This employee assists a Lieutenant in the supervision of deputies on an assigned shift, in an assigned division. Work includes briefing deputies on assignments, answering complaints, investigating disturbances, prisoner transportation, serving legal documents, assisting in investigation operations, reviewing cases, observing work to ensure that it meets acceptable standards, investigating crimes, serving a lead role, assuming field command duties, serving civil documents. Work is performed under the general supervision of a Lieutenant.</p> <p>Essential Duties and Responsibilities</p> <ul> <li> <p>Plans, organizes, directs, coordinates and supervises the activities of assigned Deputies in the Department; assigns, trains, and inspects the work of staff and develops staff schedules.</p> </li><li> <p>Responds to calls for service; operates a patrol car to observe for violations of laws, suspicious activities or persons and disturbances of law and order on an assigned shift.</p> </li><li> <p>Assists with conducting investigations of crimes; interviews victims and witnesses, secures property and evidence and documents facts and incidents, searches homes and personal property.</p> </li><li> <p>Serves civil process papers, warrants, summons, subpoenas, court orders, and makes arrests; testifies in court.</p> </li><li> <p>Enforces court orders, traffic and criminal laws, issues citations or makes arrests for violations, and directs traffic for special events.</p> </li><li> <p>Serves injunctions and maintains order at strikes</p> </li><li> <p>Processes documents for service</p> </li><li> <p>Contacts attorneys, defendants, plaintiffs, applicants, references, members of the general public by telephone and any other means required</p> </li><li> <p>Secures property</p> </li><li> <p>Responds to inquiries from and assists the public as necessary</p> </li><li> <p>Prepares and processes various records and reports; reviews reports submitted by assigned personnel for accuracy and completeness; maintains files.</p> </li><li> <p>Transports prisoners to/from other facilities.</p> </li><li> <p>Serves as instructor providing department in-service training as assigned and qualified.</p> </li><li> <p>Performs assigned court service and security duties</p> </li><li> <p>Conducts Sheriff's sales for levied and seized property.</p> </li><li> <p>Maintains building security</p> </li><li> <p>Performs security checks</p> </li><li> <p>Maintains courtroom security</p> </li><li> <p>Conducts foot patrols</p> </li><li> <p>Performs levies and holds personal property sales</p> </li><li> <p>Conducts Sheriff's sales</p> </li><li> <p>Serves bench and arrest warrants</p> </li><li> <p>Serves Protection Orders including weapons seizures and exclusions</p> </li><li> <p>Receives, investigates, issues, and denies licenses issued through the department</p> </li><li> <p>Posts notices</p> </li><li> <p>Serves as a representative of the department at various civic and public functions while always conducting themselves in a professional manner regardless of being on duty or off</p> </li><li> <p>Performs a variety of special tasks and duties such as desk officer, court security, etc. or other special assignments as qualified and assigned.</p> </li><li> <p>Ensures quality, effectiveness, and efficiency of unit activities and safety measures</p> </li><li> <p>Supervises emergency response to serious incidents and directs and coordinates activities.</p> </li><li> <p>Develops and implements staff training and development plans to provide cross training of employees, specific job related training, and other approaches for staff development.</p> </li><li> <p>Performs inspections of facilities, vehicles, and equipment for safety and/or performance hazards</p> </li><li> <p>Provide assistance to other law enforcement and County agencies when required</p> </li><li> <p>Directs the work of subordinate employees and ensures adherence to policies and procedures</p> </li><li> <p>Investigates and reports infractions of policies and procedures violations to higher ranking members of the department</p> </li></ul> <p>Required Knowledge, Skills and Abilities</p> <ul> <li> <p>Thorough knowledge of the laws and regulations relating to law enforcement administration.</p> </li><li> <p>Thorough knowledge of department policies and procedures.</p> </li><li> <p>Thorough knowledge of applicable state and federal laws and local ordinances.</p> </li><li> <p>Ability to analyze complex law enforcement problems and to adopt quick, effective, reasonable courses of action with due regard to surrounding hazards and circumstances.</p> </li><li> <p>Ability to communicate effectively with coworkers and the public.</p> </li><li> <p>Knowledge of English grammar, punctuation and spelling.</p> </li><li> <p>Ability to prepare and submit reports and correspondence.</p> </li><li> <p>Ability to understand and follow detailed oral and written instructions.</p> </li><li> <p>Ability to relay information accurately from one source to another.</p> </li><li> <p>Ability to exercise sound judgments during the performances of their duties.</p> </li><li> <p>Ability to maintain firearms qualification as required by the Sheriff.</p> </li><li> <p>Ability to perform within prescribed office procedures and practices and knowledge of operation of relevant equipment.</p> </li><li> <p>Knowledge of Pennsylvania Criminal and Procedural Law.</p> </li><li> <p>Ability to establish and maintain effective working relationships with County officials and other law enforcement agencies, associates and the general public.</p> </li><li> <p>Thorough knowledge of Microsoft office applications i.e. Excel, Word</p> </li></ul> <p>Minimum Qualifications</p> <ul> <li>High School Graduate or equivalent. </li><li>Pa. Act2 Certification or waiver as mandated by Commonwealth Law </li><li>Must have a minimum of two (2) years' experience in Law Enforcement </li></ul> <p>The County of Luzerne is an EEO/ADA Employer</p> <p>I. Medical Insurance</p> <p>The coverage begins for the employee the on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Cost to the employee to participate in the plan varies by the coverage selection and the number of dependents; and may be subject to collective bargaining agreement. The employee may also elect to opt out of the County's medical insurance if proof of coverage is provided. Under this arrangement, the employee is provided with an annual opt out payment.</p> <p>II. Vision and Prescription</p> <p>The coverage begins for the employee on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Life Insurance</p> <p>A $50,000 life insurance policy is afforded to full-time employees, unless specified differently in a collective bargaining agreement. It remains in effect as long as the employee is actively employed and terminates upon resignation or retirement.</p> <p>V.
