<p>Position Summary</p> <p>The Rural Health Transformation Program (RHTP) is a complex, multi-year cooperative agreement funded by the federal government to improve access, outcomes and infrastructure for rural health systems across Wisconsin. The funds awarded to Wisconsin under RHTP included $3 million per grant year for a Public Intervenor Program within OCI to provide enrollment assistance, assist consumers with prior authorization challenges and health claim denials, and otherwise provide support to rural Wisconsinites utilizing health insurance to access care.</p> <p>The Public Intervenor Program will have two dedicated staff positions at OCI; this Program and Policy Analyst, Advanced and a Staff Attorney. OCI will also contract with service providers to assist rural consumers with enrollment, support them in accessing key preventive health care resources, help them navigate prior authorization, advocate for them in claim denial appeals, and provide other critical health insurance support within the purview of RHTP. These enrollment and health care utilization services will be available to rural Wisconsinites with individual, small group, large group, Medicare, or Medicaid coverage.</p> <p>Under the direction of the Director of Public Affairs, the Program and Policy Analyst, Advanced will provide grant oversight to ensure compliance with federal government and DHS expectations, collaborate with rural stakeholders to understand the challenges facing their patients and policyholders, and develop the program's policy and procedures. The position will be responsible for developing materials for an RFI, RFP, or other documentation for contracting with service providers and overseeing the process for contracting with selected providers for enrollment and claims resolution support, as needed. The position will also be responsible for strategic planning, reporting and continuous quality improvement, and advising agency leadership on the progress of the Public Intervenor Program to ensure its success.</p> <p>This role also involves collaboration with a variety of external stakeholders and strategic public communications to highlight the work of the program.</p> <p>For more information, please view the complete position description.</p> <p>Salary Information</p> <p>This classification is assigned to pay schedule/range 07-03. Starting salary for the Program and Policy Analyst, Advanced will be between $41.00 - $45.67 per hour depending on qualifications, plus excellent benefits. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan at the time of hire.</p> <p>Job Details</p> <p>Due to the nature of the position, OCI will conduct background checks on applicants prior to selection. OCI does not sponsor visas and is not an eligible OPT employer for those with F1 visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.</p> <p>This position has potential for a combination of remote and in-person work after an initial training period has been completed.</p> <p>.</p> <p>Qualifications</p> <p>It is critically important that your application materials clearly describe your experience related to the stated job qualifications.</p> <p>Minimally qualified applicants will have education, training, or experience with each of the following:</p> <ul> <li>Developing policies and designing new programs, projects, or initiatives in collaboration with internal and external stakeholders </li><li>Interpreting state and federal laws, regulations, and programs specifically related to health insurance, health care delivery, or a related field </li><li>Monitoring progress, evaluating outcomes, and making strategic decisions to ensure success of complex public-facing service-delivery programs or initiatives </li></ul> <p>In addition, well-qualified applicants will have experience with one or more of the following:</p> <ul> <li>Working with federal grant programs, contracted service providers, and key internal stakeholders </li><li>Providing policy and procedural support to administer, monitor, closeout, and report on federal grants </li><li>Managing complex projects and developing and executing methods to ensure compliance with regulatory guidelines </li></ul> <p>How To Apply</p> <p>The steps to apply online are quick and easy!
