<p>General Definition of Work</p> <p>The Executive Director of Pre-Kindergarten Programs & Services, under minimal supervision, performs senior-level work with extentsive decision-making discretion administering the district Bright Beginnings Pre-K program and the North Carolina Pre-K programs in CMS classrooms and child development centers. Employee oversees work to ensure research-based curriculum is used in Pre-K programs, leveraging state and federal monitoring tools, and audits to confirm program compliance. Employee performs district-level work to carry out Board of Education policies under the direction of the Associate Superintendent, Learning and Teaching.</p> <p>Qualifications</p> <p>To perform this job successfully, an individual must be able to perform each essential function satisfactorily. Charlotte- Mecklenburg Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.</p> <p>Essential Functions</p> <ul> <li>Adhere to all state, federal, and local laws, policies, and procedures </li><li>Adhere to childcare standards (ECERS) to ensure quality classroom environments </li><li>Lead, manage, supervise, and evaluate assigned programs/staff in the district </li><li>Collaborate in the development of strategic plans to meet the objectives set forth by the Superintendent and the Board of Education </li><li>Monitor and lead multiple pre-k programs, including policy, process and program development, strategic planning, budget management, and compliance </li><li>Develop, administer, and manage the operating budgets for all district pre-k programs; ensure compliance with all funding sources (local, federal, and state) </li><li>Develop and implement student recruitment plans for pre-k programs </li><li>Engage with internal and external stakeholders to support early education initiatives for schools and child development centers </li><li>Maintain a collaborative relationship with the NC Governor's Office (and the Office's communication liaisons) and the Department of Health and Human Services (DHHS) to sustain effective pre-k programs in the district </li><li>Monitor program effectiveness across the district. Identify and implement opportunities that improve effectiveness and efficiency </li><li>Consult principals and district administrators in the implementation and evaluation of pre-k programs </li><li>Develop, implement, and monitor reporting to inform decisions strategy, effectiveness, monitor enrollment/applications, and maintain compliance </li><li>Interpret student achievement data to inform program decisions </li><li>Complete local, state, or federal surveys and reports accurately and promptly (including state and federal compliance monitoring tools and audits) </li><li>Collaborate across the division to ensure the cohesion and integration of the instructional work across the district in service to the schools </li><li>Create an inclusive environment with positive communication/public relations </li><li>Perform related work as assigned or required </li></ul> <p>Knowledge, Skills, Abilities</p> <ul> <li>Comprehensive knowledge of principles, practices, and procedures of public schools </li><li>Comprehensive knowledge of school board and administrator objectives, procedures, and organization </li><li>Thorough knowledge of federal, state, and local policies/regulations regarding pre-k programming and childcare standards (ECERS) </li><li>Thorough knowledge of county and school board policies, procedures, and standards </li><li>Knowledge of and experience with pre-k programming policies and procedures </li><li>Ability to maintain professional and emotional control under stress </li><li>Ability to reflect appropriate response to situations, while maintaining a professional and personal demeanor </li><li>Ability to learn and use specialized tools, equipment or software related to business needs </li><li>Ability to develop and monitor a budget </li><li>Ability to direct and evaluate the work of others </li><li>Ability to implement local, state, and federal rules, guidelines, and procedures into daily business operations </li><li>Ability to communicate effectively </li><li>Ability to reason, make judgments, and maintain effective working relationships </li><li>Ability to employ positive communication skills in all settings/mediums </li><li>Ability to problem-solve utilizing sound judgment </li><li>Ability to maintain confidentiality regarding school system business </li><li>Ability to develop related charts, graphs, reports, and records pertaining to school planning and strategy </li><li>Ability to take initiative, work independently, and exercise sound judgement </li><li>Ability to conceptualize, initiate, monitor, and evaluate new and/or current programs </li><li>Demonstrated ability to perform detailed work, planning, risk assessments, and associated risk mitigation actions </li><li>Demonstrated ability to work effectively in a deadline-driven, rapidly changing team environment </li></ul> <p>Education and Experience</p> <ul> <li>Bachelor's degree required </li><li>Master's degree in school administration, birth to Pre-K education (K-5), elementary education, or related field preferred </li><li>Valid North Carolina School Admin license preferred </li><li>Minimum of five (5) years' experience managing educational programming required </li><li>Equivalent combination of education and experience </li></ul> <p>Special Requirements</p> <ul> <li>Possess and maintain a valid driver's license or ability to provide own transportation </li><li>Travel to school district buildings and professional meetings </li></ul>
