<p>The Louisiana Used Motor Vehicle Commission is created for the purpose of developing and advancing the independent used motor vehicle industry, promoting and stimulating its businesses, and encouraging fair business practices to strive for fair competition. Further, the commission understands its role in representing the consumers of used motor vehicles and seeks to protect their interests by strengthening the relationship between dealers and consumers, assisting in dispute resolution, maintaining education programs to promote industry standards, and assisting the office of motor vehicles in the enforcement of its laws related to used motor vehicle transactions.</p> <p>About this position:</p> <p>The Accountant Supervisor 2 will serve as Lead Financial Officer for the Louisiana Used Motor Vehicle Commission (LUMVC), reporting to the Board of Commissioners, Executive Director, and other executive staff, as well as serving as a member of the Leadership Team. The Accountant Supervisor 2 directs the fiscal functions and management of the LUMVC's budget and payroll, is responsible for the financial books and records of the agency, including preparation of periodic financial statements, for annual audit conducted in accordance with Generally Accepted Accounting Principles (GAAP), and to the extent applicable, Government Auditing Standards, and other required reporting. The Accountant Supervisor 2 will also be responsible for collaborating with senior management to establish standards and best practices that support the agency's strategic growth plan, as well as managing the overall financial reporting of the agency. This includes developing budgets and timely, accurate monthly financial statements, analyzing budget variances, and developing recommendations for improvements.</p> <p>The Accountant Supervisor 2 will lead accounting staff members and increase department accuracy and efficiency. Accountant Supervisor 2 will delegate, supervise, and participate in accounting department tasks, oversee the recording, tracking, and reporting of financial information, hire, train, and motivate accounting staff members, develop and implement department controls and procedures, and ensure that the department operates efficiently without sacrificing accuracy. Responsible for performing effective risk management and planning the organization's financial strategy. It is a very important and complex role since an organization can only survive if it actively investigates and safeguards its finances. Prepare reliable current and forecasting reports. Also, must be well-versed in all aspects of financial management, ranging from simple accounting to broad investment and banking operations</p> <p>To succeed as the Accountant Supervisor, you must have strong leadership and organizational skills, the ability to strategize and solve problems, and be analytical, detail-oriented, and honest. The ideal Accountant Supervisor should possess excellent interpersonal skills as well as a strong understanding of accounting, governmental finance, management principles, and financial legislation. The goal is to protect the company's revenues and profits to achieve full financial control and sustainable growth.</p> <p>Six years of experience in accounting, auditing, financial operations, payroll, or banking; OR</p> <p>Six years of full-time experience in any field plus twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR</p> <p>A bachelor's degree with twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR</p> <p>A bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR</p> <p>An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus two years of experience in accounting, auditing, financial operations, payroll, or banking; OR</p> <p>Possession of a Certified Public Accountant (CPA) license plus one year of experience in accounting, auditing, financial operations, payroll, or banking.</p> <p>EXPERIENCE SUBSTITUTION:</p> <p>Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.</p> <p>The official job specifications for this role, as defined by the State Civil Service, can be found here.</p> <p>Job Duties: </p> <p>This position exists to assist the Louisiana Used Motor Vehicle Commission in the licensing of used motor vehicle dealers and the investigation of consumer complaints involving the sale of used motor vehicles. This is accomplished by ensuring that revenues in the form of licensing fees, as well as other revenues, are received and expenditures are made in accordance with the laws, regulations, and policies that govern the agency.</p> <p>This position applies accounting principles, theories, concepts, and practices to solve problems for which no clear precedent exists and performs work that is of an advanced level of responsibility due to the nature or magnitude of the work. Responsibilities extend beyond accounting system maintenance to the solution of more complex problems. This position works with commission staff as a member of the team, proactively communicating to accomplish department and agency goals. The following job duties are completed under the supervision of the Executive Director.</p> <ul> <li>Prepares and analyzes financial statements and other advanced-level financial reports required by outside organizations, to follow state and federal laws and regulations, and in accordance with Generally Accepted Accounting Principles. </li><li>Supervises a mix of professional and paraprofessional fiscal positions in the collection and handling of all funds due to the agency </li><li>Prepares and supervises preparation of employee and contractor compensation in accordance with appropriate Federal and Louisiana Department of State Civil Service rules and regulations, up to and including reconciliation and preparation of W-2's and 1099's. Prepares and processes payroll. </li><li>Oversees payment through the payroll system and manages and verifies that direct deposit of paychecks is made promptly. Maintains payroll records in accordance with federal and state regulations. </li><li>Trains and evaluates a mix of professional and paraprofessional accounting department personnel in day-to-day operations for the achievement of department and agency goals. Supervises the electronic transfer of funds for agency expenditures. </li><li>Assesses financial operations and makes recommendations to the Executive Director and Commissioners in accordance with best practices. </li><li>Projects accounting data to show the effects of proposed financial planning. Develops, maintains, and monitors internal control policies and procedures for the approval of the Executive Director and the Commission. </li><li>Responsible for the implementation, maintenance, and training of personnel on accounting and timekeeping programs.
