The agency may terminate or modify the telecommuting arrangement at any time.</p> <p>Description</p> <p>The Department of Employee Insurance (DEI) administers an approximate $1.8 billion, self-funded, health insurance program along with optional life, dental and vision insurances, and flexible spending accounts for nearly 300,000 public employees and their dependents.</p> <p>DEI is seeking a Benefits Branch Manager. The position will be the management head of the Premium Billing Branch (PBB) within the Division of Financial and Data Services (DFDS).</p> <p>Primary responsibilities may include, but are not limited to:</p> <ul> <li>Manages staff and programs of the Premium Billing Branch, within DEI, ensuring staff adhere to state and federal regulations pertaining to the billing, payment and reconciliation operations of insurance benefits. This includes development, implementation and oversight of financial controls. </li><li>Advises the Director and Commissioner on financial matters pertaining to the self-insured and fully insured benefits. Provides technical advice and expert consultation relating to premium billing and payment reconciliation. </li><li>Ensures branch effectively handles processes related to billing, payments, reconciliations, arrears, refunds, account adjustments and terminations of coverage for non-payment of premiums, for both self-insured and fully insured benefits. </li><li>Completes basic management expectations, which includes conducting employee performance evaluations in a timely manner, ensuring staff complete necessary training and/or professional development, and handles daily staff oversight duties where attendance, staff performance and behavior, and cross-training are concerned. </li><li>Serves as main financial liaison between the DEI and agency billing contacts to ensure effective and consistent communication, accurate billing and payment reconciliation, and accurate reporting. </li><li>Participates in branch, division, department and cabinet-wide meetings and projects; and works cohesively with DEI branch managers. </li><li>Performs other duties as assigned. </li></ul> <p>Required skills and abilities:</p> <ul> <li>Experience with direct supervision of staff including conducting performance reviews, reviewing timesheets, and providing overall management oversight for branch operations. </li><li>Experience monitoring or performing financial reconciliation. </li><li>Proficient skills with standard reporting tools such as Excel, Access and Business Warehouse (BW). </li><li>Experience with health insurance, optional insurances, and Flexible Spending Account/Health Reimbursement Arrangement enrollment and financial administration. </li><li>Experience working with KHRIS or other insurance administration and/or billing and collections systems. </li><li>Exceptional attention to detail and accuracy. </li><li>Excellent professional communication skills, both written and verbal. </li><li>Problem solver with exceptional analytic skills. </li></ul> <p>Reasons to work for us include:</p> <ul> <li>A 37.50-hour work week </li><li>Paid time off (sick and vacation) and paid holidays </li><li>Training and career development opportunities </li><li>A variety of affordable health, dental and vision insurance options, as well as flexible spending accounts </li><li>Life insurance </li><li>Retirement </li><li>Optional deferred compensation program (401K, 457b and IRA) </li><li>Wellness incentive programs </li><li>Employee discounts on electronics, health and wellness, retail, travel, events, entertainment, and services and education </li></ul> <p>If you are interested in a challenging yet rewarding career where you can expand your management and financial analytical skills, we would love to review your application for the Benefits Branch Manager with the Department of Employee Insurance.</p> <p>Minimum Requirements</p> <p>EDUCATION: Graduate of a college or university with a bachelor's degree.</p> <p>EXPERIENCE, TRAINING, OR SKILLS: Five years of experience in human resource (HR) administration, the administration of employee benefit programs or similar employee assistance programs, life or health insurance administration or sales, in the reconciliation of financial or benefits accounts, bookkeeping, banking, business administration, public administration or related field OR four years experience in the administration of the Kentucky Employee's Health Insurance Plan.</p> <p>Substitute EDUCATION for EXPERIENCE: Master's degree will substitute for the required experience on a year-for-year basis.</p> <p>Substitute EXPERIENCE for EDUCATION: Additional experience in the above areas will substitute for the required education on a year-for-year basis. Current certification as a Certified Employee Benefits Specialist, Professional HR, Senior Professional HR, Global HR Certification, Certified Medical Office Manager (CMOM), Certified Accounts Payable Professional (CAPP). Certified Credit and Risk Analyst (CCRA), Accounts Receivable Specialist (ARS), or Accounts Receivable Manager (ARM) will substitute for two years of the required experience.</p> <p>SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE</p> <p>Working Conditions</p> <p>Work typically performed in an office setting.
