<p>This is a limited continuous filing exam. Next filing cut-offs are at 5:00 pm on: </p> <p>5/21/25, 6/4/25 (Final)</p> <p>Level I: $5,357.50 - $6,512.83 Monthly</p> <p>Level II: $5,893.42 - $7,163.58 Monthly</p> <p>The Personnel Specialist series is distinguished from other clerical classes in that incumbents in this series perform complex, specialized clerical duties processing actions in the County's main personnel and payroll system 50% or more of the time. The clerical duties involve more responsibility than only data entry of personnel and payroll information. </p> <p>Personnel Specialist (Level I) is the entry level in the Personnel Specialist series. This class is distinguished from Personnel Specialist (Level II) in that it does not require prior personnel/payroll experience. Incumbents acquire the necessary personnel knowledge and skills through on-the-job training.</p> <p>Personnel Specialist (Level II) is the journey level in the Personnel Specialist series. This class is distinguished from other clerical classifications in that it requires the application and knowledge of personnel rules, regulations, and procedures, including personnel actions, payroll, insurance, examination scheduling or processing, or certification of eligibles. Work at this level requires prior extensive personnel/payroll experience. This class is distinguished from the lower class of Personnel Specialist (Level I) in that this class is the full journey level, whereas the Personnel Specialist (Level I) is the entry level. This class is also distinguished from the Senior Personnel Specialist in that the latter is a lead worker class.</p> <p>Knowledge of</p> <ul> <li>Fundamentals of office procedures and organization </li><li>Principles, procedures, and practices of payroll and personnel recordkeeping </li><li>Rules, regulations, and procedures affecting the personnel functions, including the Civil Service Commission Rules, Personnel Ordinance, Salary Ordinance, and other governing documents </li><li>Principles, practices, and procedures of statistical recordkeeping </li></ul> <p>Ability to</p> <ul> <li>Understand, interpret, analyze and apply governing personnel rules and regulations, including County Charter, County Personnel Ordinance, Civil Service Commission Rules, Personnel Policies and Procedures, and labor contract provisions </li><li>Perform clerical work involving independent judgment, and requiring accuracy and speed </li><li>Meet deadlines under pressure of interruptions </li><li>Perform detailed and accurate review of personnel transaction information, forms, and reports </li><li>Elicit information from applicants and employees </li><li>Deal tactfully and courteously with other employees and the general public </li><li>Compose routine correspondence from notes or verbal instructions </li><li>Operate computers and standard office equipment and machines </li><li>Develop complex computer spreadsheets and use databases </li><li>Perform arithmetic calculations </li></ul> <p>Minimum Qualifications </p> <p>Personnel Specialist (Level I)</p> <p>Either: 1. One year of clerical experience that involved processing personnel, accounting, and/or payroll actions.</p> <p>Or: 2. Two years of general clerical experience which included working with computer spreadsheets and databases.</p> <p>Personnel Specialist (Level II)</p> <p>Either: 1. One year as a Personnel Specialist (Level I) in Sacramento County service.</p> <p>Or: 2. Two years of clerical experience that involved processing personnel, accounting, and/or payroll actions using computer spreadsheets and databases.</p> <p>Note: The level at which initial appointments to the class of Personnel Specialist are made, and advancement from the lower to the higher level of this class (Level I to Level II), is at the discretion of the appointing authority, providing the minimum qualifications are met.</p> <p>Note: If the word "experience" is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.</p> <p>Special Requirements</p> <p>Some positions in this class series may require the ability to speak, read, and write fluently in a language other than English.</p> <p>Probationary Period</p> <p>The probationary period for this classification is six (6) months.</p> <p>APPLICATION</p> <p>Qualified applicants are encouraged to apply immediately. The candidate's application or other materials will not be included in this examination. Therefore, the candidate's responses to the supplemental questionnaire should be thorough, detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.</p> <p>All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their governmentjobs.com inbox. Applicants achieving a passing score will be placed on the eligible list in rank order.
