<p>The Department of Environmental Services (DES) is seeking a Training Coordinator to support the training needs of the Water Pollution Control Bureau (WPCB). This position will be part of the DES Human Resources Team and report to the DES Administrative Services Manager.</p> <p>The WPCB has several pilot multigrade plans, each with specific requirements and timelines that must be coordinated and tracked. This position will be responsible for coordinating, tracking, and administering these plans; supporting the training, certification, and re-certification needs of all WPCB employees; and sourcing vendors and external training programs. This position will work closely with WPCB leadership, the HR Business Partner, HRD and subject matter experts (SMEs) to review and propose updates to the multigrade programs.</p> <p>Specific duties include:</p> <ul> <li>Plan, develop, implement, and evaluate training initiatives based on organizational needs and skill gaps: </li><li>Partner with SMEs and HRD to ensure content accuracy and relevance across all training materials. </li><li>Deliver educational sessions and oversee exam proctoring to support employee development. </li><li>Manage calendars, onboarding requirements, prerequisites, and training frequencies for smooth program execution. </li><li>Secure locations and materials, leveraging internal staff and countywide assets efficiently. </li><li>Serve as liaison with vocational schools and community organizations to expand training opportunities. </li><li>Handle SOWs (Statement Of Work), RFPs (Request For Proposals), ITBs (Invitation To Bid), and vendor agreements to support training initiatives. </li><li>Manage the Learning Management System (LMS), track completions, troubleshoot issues, and respond to training-related inquiries. </li><li>Oversee training expenditures, approve invoices, and ensure funding for fees, travel, and related costs. </li><li>Coordinate communications, assist with licensure processes, and maintain training records. </li></ul> <p>The ideal candidate will possess one or more of the following:</p> <ul> <li>Knowledge of training coordination, multigrade plans, and/or vendor management; </li><li>Writing and interpersonal skills to compose and edit reports, proposals, procedures, policies, recommendations to persuade or manage others; </li><li>Demonstrated ability to lead with confidence and diplomacy in environments with diverse and strong leadership perspectives </li><li>Problem solving skill to define problems and collect relevant information to recommend policy solutions; and/or </li><li>Knowledge of local government procedures and responsibilities. </li></ul> <p>Minimums:</p> <ul> <li>Bachelor's degree in public administration, business administration, training and organizational development, or other directly related field; plus </li><li>Some experience in public administration or experience directly related to training coordination. </li></ul> <p>Substitution:</p> <ul> <li>Additional qualifying experience can be substituted for the education requirement. </li><li>A Master's degree or higher may be substituted for some of the experience requirement. </li></ul> <p>Desirables: Preference may be given to applicants who possess one or more of the following:</p> <ul> <li>Professional certifications in Training & Development (e.g., ATD CPTD, APTD, CPLP, TWI, CLS), Instructional Design, and eLearning (e.g., Certified IDD, eLearning Guild membership, Articulate Storyline, Adobe Captivate), and/or Project Management Professional (PMP) certification; </li><li>Familiarity with change management methodologies (e.g., Prosci, Kotter): and/or </li><li>Experience working in a government or public sector environment. </li></ul> <p>Special Requirements</p> <p>A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.</p> <p>Working Conditions</p> <ul> <li>The worker primarily performs activities in an office environment with occasional field work. </li><li>The worker may be subject to hazards which includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, exposure to high heat, exposure to chemicals and/or biohazardous waste. </li><li>The worker may be subject to one more of the following conditions: Fumes, odors, dusts, mists, loud noises, gases or poor ventilation, oils, and other cutting fluids. </li><li>The worker may be required to wear common protective gear or safety equipment such as safety shoes, glasses, gloves, hearing protection, or hard hats. </li></ul> <p>Physical Requirements</p> <p>Sedentary Work: Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.</p> <p>Additional Information</p> <p>Work hours: 8:00 a.m. to 5:00 p.m., Monday through Friday.
