<p>Position Overview</p> <p>Full performance level under administrative direction requiring thorough knowledge of workforce and economic development programs, human services programs and labor market information in order to develop, coordinate and implement Workforce Development Services plans, policies and objectives, and comprehensive social service programs. Supervise staff delivering services to customers and assessing their needs to identify appropriate agency, community, government or private programs to engage customer needs. Serve in informational and liaison capacity.</p> <p>Summary of Job Duties</p> <p>Develops and implements Business Services plans, programs, policies and procedures, initiates contact, develops and coordinates relations with business, community and public organizations with the Business Solutions Center, Workforce Development and Community & Economic Development; examines business resources need, coordinate Business Services policy and assigns available resources to meet department requirements. Conducts meetings in order to ensure continuity of programs, policies and procedures; completes employee evaluations as required; engages in coaching, mentoring and staff development activities; performs administrative, supervisory tasks; monitors and recommends process improvements to achieve department performance goals on an ongoing basis; provides regular reports to management on progress towards performance goals.</p> <p>Coordinates, reviews and evaluates programs and all phases of client service processes and makes recommendations to executive management regarding procedures, policies, staff training and development, procurement of additional resources, equipment or services; prepares and maintains records and reports; shares information and problem-solving techniques. Establishes and maintains positive working relationships with customers, co-workers and outside service affiliates; supervises, trains and evaluates assigned employees. Responds to all public inquiries; resolves complaints; assists other units in the absence of a coordinator or supervisor (e.g., handles personnel issues, attendance and distribution of work); delivers all training content related to program components, policies, procedures and related programmatic changes.</p> <p>Provides assistance to consumers eligible for Workforce Innovation Opportunity Act (WIOA) training services, Comprehensive Case Management Employment Program (CCMEP) Career services, Work Experience Program (WEP) Ohio Worker Incentive Program (OWIP) services, and Ohio Works First Prevention Retention and Contingency funded training. Provides information for those seeking information regarding the WIOA Youth Program as well as immediate employment with local employers. Manages the planning and implementation necessary for systems & procedures to facilitate the functioning of the work; make recommendations relative to programs specifically in relation to the Workforce Innovation and Opportunity Act to ensure program compliance; prepares reports for distribution to agencies at the local and state levels.</p> <p>Analyzes case activity based upon contributions; conducts meetings in order to ensure continuity of programs, policies and procedures; monitors and recommends process improvements to achieve CCMEP and WIOA "Common Measures" performance goals on an ongoing basis; provides regular reports to management on progress towards performance goals.</p> <p>Performs administrative tasks related to budgeting (e.g., prepares budget program for department, evaluates funding, recommends and oversees expenditures, develops budgets), designs and develops record keeping systems. Assures compliance with all federal, state, and local statutes, regulations, protocols and processes relative to the administrative and fiscal management of the Workforce Division; ensures that all programmatic changes are implemented within the bounds of all applicable statutes and/or rules of local, states and federal agencies.</p> <p>Develops and presents educational programs to the community; engages and educates community organizations and employers about Workforce Programs; oversees coordination of programs/services; acts as liaison between various program vendors, employers and community organizations.</p> <p>Maintains knowledge of Business Services programs and related services. Represents and advocates for the department on state and local committees and/or work groups; attends meetings, conferences, training programs and provides community outreach services.</p> <p>(Performs Related Duties as Required)</p> <p>Minimum Qualifications and Requirements</p> <p>Bachelor's Degree in Social Work, Human Resources, Human Services, Public Administration, Social Services, Liberal Arts, Business or related field plus two (2) years of experience as a team lead or project manager or Associate Degree in Human Resources, Human Services, Public Administration, Social Services, Liberal Arts, Business or related field plus four (4) years of experience as a team lead or project manager or a minimum of eight (8) years of experience in recruitment, eligibility determination, job coaching, workforce planning, business development, project management or directly related field or alternative, equivalent evidence of the minimum class requirements.</p> <p>Must maintain a current, valid United States driver's license with an acceptable driving record.</p> <p>Positions are contingent upon the availability of funds and tasks are specific to funding that supports the position.</p>
