<p>Job Responsibilities</p> <p>As Program Manager, performs and manages all necessary functions to ensure all Pavement Improvement and Preservation Program (PIPP) projects are let as prescribed by the State Pavement Program Engineer. Ensures all let schedules are adhered to and reports to other groups the status and progress of lettings for both non-interstate systems and the interstate system.</p> <p>Performs qualify control reviews of contract packages to ensure proper application of pavement improvement and preservation treatments. Ensures all PIPP contracts follow SCDOT specifications and related guidelines. Develops project quantities and estimates for interstate pavement projects.</p> <p>Performs complex quality assurance reviews of CTC resurfacing packages. Coordinates with District Office staff in developing and programming CTC resurfacing proposals.</p> <p>Performs data entry into an Access database. Manages database to ensure sufficient information is available to satisfy SCDOT reporting needs for programs on the non-interstate systems as well as the interstate system.</p> <p>Develops pavement preservation analytical processes as a tool to assist the Director of Maintenance staff with decision making and budget programming. Maintains historical records to report on and present options to the Director of Maintenance.</p> <p>Develops and generates reports regarding pavement improvement strategies and scenarios. Prepares other studies and project scopes as needed.</p> <p>Utilizes all knowledge in pavement preservation and construction experience to assist the Director of Maintenance office staff with select renovation projects where major improvements to re-establish pavement structure, drainage, shoulders, and clearing as needed. Performs other related duties as assigned.</p> <p>Minimum and Additional Requirements</p> <p>A bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management and six (6) years of engineering or construction management work experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.</p> <p>The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies.
