help, and cooperation. </li><li>Conduct studies to evaluate the effectiveness of programs and to determine the most economical method of recycling and composting various materials. </li><li>Acts as County's liaison to NJDEP (Solid & Hazardous Waste Division). </li><li>Responsible for marketing all residential recycling materials, bid specifications, review of bids and administration of recycling contracts. Works with municipal recycling coordinators to ensure coordination of local and county recycling programs. </li><li>Works in conjunction with the Health Department to ensure solid waste enforcement coincide with the County Solid Waste Management Plan. </li><li>Works with the Director of Recycling in promoting and maintaining a strong recycling representation throughout the County, including but not limited to, all businesses, schools, and residents. </li><li>Performs other duties assigned by the Director of Public Works </li><li>Performs other duties assigned by the Director of Recycling </li></ul> <p>Essential Qualifications</p> <ul> <li>BS Degree or combination of college education and 5 years of direct experience in solid waste and recycling management and program management. </li><li>Must possess credentials as a Certified Recycling Professional in the State of New Jersey. </li><li>Position will obtain membership with New Jersey Household Hazardous Waste Coordinators, (ANJHHWC). </li><li>Must possess a valid NJ driver's license. </li></ul>
